SWITCHYARD AND STATION SERVICE UPGRADES PROJECT

BOISE PROJECT, IDAHO

FOREWORD

Work is located approximately 6 miles northeast of Emmett, Idaho, in Gem County. Principal components of work are:

A. Remove station service panelboard DSA and replace with low voltage switchgear outside of the switchyard.

B. Remove transformers K7, K8, K9 and consolidate loads to:

1. One 6.9kV to 480V, 3-phase, 750kVA outdoor, dry-type, medium voltage station service transformer (KSA).

2. Two 480V to 120/240V, 3-phase, outdoor, dry-type, low voltage transformers, one 45kVA (KSD) and one 150kVA (KSC).

C. Remove and Replace:

1. Unit switchgear UZ1A.

2. Panelboards DSB, DSC, DSF, MSA, and MSB.

3. 480V to 120/208V, 3-phase, outdoor, dry-type, low voltage transformer, 45kVA

(KSB).

4. Medium voltage cables from powerplant to the 15kV switchgear in the switchyard; replace with new cables in new conduit and trench.

5. Associated conductors and cables to downstream equipment.

6. Associated cast-in-place concrete foundations.

D. Remove, store, and reinstall high-voltage SF6 breakers.

E. Refeed existing loads from new and reinstalled equipment.

F. Provide:

1. New protective relays for medium-voltage switchgear, transformer, and switchgear.

2. New grounding grid for switchyard.

SUMMARY OF WORK

PART 1 GENERAL

1.01 LOCATION

A. Work is located approximately 6 miles northeast of Emmett, Idaho, in Gem County.

1.02 PRINCIPAL COMPONENTS OF WORK

A. Remove station service panelboard DSA and replace with low voltage switchgear outside of the switchyard.

B. Remove transformers K7, K8, K9 and consolidate loads to:

1. One 6.9kV to 480V, 3-phase, 750kVA outdoor, dry-type, medium voltage station service transformer (KSA).

2. Two 480V to 120/240V, 3-phase, outdoor, dry-type, low voltage transformers, one 45kVA (KSD) and one 150kVA (KSC).

C. Remove and Replace:

1. Unit switchgear UZ1A.

2. Panelboards DSB, DSC, DSF, MSA, and MSB.

3. 480V to 120/208V, 3-phase, outdoor, dry-type, low voltage transformer, 45kVA

(KSB).

4. Medium voltage cables from powerplant to the 15kV switchgear in the switchyard; replace with new cables in new conduit and trench.

5. Switchyard grounding grid.

6. Associated conductors and cables to downstream equipment.

7. Associated cast-in-place concrete foundations.

8. Approximately 250 feet of 1-inch potable waterline.

D. Remove, store, and reinstall high-voltage SF6 breakers.

E. Refeed existing loads from new and reinstalled equipment.

3.01 GENERAL

A. Work sequence plan shall be approved before proceeding on any removal or installation work.

B. Comply with FIST 1-1 and RSHS.

C. Sequence construction to minimize duration of interruption of service to station service equipment and hydroelectric generators:

1. Loads fed from Distribution Panelboard DSA, Transformer K8, and Transformer

K9 are required to be energized during construction unless otherwise permitted by Section 01 14 30 – Interruption of Service.

2. Contractor may submit alternatives to Government’s construction sequencing requirements. Alternatives will be reviewed by Government:

a. Government reserves the right to reject Contractor proposed alternatives.

3. The following construction sequence does not include all steps necessary to complete the work:

a. Prior to hydroelectrical generation interruption of service:

1) Mobilization is permitted.

2) Install Switchgear DSA including associated demolition and site work outside of existing switchyard.

3) Route conduit and conductors/cables from Switchgear DSA to downstream equipment without opening energized electrical equipment to facilitate shorter interruption of service for the load:

a) Prepare conductors/cables for termination, where possible, and protect cables from damage.

4) Provide connection of power source to Switchgear DSA, 52B source and perform required testing.

b. During hydroelectric generation interruption of service:

1) Perform lock-out/tag-out procedures for one feeder in existing distribution panel DSA.

2) Disconnect existing conductors from the load.

3) Connect new conductors to the load.

4) Re-energize load from new Switchgear DSA.

5) Verify correct operation of loads.

6) One load at a time, complete steps 1 through 5 for each feeder load fed from Distribution Panelboard DSA and for loads downstream of Transformers K8 and K9.

c. When switchyard equipment is being installed, schedule Station Service interruption of service to install new conductors from Transformer KSA to Switchgear DSA, 52A source and perform required testing.
