Request for Information (RFI) Questions and Responses

1. QUESTION: Reference Drawing 3-D-248 and 3-D-249 have notes referring to 3-D-251.

However, 3-D-251 is not part of the drawing set. Can this drawing be provided for review?

RESPONSE: Refer to revised Section 52 00 00 – Drawings. Drawing 3-D-251 is now part of the drawing set.

2. QUESTION: Please clarify the enclosure type required for new MV Switchgear UZ1A.

RESPONSE: Refer to revised Section 33 72 30 - Medium-Voltage Metal-Clad

Switchgear paragraphs 2.01 A and E.

3. QUESTION: Is Control voltage source for UZ1A provided by the customer?

RESPONSE: No, refer to Section 52 00 00 – Drawings. Drawings 3-D-60044 and 3-

D-60045, which require the Contractor to install 5/C-10AWG and 12/C-12AWG to breakers J1, J2, J3, J4 as well as conductors back to Drawing 3-102-2295 to provide power for UZ1A.

4. QUESTION: Are the protective relays indicated on the three-line diagram to be located in new switchgear UZ1A? Or are the relays located in a remote location?

RESPONSE: Refer to Section 33 72 30 - Medium-Voltage Metal-Clad Switchgear paragraph 2.01 G, which requires Relay 11J3 installation in Switchgear UZ1A. Refer to

Section 26 24 26 - Low-Voltage Metal Switchgear paragraph 2.02 M 2, which requires

Relay 87KSA installation in Switchgear DSA.

5. QUESTION: It appears that UZ1A is to be located outside. But the specifications do not mention this requirement. If Outdoor rating is required, this metal clad switchgear would be required to be installed in an E-house. This is because Arc Resistant design is only offered in Nema 1. If a smaller footprint is primary concern, standard (non-arc resistant) design switchgear can be provided with walk in aisle structures. Protection relays with arc detection sensors can be installed to reduce arc flash hazard.

RESPONSE: In 33 72 30 section 2.01A cites IEEE C37.20.2 which has a section within the standard defining outdoor rated equipment. There are current manufacturers that create

Arc Resistant switchgear enclosures that are outdoor rated.

6. QUESTION: Specification section 33 72 30 paragraph 1.05.A.2 – The temperature range based on IEEE C37.2.2 is max 40 degrees C without derating the equipment. If customer wants 43 deg C rating, the metal clad switchgear will be derated. Please confirm if derated switchgear is desired.

RESPONSE: Refer to revised Section 33 72 30 - Medium-Voltage Metal-Clad

Switchgear paragraph 1.05 A 2. The revised temperature is higher than the max mean temperature of the location which prevents a derate being required.

7. QUESTION: Please clarify desired accuracy requirements for CTs in switchgear.

RESPONSE: Refer to Section 26 24 26 - Low-Voltage Metal Switchgear paragraph 2.02

L 4, and refer to Section 33 72 30 - Medium-Voltage Metal-Clad Switchgear paragraph

2.01 H.

8. QUESTION: Specification section 26 24 26 – 2.01 Clarify if any form of climate control system is required. This spec section requires an E-house with switchgear installed inside.

This contradicts 2.02 which describes “walk in aisle” design. Please confirm which outdoor structure is required.

RESPONSE: The equipment referenced in Section 26 24 26 - Low-Voltage Metal

Switchgear articles 2.01 and 2.02 is rated for 40 degrees C. Climate data for the installation location indicates an average high temperature of less than 40 degrees C.

Climate control for the enclosure is not required for the equipment enclosed within.

9. QUESTION: How will the overall project schedule be affected if the manufacture lead times on equipment extend past the need date to meet the overall project schedule?

RESPONSE: The contractor is responsible for meeting the terms and conditions of the contract to include the period of performance stated in Section F Deliveries and

Performance, Clause 52.211-10 Commencement, Prosecution, and Completion of Work.

10. QUESTION: What if any material or equipment for the project will be supplied to the contractor by others?

RESPONSE: The contractor is responsible for providing all required materials and equipment.

11. QUESTION: Is there an option for additional site visits after response to submitted questions?

RESPONSE: No. The Government believes that a 2nd Site Visit would not be beneficial to the Government or potential Offerors.

12. QUESTION: The cable list on drawing 3-D60044 and 3-D-60045 both list Destination

Reference Drawing 3-102-2295. Can drawing 3-102-2295 be made available?

RESPONSE: Refer to revised Section 52 00 00 – Drawings. Drawing 3-102-2295 is now part of the drawing set.

13. QUESTION: Is there a general electrical layout for the Control Center?

RESPONSE: Refer to Section 52 00 00 – Drawings. See Drawing 3-D-60012.

14. QUESTION: Can photos or description be provided for the existing cable tray routing through the plant from where the existing outside tray enters the building to second floor electrical room?

RESPONSE: The cable trays are being installed under a separate contract currently in construction, so photos are not available. Refer to revised Section 52 00 00 – Drawings.

15. QUESTION: Can photos or description be provided for routing of new medium voltage cables through the plant from where the new medium voltage duct bank enters the building to termination point in plant?

RESPONSE: The cable trays are being installed under a separate contract currently in construction, so photos are not available. Refer to revised Section 52 00 00 – Drawings.

See Drawings 3-D-60014 and -60016 for information. Cables to be routed from VV1A to

UZ1A for Unit 1 and from VV2A to UZ1A for Unit 2.

16. QUESTION: Can a detail or description be provided for entrance of new medium voltage conduits into the plant?

RESPONSE: Refer to Section 52 00 00 – Drawings. See Drawing 3-D-60016. Refer to revised Section 26 05 33 - Raceways and Boxes articles 3.01 and 3.02 for requirements for buried conduits carrying medium voltage cable.

2.03 FABRICATION

A. Fabricate metalwork in accordance with AISC 303, AISC 325, AISC 360, and these specifications:

1. Perform welding and related work in accordance with AWS D1.1.

2. Grind all welds for ladders, grab bars, pipe guardrails, wall rails, and handrails, smooth.

B. If straightening is necessary, use methods that will not injure the metal.

C. After shop work completion and before galvanizing, if required, clean material of rust, loose scale, dirt, oil, grease, slag from welded areas, and other foreign substances.

D. Galvanizing:

1. Galvanize items of metalwork as specified or shown on drawings.

2. Use hot-dip galvanizing, where required after fabrication, in accordance with ASTM A123 and ASTM A385.

3. Galvanize steel shapes and plates in accordance with ASTM A385.

4. Galvanize bolts, screws, nuts, washers, and headed concrete anchors in accordance with ASTM A123 or ASTM A153, as applicable.

5. Remove excess spelter by centrifugal spinning.

6. Galvanizing Repair:

a. Re-dip material with damaged galvanizing unless damage is local and can be repaired by two component epoxy zinc primer.

b. If the galvanized coating becomes damaged after being dipped twice, material will be rejected.

c. Where local paint repair is authorized: Repair damaged galvanized surfaces in accordance with ASTM A780, except repair materials containing cadmium and lead are not permitted.

E. Coatings: Apply bituminous coating to aluminum surfaces in contact with concrete or steel.

2.04 GUARD POSTS

A. Refer to Drawings 3-D-60021 and 40-D-60002.

B. Steel Pipe: ASTM A53, type E or S, grade B.

1. Unless otherwise shown on drawings, provide standard-weight, black, steel pipe.

2. Government inspection at the mill and hydrostatic tests will not be required.

C. Concrete: In accordance with Structural Concrete as detailed in Section 03 30 00 - Cast-In-Place Concrete. Maximum Size Aggregate: 3/4-inch.

PART 3 EXECUTION

3.01 PREPARATION

A. Where locations and dimensions of miscellaneous metalwork shown on drawings are tentative or subject to change dependent upon equipment furnished, confirm locations and dimensions prior to fabrication of miscellaneous metalwork.

3.02 INSTALLATION

A. Embedded Metalwork:

1. Locate metalwork to be embedded in concrete: Hold metalwork in correct position and alignment and protect metalwork from damage and displacement during placing and setting of concrete.

2. Unless otherwise specified, use only metal braces, supports, and other items to position and align embedded metalwork, which will be embedded in concrete. Do not use wooden braces, supports, or other items to position and align embedded metalwork if they will also be embedded in concrete.

B. Adhesive and Expansion Anchors:

1. Drill holes for anchors straight and true and of diameter recommended by anchor manufacturer.

2. Install anchors in accordance with manufacturer's recommendations. Locate anchors to ensure anchors do not hit reinforcing bars.

3. Follow manufacturer’s recommendations when embedded steel or reinforcement is encountered during drilling for anchors.

4. When drilling water is used, clean surfaces of concrete to remain exposed immediately to prevent discoloration.

5. Following drilling, clean holes with water to remove cuttings, followed by air to ensure holes are dry.

C. Platforms:

1. Install switch operating platform in proper position with respect to switch control rod or pipe, and ground as shown and noted on drawings. Do not install switch

D. Galvanizing Repair: Repair damaged galvanized surfaces in accordance with ASTM A780, except repair materials containing cadmium and lead are not permitted.

E. Guard Posts:

Galvanize mounting brackets, bolts, nuts, and washers for major items of electrical equipment such as disconnecting switches, insulators, disconnecting fuses, distribution transformers, resistors, capacitors, power switchgear assembly, control boards, unit substations, batteries, battery chargers, in accordance with ASTM A123 and A153.

C. Provide galvanized steel or non-corrosive metal for mounting bolts, nuts, and washers for minor items of electrical equipment and lighter weight items. Do not use cadmium-plated mounting hardware.

CO will approve changes at Contractor’s expense, unless Contractor can demonstrate that changes are necessary regardless of manufacturer.

E. Provide special tools and appliances furnished by manufacturer for maintenance and adjustment of manufacturer’s electrical equipment.

F. Grout Materials: In accordance with Section 03 62 20 – Nonshrink Grout for Equipment and Metalwork.

2.02 CONTRACTOR SOURCE QUALITY TESTING

2.03 SOURCE QUALITY ASSURANCE

A. Government will inspect major electrical equipment at supplier’s manufacturing plant during fabrication and testing.

PART 3 EXECUTION

3.01 INSTALLATION

A. Do not install electrical equipment until approval drawings and data and factory test reports for associated equipment have been approved by Government, unless approved by

COR.

B. Electrical installations, assembly operations, and adjustments: Comply with NFPA 70 and IEEE C2.

C. Make electrical installations complete and ready for service.

D. Install electrical equipment in accordance with directions furnished by manufacturer’s instruction manual and erecting engineers.

E. Coordinate with manufacturer for obtaining services of erecting engineers for Contractor-furnished equipment.

F. Tighten nuts used in electrical equipment assembly with torque wrenches to torque values recommended by equipment manufacturers.

G. Drill holes in bolted steel structures and provide fastenings required for mounting or installing electrical equipment and materials.

H. Do not drill holes in tubular steel structures. Fasten to tubular steel structures by means of properly drilled and tapped plates, bars, or brackets welded to tubular members.

2. Drilling holes, furnishing hardware, and assembling components to each other.

3. Furnishing materials for and making all connections correctly in accordance with final wiring diagrams.

4. Labeling wires and cables at each end.

J. Grout electrical equipment installed on concrete foundations in place to provide full and even bearing.

3.02 REPAIR

A. Repair damaged painted surfaces of equipment to match original finish.

3.03 CONTRACTOR FIELD QUALITY TESTING

A. In accordance with requirements of clause FAR 52.246-12, Inspection of Construction, IEEE C2, and applicable equipment Sections.

B. Field-Made Bolted Power Connections:

1. Flat, silver-plated with resistance value of 10 micro-Ohms or less.

2. Resistance test equipment: Measure down to 1 micro-Ohms with accuracy of

±0.3 percent or better.

3. If connections do not provide acceptable results, re-torque by loosening connections slightly and re-tightening to manufacturer’s torque values.

3.04 FIELD QUALITY ASSURANCE

A. Government will inspect equipment during construction and witness field tests:

1. Inform COR at least 72 hours in advance of testing. Failure to inform may require retesting if tests were performed with no government witness.

2. Acceptance of equipment will be made after equipment is operational.

B. Government will witness equipment field tests. Provide proof of Government witness on field test reports.

2. Engraved Valve Tags, as manufactured by R&R Identification, www.rridentification.com; Valve Tags, as manufactured by Brady, www.bradyid.com; or equal, having the following essential characteristics:

a. Minimum 18 gauge thickness, engravable.

b. Round shape with attachment hole suitable for tie wraps or similar.

G. Thread Lubricant: Lithium, graphite, or zinc-based material designed to inhibit corrosion and to lubricate metal-to-metal joints.

H. Electrical duct seal for sealing ends of raceways that end at an exterior location.

I. Protective Sealant: Water repellant, and resistant to peeling and cracking.

J. Conduit Wall Penetration Seals:

1. Elastomeric material to prevent liquid and gas seepage.

2. Dust tight.

3. Fire retardant.

2.06 DUCT BANKS

A. Underground duct banks are used for conductors routed between switchyard and existing powerplant areas as indicated on drawings.

B. Underground duct banks contain PVC Schedule 80 conduit.

PART 3 EXECUTION

3.01 GENERAL

A. Provide conduits for new equipment and as shown on drawings.

B. Provide core drills:

1. Conduit from DSA entering the existing cable trench.

2. New conduit from existing cable trench entering powerplant.

C. Where conduit will be mated with existing conduit, utilize couplings or adaptive couplings.

3.02 INSTALLATION

A. In accordance with Section 26 05 02 - Basic Electrical Materials and Methods and Standard Drawing 40-D-7094.

B. Layout and Procedures:

1. Determine routing of exposed conduit when not indicated on drawings.

2. Determine exact locations of embedded conduit stub-ups based on equipment being furnished or reinstalled.

3. Ensure that conduit runs and bends are free from kinks, indentations, or flattened surfaces.

4. For conduit installed vertically that projects through steel tube located on top of wall, a 1-1/2-inch hole for extending conduit through steel tube may be drilled along centerline of tube.

C. Install in accordance with NFPA 70 and IEEE C2.

D. Where embedded conduit exits vertically out of the concrete slab, the exposed portion of the conduit shall be rigid steel, which will require a conduit transition from PVC to rigid steel within the slab.

E. Install conduit with necessary fittings and supports.

F. Install fire blocks in all floor block outs used to route cable and conduit between floors.

Seal entire block out to create a fire and smoke barrier.

G. Ensure that conduit runs and bends are free from kinks, indentations, or flattened surfaces.

H. Bends:

1. Install smooth, gradual bends to permit pulling insulated conductors without undue stress or damage to conductors or conduit.

2. Make metal conduit bends in accordance with NFPA 70.

3. Bend conduit cold to prevent damage to protective coating.

I. Remove burrs and sharp corners at ends of metal conduit.

J. Coat male threads of rigid metal conduit joints with suitable graphite or zinc sealing material before making joints.

K. Tighten conduit joints securely to ensure electrical continuity and to prevent entrance of moisture or foreign material.

L. Install bushings or chase-type nipples on ends of conduit to protect insulation of insulated conductors from abrasion.

M. Tighten conduit to electrical equipment mounted on tubular metal structures securely and support rigidly in place by conduit clamps, hex head nuts, and threaded 3/8-inch stud fasteners driven by power-actuated tools.

N. Install locknuts and ground nuts to provide tight ground connections between conduit and boxes, panelboards, and cabinets.

O. Install expansion couplings where exposed or embedded conduits cross expansion or contraction joints. Install expansion couplings and expansion-deflection couplings in accordance with manufacturer’s instructions.

P. Conduit Terminations:

1. Make conduit terminations to indoor boxes, cabinets, and panelboards in accordance with NFPA 70.

2. Make conduit terminations to outdoor boxes with watertight conduit hubs. Use of locknuts, bushings, or bushed nipples at outdoor conduit terminations is not acceptable.

3. Install bushings or chase-type nipples on ends of conduit to protect insulation of insulated conductors from abrasion.

4. Install locknuts and bondnuts to provide tight ground connections between conduit and boxes, panelboards, and cabinets.

5. Seal ends of conduit terminations at exterior locations with electrical duct seal to prevent air circulation and entrance of vermin through conduits into boxes, panelboards, or cabinets. Install duct seal to a minimum depth of 1 inch.

Q. Stub conduit that terminates at horizontal surfaces 2 inches above finished floor level and terminate with coupling and plug. Replace plug with bushing or chase-type nipple before installing insulated conductors.

R. Conduit Embedded in Concrete:

1. Schedule 80 PVC.

2. Conduit shall not be larger in outside diameter than one-third of the overall thickness of the slab, wall, or beam in which they are embedded.

3. Shall not be spaced closer than 3 diameters on center and will be located within the middle third of the section depth for the wall, slab, or other concrete member.

4. Hold conduit, conduit fittings, and conduit boxes securely in position while concrete is being placed.

5. Tie conduit to reinforcing bars or otherwise support to prevent sagging while concrete is being placed.

6. Conduit Stub-Ups:

a. Minimum Length Above Finished Floor: 4 inches, not including coupling.

b. Terminate conduit with coupling and plug until ready to connect remaining conduit sections. Replace plug with bushing or chase-type nipple before installing insulated conductors.

c. Approximately 1 foot of the horizontal embedded conduit and entire vertical stub-up shall be rigid steel conduit.

7. Protect ends of conduit to prevent entrance of concrete, sand, or other foreign material.

8. Terminate ends of conduit that do not terminate at boxes with couplings and pipe plugs or insulating bushings and caps.

9. Clean concrete from inside of conduit boxes immediately after forms are removed.

10. Clean threads for attaching devices.

11. Swab conduit within 24 hours after removal of forms with clean dry rags until conduit is thoroughly cleaned and dried.

12. Grease threads of removed plugs and reinstall plugs to prevent entrance of water or foreign material.

13. Seal conduit boxes with rubber gasketed blank cover.

S. Exposed Conduit Runs:

1. Straight and parallel with each other and with centerlines of room or structure.

2. Support conduit rigidly in place and in accordance with NFPA 70. Do not weld conduit to conduit supports or structural steel.

3. Rigid steel type.

4. Use LFMC for exposed conduit within 2 feet of low-voltage dry-type transformers.

T. Buried Conduit:

1. Depth: For low-voltage circuits: 24 inches, minimum, unless otherwise indicated on the drawings. For medium-voltage circuits: 30 inches, minimum, unless otherwise indicated on the drawings.

2. Install 2 inches of sand around each conduit.
