About this file
This Performance Work Statement (PWS) outlines laboratory analysis requirements for the Bureau of Reclamation's Grand Coulee Power Office to comply with their National Pollutant Discharge Elimination System (NPDES) permit. The contractor must provide oil and grease analysis services using EPA method 1664B, analyzing between 34 samples per week to 34 samples per month, with results delivered within 5 business days of sample receipt.
The contract will be a 5-year firm-fixed-price IDIQ award. The selected laboratory must be accredited through NELAP or Washington State Department of Ecology Environmental Laboratory Accreditation Program. Key requirements include providing sample bottle kits with proper preservation materials, shipping supplies to USBR (contractor covers shipping costs to USBR, while USBR handles shipping to lab), delivering Level II QC data packages with analytical results, and reporting exceedances within 24 hours. The laboratory must maintain specific acceptable quality levels (AQLs) including no more than one deviation per month in analysis timeframes and reporting requirements.

The USBR is seeking an accredited laboratory for analytical services to demonstrate compliance through Quality Control/Quality Assurance (QC/QA) for analysis of the Oil and Grease.
Depending on Environmental Protection Agency (EPA) requirements, the estimated number of samples could be as many as 34 per week or as few as 34 per month.
2. Laboratory Accreditation The laboratory performing the services shall be accredited in accordance with the National Environmental Laboratory Accreditation Program (NELAP) or have a current laboratory accreditation with the Washington State Department of Ecology Environmental Laboratory Accreditation Program for the analyte(s) required in the task(s).
3. Work Performance Period The Government anticipates awarding a firm fixed price Indefinite Delivery, Indefinite Quantity (IDIQ) contract for a five (5) year period of performance beginning the day of contract award.
4. Tasks

All analysis shall be completed within the allowable holding times listed in 40 CFR 136.3. All analytical reports shall contain Level II QC data packages including the following at a minimum, as appropriate.
· Analytical results
· Case Narrative
· Surrogate recoveries
· Chain-of-custody
· Method blank
· Laboratory control sample (LCS) and duplicate (LCSD)
· Matrix spike (MS) and Matrix spike duplicate (MSD)
AQL 1: All samples analyzed using EPA method 1664B and completed within allowable holding times listed in 40 CFR 136.3, with no more than one deviation per month.
AQL 2: All reports shall be in accordance with EPA 16642b and 40 CFR 136.3. Reports shall contain level II QC data packages and include the appropriate data. Electronic copies shall be received within 10 days of sample receipt, with no more than one deviation per month.
