# Offeror Question Government Answer Answered in Amendment #

Requires Revision to Specifications

(Spec Section/Drawing)

Column1 Column2 Column3 Column4 Column6

1. Plan sheet 13 describes log burial below ground surface level to be a minimum of 80% of the log length, with a specified minimum log length of 50'. This will require excavation well over 20' to achieve 80% burial on each structure. Per Washington Administrative Code (WAC)296-155-66403, "Sloping or benching for excavations greater than 20 feet deep must be designed by a registered professional engineer".

This is the statement before the question. The intent is to create long, shallow excavations for the log structures, which will require layback to keep the excavations safe. We have revised the drawing and specification to reduce the minimum embedment to 50% for each log, which should keep maximum excavation depths under 20 feet, and likely less than 10 feet depending on the sizes of logs that are used.

N/A N/A

1 A. Has BOR performed engineering for this project for excavations greater than 20'? No. 0002

2 B. Is the engineering for these excavations the contractor's responsibility? Yes. 0002

3 C. If the answer to "B" is yes, has BOR performed soil borings and can this information be provided for engineering the excavations?

Does not apply, as BOR has not performed borings at the proposed log structure sites. 0002

4 What is the Lake Elevation right now (the day of the site visit)?

On July 1, 2026 the lake elevation was 2217 (and dropping). Specification Section 51 10 20

1.01A provides a link to a website where this information can be accessed.

5 What are the culvert sizes?

Drawing Sheet 33-109-60002 calls for a 36-inch diameter culvert for the temporary drainage crossings, and Drawing Sheet 33-109-60008 calls for a 24-inch diameter culvert.

6 When was the most recent Survey done?

The most recent survey on which the design is based was performed in 2019 and the drawings are attached in the Drawings package as reference Drawings 33-100-60413 through 33-100-

60419.

7 What is to be done with the current drift logs already on site?

Specification Section 33 11 00 3.01A provides the instructions for managing driftwood on the site.

8 How far out is the revetment going to be?

The top elevation of the revetment is set at Elevation 2251.5 with a slope of 2:1 Horizontal:Vertical until it catches the existing ground. The total horizontal length of the revetment varies since the existing ground is uneven, as shown on the section view Drawings 33-109-60088 through 33-109-60097.

9 Please provide the site visit sign-in sheet.

If no specific number of weather days was incorporated into the contract duration, please confirm that time extensions for unusually severe weather will be evaluated in accordance with the contract terms.

No weather days are included in the Period of Performance. In the event of a significant weather delay, time extensions will be considered.

0002 01 32 10

Please identify the anticipated reservoir elevation range during the expected construction period and confirm whether reservoir operations are expected to maintain water levels below Elevation 2220 for the duration of construction.

The Contractor is responsible for formulating a Construction Schedule in accordance with Specification 01 32 10, which should take into consideration the period of time when the reservoir is typically below elevation 2220. Historical data is provided in Specification Section 51 10 20, which shows when the reservoir is typically below this level and a link to acess additional historical data. No special reservoir operations will be made due to this construction activity, so the Contractor should prepare a schedule based on the historical data to avoid construction activities in the period where the reservoir is usually above elevation 2220. Late March through early August is the most likely timeframe to have reservoir elevations above 2220, but every year is different and there is no guarantee if or when this period will occur

If reservoir operations result in water levels that prevent work within the planned work area, will the Government consider an equitable adjustment of contract time and/or compensation?

Yes, equitable adjustments and time extensions will be considered in the event of reservoir operations causing delay. Note that the Contractor's construction schedule is subject to approval under RSN 01 32 10-1 and will be reviewed to determine if there is a conflict between proposed construction activities, and when the reservoir is normally at a level too high for construction work.

Please confirm whether any pre-approved riprap quarry sources exist or whether the

Contractor may propose any source meeting the contract specifications.

The Contractor may propose any source to meet specifications for riprap. There are no pre-approved quarries.

Please identify whether Government-owned borrow sources are available for Contractor use or whether all borrow material is to be Contractor-furnished.

Contractor borrow source areas are defined on Drawing 33-109-60002, which is essentially the area between the temporary access road and the toe of the existing embankment to receive shoreline protection. Note 6 on the drawing further defines the borrow limit.

Please confirm whether any geotechnical investigations, slope stability analyses, or subsurface explorations were performed during design that have not been included with the solicitation.

No additional geotechnical analyses have been conducted. 0002

Please provide any available utility locate information for existing underground utilities within or adjacent to the work limits, including the referenced private electrical lines.

No utility locate information has been collected. The referenced private electrical line location shown on Drawing 33-109-60007 is estimated based on the locations of electrical boxes that were found on the private property and the Contractor shall perform a locate before working in that area if excavation will take place on the private property.

Please confirm that all applicable in-water work restrictions and fish timing windows are fully incorporated into the contract documents and permits.

All in-water work restrictions and fish timing windows have been incorporated into the Contract documents, and the permits have also been included. See Specification 01 55 00 for in-water work window timing for the construction of temporary stream crossings.

Please confirm whether Government environmental monitors will be present during construction or whether environmental compliance observation is solely the Contractor's responsibility.

Government environmental monitors will be present during construction, but not necessarily full time. The Contractor is responsible for complying with permit provisions, but is not solely resposible for compliance observation.

Please clarify the required procedures and anticipated response times should cultural resources or archaeological materials be encountered during excavation.

The response time may vary depending on the significance or extent of any archaeological materials encountered during excavation and cannot be accurately predicted. A time extension or equitable adjustment may be considered for any Government-caused delay.

Please clarify the Contractor's responsibilities for maintaining safe public access through or adjacent to the work area while the day-use area and boat ramp remain open.

Specification 01 55 20 calls for the Contractor to develop and implement a traffic control plan, which includes requirements for both physical barriers to be implemented, as well as flaggers as necessary to maintain safety. Public use can vary from sparse during the winter and on weekdays to heavy during summer and on holiday weekends. The public is allowed to access the reservoir for day-use only. The Contractor will need to monitor the site for safety and adjust measures as necessary to maintain safety for both workers and the public. The main area of concern will likely be the entrance to the temporary construction road which is off the side of the boat ramp the public will be using.

Please confirm whether the temporary access road may remain in place for the duration of construction or whether periodic removal or modification will be required based on reservoir operations.

The temporary access road may remain in place for the duration of construction. Drawing 33- 109-60002 Note 1 calls for temporary culverts to be removed during extended periods of work stoppage to allow for fish passage if the reservoir level exceeds elevation 2230, but the rest of the road can remain until construction is complete.

Please identify all survey control points that will remain available for Contractor use throughout construction.

Survey control point reference information is provided on reference Drawings 33-100-60413 through 33-100-60419. Any control points shown on those drawings may be used by the

Contractor, but their locations and conditions are not guaranteed and shall be verified by the Contractor prior to use. Specification 01 71 20 3.01C requires the Contractor to provide controls as necessary, as no specific controls have been established or provided by the

Government exclusively for the Contractor's use.

Please confirm whether approved equal manufacturers will be accepted for the specified geotextile products provided they meet all performance requirements.

Any brand or manufacturer will be considered if the products meet the specifications. There is not a list of pre-approved manufacturers, as the Government cannot specify a brand name preference.

Please clarify whether salvaged logs may be incorporated into the required log structures or whether all logs must be newly furnished materials.

Salvaged logs may be used for the construction of the log structures. It is anticipated that enough material for the log structures can be sourced from the tree removal shown on the

Drawings.

Please confirm whether the Contractor is responsible for all laboratory testing and qualification of proposed riprap sources, including gradation, durability, and quality testing, or whether previously approved quarry testing data may be submitted for Government review.

Previously approved quarry testing data may be submitted if it shows the source rock meets specifications. The Contractor is responsible for the testing and qualification of the riprap material.

Please confirm the basis for Government acceptance of the riprap work.

Specifically, will acceptance be based solely on conformance with the specified lines, grades, and material requirements, or will delivered quantities be independently verified by the Government?

Acceptance will be based on conformance to the specified lines, grades, and material requirements. Delivered quantities will not be independently verified by the Government.

Note that the bid schedule lists riprap work as a lump sum item rather than a quantity based item and estimated construction quantities have not been provided. The Contractor is responsible for quantity surveys and documentation in accordance with Specification 01 71 20 which can be used to compute progress payments.

Please confirm whether the Contractor is required to provide a qualified environmental monitor, fisheries biologist, ecologist, or other environmental compliance professional onsite during construction. If required, please identify the required qualifications, anticipated level of effort, and work activities requiring their presence.

The Contractor is not required to provide an environmental monitor, fisheries biologist, or an ecologist. Requirements for an environmental consultant for the final site assessment are listed in Specification 01 74 00.

Section 01 74 00 requires submittal of an Environmental Consultant resume. Please clarify the anticipated role of the Environmental Consultant during contract performance. Specifically, please confirm whether the Environmental Consultant is required to be onsite during construction, identify the activities requiring their presence, and define the anticipated frequency or level of effort (e.g., full-time, part-time, periodic inspections, or on-call support).

Environmental consultant qualifications are provided in Specification 01 74 00 1.06.A. There is no specification requirement for level of effort or required site presence. Work activities for the consultant likely include support for the required submittals in 01 74 00 1.04, the final site assessment described in 01 74 00 3.04, and potentially the preparation/inspection/support for permitting compliance.

0002 01 74 00

Please confirm whether survey activities may be performed on an as-needed basis or whether a survey professional is required to be continuously available onsite during construction.

Survey activities may be performed on an as-needed basis. 0002 01 71 20

Please clarify the Government's acceptance criteria for the required fish habitat log structures. If suitable local logs meeting the specified size and species requirements are not available within the project area, will alternate materials or alternate sources be considered?

Suitable logs are expected to be in the construction area, sourced from trees scheduled to be cut down as shown on the Drawings. The Contractor may choose to use materials from a different source if they chose if they meet the size requirements. Acceptance criteria will be if the structures meet the requirements listed in the Drawings and Specifications.

Please confirm that the hydrographs, exceedance curves, and reservoir time-history information provided in Division 51 represent the anticipated operating conditions for planning construction activities during the Period of Performance.

The information provided in Division 51 is historical data that is provided for the convenience of the Contractor. Reservoir conditions may vary any given year based on snowpack and other weather conditions. There are no planned operations that would significantly affect construction performance.

0002 51 10 20

Please clarify the required protection measures and allowable working clearances adjacent to the existing log revetments identified to remain.

There are no required or set working clearances to the existing structures to remain in place. It is the Contractor's responsibility to not damage them. If damage occurs, the Contractor may be responsible for their repair at the Contractor's expense in accordance with Specification 01 56 10.

Please identify whether the Government has minimum screening criteria or approved intake screen products that satisfy the NMFS-compliant intake screen requirement.

The intake screen requirements are listed in Specification 01 51 00 2.1. There is no list of pre-approved products available, as the Government does not have a brand preference. Any brand or make of screen that meets the specification is acceptable.

Please confirm the current status of the Department of the Army NWP 13 permit.

The permit package states the NWP verification is valid until March 14, 2026, with possible completion by March 14, 2027 only if commenced or under contract before March 14, 2026; however, the solicitation period of performance is 08/14/2026 to

08/14/2027. Will the Government provide an updated or renewed permit before Notice to Proceed?

The Government has applied for a time extension of the permit which is currently being processed by USACE and will be provided to the Contractor upon receipt. The updated permit is expected to be received with sufficient time to not cause a lapse in construction operations.

Any Government-caused delay may bring consideration of equitable adjustment or time extension.

0002 J.4 Permits / SF1442

Please provide the final approved environmental work window for all shoreline, in-water, near-water, and Mill Creek crossing work, and confirm how this work window coordinates with the reservoir elevation requirement and the anticipated Period of

Performance.

The in-water work window is described in Specification 01 55 00 3.04A which gives the dates when work in Mill Creek is considered "in-water" work, and when culverts may be used versus plates or other structures that need to span the fully wetted perimeter of the creek at the temporary road crossing. The in-water work window relates to constructing the crossings themselves and should not affect the overall construction schedule or contribute to any constraint due to typical reservoir levels, as the bulk of the construction work will be performed "in the dry" when the reservoir level is below elevation 2220.

0002 J.4 Permits; 01 14 10; 51 10 20

Drawing 60002 states no work shall take place below existing Elevation 2225 unless shown otherwise, while Section 01 14 10 states all work shall be performed when the reservoir pool elevation is consistently at or below Elevation 2220. Please clarify whether construction activities are allowed between Elevation 2220 and Elevation

2225, and under what conditions.

This is a typographic error. Drawing 60002 has been corrected to state Elevation 2220. 0002 01 14 10; Drawings 60002/60003

Who is responsible for permit compliance reporting, including the Certificate of Compliance to USACE, Ecology notifications, and any reporting to USFWS/NMFS?

Please identify which permit compliance submittals are Contractor-prepared versus Government-prepared.

Water use reporting to the Department of Ecology is the responsibility of the Contractor under Specification 01 51 00 1.03C. Reporting will be prepared by the Contractor for all permits held by the Contractor (Specification 01 57 30 1.06C). Note that Reporting shall be submitted to Reclamation for review prior to submitting to EPA or Ecology. As Reclamation is the USACE 404 permit holder, Relcamation will submit the Certificate of Conformance to USACE. The

Contractor's responsibilities for each permit's reporting requirements is listed in Specification 01 57 30 1.06 C.

0002 J.4 Permits

Please provide the full ESA Biological Assessment, USFWS Letter of Concurrence, NMFS Letter of Concurrence, EFH consultation documents, and any current written work-window concurrence referenced in the permit package.

The Soliciation contains a PDF document of the required permits which have been obtained, combined into one document. Each permit included lists the compliance requirements for the Contract work. The Specifications are written to redundantly capture all compliance and permitting requirements. If further supporting documentation regarding the development of these permits is necessary it may be requested upon Contract award.

0002 J.4 Permits

Please provide the final Water Quality Management Plan Framework referenced in the Water Quality Certification and confirm whether the Contractor must develop a separate Water Pollution Control Plan, SWPPP, SPCC Plan, BMP inspection plan, or similar environmental compliance plan.

The Draft Water Quality Management Plan and Draft Dredging (Excavation) plans are now included in the Solicitation documents. Required submittals for the Contractor to prepare are: RSN 01 57 30-1 Pollution Prevention Plan, and RSN 01 57 20-2 Spill Prevention Control and Countermeasure Plan. The Contractor will also need to develop a Temporary Erosion and Sediment Control Plan to comply with Clean Water Act Section 102.

0002 J.4 Permits; 01 57 20; 01 57 30

The USACE permit authorizes up to 11,054 cubic yards of fill along 1,720 linear feet of shoreline. Please confirm whether the permitted quantities are maximum permit limits only, estimated construction quantities, or enforceable contract quantity limits.

The quantities listed are estimated construction quantities. 0002 J.4 Permits; Price Schedule

Optional Price Schedule A may be exercised at any point during the contract period.

If the option is exercised after base work is substantially complete or after demobilization, will the Government provide additional mobilization, time extension, and remobilization compensation?

If the base work is substantially complete and Contractor is demobilized before the Option comes up, the Option item work will likely be re-advertised as a separate contract. If the

Option item comes up before demobilization and before substantial completion of the base work, a time extension will likely be considered. If there is significant remobilization necessary to complete the option work due to the timing of when the Option work is awarded, an equitable adjustment for mobilization will be considered as well as a time extension.

0002 Section B - Optional Price Schedule A

67 Please provide CAD files or coordinate data defining the Base Contract work limits and Optional Price Schedule A work limits.

CAD files will be provided upon contract award. 0002 Drawings; Optional Price Schedule A

Please provide all private property access agreements, restrictions, allowed work areas, limitations, and restoration requirements applicable to the Contractor's culvert work, grading, access, or other work adjacent to private property.

These agreements can be requested after contract award, but may be subject to non-disclosure or other handling practices for personally identifiable information.

0002 01 14 10

Drawing 60005 notes 'No work on private property APN #512334.' Please confirm whether the Contractor must survey and stake this property line before construction and whether the Government will provide property boundary verification.

The Contractor is responsible for locating the property line and adhering to the work limit. The Government will not be providing staking or location of the line. Note that according to the most recent survey, there is at least one found lot corner near that property line.

0002 Drawing 60005

Please confirm whether the existing concrete boat ramp may be used for routine construction equipment access, or only for initial mobilization and final demobilization as described in the specifications.

Specification 01 14 10 1.03.B.3 restricts use of the boat ramp for routine equipment access unless approved by the COR. If this need is anticipated, the Contractor can make a request.

Since the public will be utilizing the boat ramp to access the reservoir, the intent is to reduce conflict and enhance safety by maintaining a separate construction access entrance to the temporary road adjacent to the boat ramp.

0002 01 14 10; Drawing 60002

Please provide the required temporary access road material gradation, section thickness, compaction criteria, geotextile requirements, drainage requirements, and design loading.

The temporary access road does not have a strict material gradation requirement, compaction criteria, or any geotextile requirements. The Contractor shall construct it for their use and to suit the needs of the equipment. There is local gravelly material at the site that can be utilized within the borrow limits. If imported gravels or fill are used, they must be removed from the site on completion or disposed of above elevation 2240 at the site (Drawing 33-109-

60009).

0002 Drawings 60002/60009

Please clarify the required temporary crossing type, size, design flow, debris capacity, and design basis for each drainage or Mill Creek crossing. Please confirm whether engineered calculations are required.

Engineering calculations are not required for the temporary crossing. Flow data is not available for Mill Creek and a minimal amount of flow is anticipated during construction. A basic drainage crossing plan is provided on Drawing 33-109-60002, but the Contractor may need to adjust the arrangement of the temporary crossing based on site conditions at the start of construction, which cannot be predicted accurately.

0002 01 14 10; 01 55 00;

Drawing 60002

Specifications indicate Reclamation will conduct fish salvage and the Contractor must provide 7-day notice. Please confirm the expected fish salvage duration, whether construction may proceed during fish salvage, and how delays caused by Government-performed fish salvage will be handled.

The expected fish salvage duration will be less than one day of activity, if conducted.

Construction may proceed during fish salvage on adjacent areas of the project. If the

Government causes a delay due to fish salvage operations a time extension or equitable adjustment to the Contractor will be considered.

0002 01 55 00

Culverts at temporary crossings must be removed during extended work stoppages when reservoir level is Elevation 2230 or higher. Please define 'extended periods when work stops' and confirm whether repeated culvert removal/reinstallation will be required if reservoir levels fluctuate.

The reservoir level typically does not fluctuate up and down in short periods of time, it is usually either filling or draining, and on a predictable basis. Repeated install/removal of the culverts is not anticipated. If there are unusual weather events predicted or operations that may affect the reservoir level in this range, Reclamation will provide the information to the

Contractor as it becomes available to make an informed decision about culvert removal and pausing work. The 'extended work stoppage' period case that is anticipated is if the construction schedule starts in the fall and goes into the winter and the Contractor needs to stop work due to winter weather or due to the reservoir filling. The end of the extended work stoppage would likely be when the reservoir finishes refilling and drops back to an acceptable level for work in the summer and construction can resume

0002 Drawing 60002 Note 7

Drawings allow material borrow between the temporary access road and top of riprap within work limits. Please confirm allowable borrow material types, estimated available quantities, testing requirements, and whether on-site borrow may be used as common fill, beach fill, or other specified materials.

The borrow area consists of sand, gravel, and cobbles that can be used for many of the specified material types. Onsite borrow may be used for common fill, coarse beach sand, toe armor cobbles, or temporary road surfacing gravel. There are at least 1000 cubic yards available. Note that material excavated for the riprap toe trench can also be used as common fill as necessary. Material testing is not strictly necessary for the use of onsite borrow material since the material types do not have rigorous gradations specified.

0002 Drawing 60002 Note 6; 01 14 10; 31 23 11

Please provide the required final grading tolerances for reshaped hillside, borrow areas, restored access roads, staging areas, and other restored disturbed areas.

Restoration grading is described in Specification 01 14 10 3.02. There are not specific grading tolerances required. Borrow areas shall be sloped and restored in accordance with 01 14 10 3.02.C.1. The access road and staging areas do not have drastic changes in elevation. The intent is to blend disturbed areas to match surrounding existing undisturbed areas without drastic or abrupt changes in contour, and to not create any holes where fish could become trapped as the reservoir water surface elevation drops.

Please clarify how transitions are to be constructed at existing riprap, property lines, stair removals, and private frontage limits, including required key-in depth and limits of disturbance.

Means of construction are to be determined by the Contractor. Stair removals are not expected to cause changes in topography. If work abuts a private frontage where work is not allowed, material shall be placed to the edge of the line without disturbing the private property.

0002 Drawings 60004-60007, 60019

Please confirm whether the Contractor is required to perform preconstruction topographic survey, bathymetric survey, or quantity survey prior to placing riprap and fill.

Note that the bid schedule contains only lump sum items and no estimated construction quantities are provided. A bathymetric survey is not required. Quantity surveys can be conducted in accordance with Specification 01 71 20 if the Contractor would like to perform them to support documentation for progress payments. If quantity surveys are conducted, the

Contractor should collect a pre-construction topographic survey to ensure that measured quantities are accurate. However, payment will not be made based on quantities since each work item on the bid schedule is to be paid as a lump sum. Work will be accepted if it is in accordance with the lines and grades shown on the Drawings.
