1. Can the offeror submit their bid by email or is it required to be hand delivered to Columbia Pacific Northwest Regional Office, 1150 N. Curtis Road, Boise, ID? If so, please submit further instructions.

Answer: Offeror may submit by email, mail, fed ex, in person, however the contractor wants, just have the bid to the CO prior to 1300 Mountain Time on November 6, 2024. If sent by email, send to: Heather M. Cagle at hcagle@usbr.gov.

2. Please verify if all Instructions to Bidders is included in Section L, after page L-8.

Answer: Verified, all instructions to bidders are in the specs.

3. Is it required to x-ray every hole before drilling? Per Note 6 on 1222-D-60023.

Answer: No new holes will be drilled into the existing concrete T-Beams. Only the removal of the old plastic inserts via the individual contractors means and methods. Therefore, no x-ray or ground penetrating radar is needed.

4. Scope Clarification: Could you clarify the extent of cleaning required for each area? For example, how often has the observation deck been cleaned in the past, and what level of cleanliness is expected?

Answer: Must comply with the specifications.

5. Material Handling: Are there any specific protocols for handling and disposing of hazardous materials, especially in areas with hydraulic oil leaks on the cranes?

Answer: Some type of contractor installed containment to catch scrapping from falling to floor below. No issues with the scraping and wiping down as long as nitrile gloves are worn at a minimum and all disposal of the hydraulic oil/dirt to be disposed of in a DOT required drum.

6. Access Challenges: Are there any height restrictions or limitations with using the specified lifts and cranes, particularly in the NE, NW, and SE corners? Are there any other unusual access challenges we should be aware of?

Answer: The scissor lifts on top of the cranes 1 and 4 will access almost all the work with the exceptions of the parapet right above the walkway in the SW portion of the powerhouse. This area requires a small scissor lift which can be boomed onto the exterior ledge (west side of powerhouse) and taken into the observation area through the doors. That same lift would assist with cleaning and plate work in the observation deck areas. The 125-foot boom lift would be needed for each of the corners of the powerhouse as well as the south and north ends as the scissor lifts on the cranes cannot reach those areas. The boom lift can only be used in the very south and very north areas as insufficient room exists to drive it in between the individual generating units. If needed, the contractors could pick the boom lift with the bridge crane and place it down between the generation units where needed.

7. Water Use: Given the use of water and soap solution for cleaning, are there any drainage or environmental considerations we need to be aware of, especially around the bridge cranes and Rahco crane?

Answer: No known considerations.

8. Verification Process: How will the verification of the cleaned areas be conducted? Will there be a joint inspection after the cleaning is completed?

Answer: The contractor and the COR will jointly walk through the individually cleaned areas to determine acceptability and completion.

9. Contingency Plans: Are there contingency plans in place for unexpected issues like equipment failures or discovering additional debris not outlined in the initial assessment?

Answer: Items that are unexpected will fall under the description of differing site condition and would most likely be handled via contract modification.

10. Chemical Approval: What is the process for chemical approval with the COR, and are there any preferred or restricted chemicals?

Answer: Submit the standard products anticipated to be used and the COR will verify with Grand Coulee Power Office environmental protection specialist.

11. Equipment Coordination: Can we get a more detailed layout of the powerplant to better understand equipment placement and movement constraints, especially concerning the bridge cranes and HVAC diffusers?

Answer: The plans and specifications, coupled with the site visit should have provided enough information to understand most constraints. The answers provided to these questions may shed more light onto the constraints. The HVAC Diffusers are located on the ground (5th) floor of the powerhouse and are accessible from the 5th floor via ladder. The exhaust fans located between the T-Beams on the ceiling are all accessible via the scissor lifts mounted on the bridge cranes.

12. Prior Cleaning Records: Can you provide any records or reports from previous cleaning contractors to understand common challenges and best practices?

Answer: Standard janitorial practices. No records exist for the areas being cleaned as last cleaning was performed by the Government many years ago.

13. Elevator and Machine Room Roofs: Regarding Photo 13, there are numerous small ridges that protrude in this photo and Photo 14, are we expected to dust/clean these ridges?

Answer: All horizontal surfaces where foam and dust have collected shall be vacuumed.

14. What type of lifts are on each of the cranes?

Answer: Crane 1 (southernmost) has two hydraulic scissor lifts, one on each trolley. Crane 4 (northernmost) has one scissor lift. These 3 scissor lifts can reach the parapets ledges and all lights/plates. The exception being the very north and south ends and associated corners. Additionally, scissor lifts cannot reach the southwestern parapet above the observation access walkway, a contractor provided battery operated scissor lift will be needed for this area. Note: the railings on the scissor lifts must be removed (crane 1) or folded down (crane 4) to allow the crane to travel beneath the observation deck.

15. Who is responsible for providing an operator for the lifts/cranes and what certifications are required?

Answer: See section 01 54 00 paragraph 1.07 for specific submittal requirements. Government crane operator shall orient contractor provided crane operator on use of the specific bridge cranes.

16. Are the operators on a rail system attached to the lifts/cranes or are they manually driven by the person in the lift?

Answer: The crane operator will remain in the cab of the crane. Once the crane is maneuvered to the correct north/south location and trolley extended or retracted to the correct west/east location and safety rails installed, the scissor lift can then be used. The scissor lift is controlled by the operator of the scissor lift, not the crane operator from the cab.

17. What are the dimensions of the working platforms on the lifts/cranes?

Answer: Bridge Crane 1 has two scissor lifts. They measure 30” wide x 77” long.

Bridge crane 4 has the largest platform at 55” wide and 133” long. This is the preferred platform to use as two workers can occupy at the same time with a 350 lbs working capacity on the north cantilevered portion.)

18. Are there electrical outlets on the lifts and cranes?

Answer: WPP Foreman says that electrical outlets exist on crane #4, #1 crane This bridge crane does have power outlets.

19. Are there any other obstructions that will make it difficult to remove the panels.

Answer: The ceiling HVAC and the unistrut holding the electrical conduit and lights.

20. What type of screws/bolts are currently securing the panels to the anchors? (head type, size, etc.)

Answer: See attached picture of the fasteners currently holding the metal plates to the ceiling. The insert is ¼” and can be removed by drilling and some can be pulled.

21. What type of screws/bolts for the panels/joints are being used to replace those that are lost or damaged?

Answer: We anticipate using the same type. The screws have not failed and can be reused. However, some are missing. For estimating purposes, plan on 500 missing screws. The plastic ¼” diameter x 7/8 – 1” long insert is the point of failure and must be replaced.

22.Are all panel/joint anchors being replaced at the time of inspection/cleaning or just the broken/missing?

Answer: At the time in which the panel is removed, the plastic inserts would be replaced as well as any missing screws. Existing screws can be reused.

23. Is there any design or engineering blueprints available for the panel/joints?

Answer: Yes. See engineering plans dated 1986.

24. General Safety-What mitigation is required for falling debris/tools/panels during overhead work?

Answer: The immediate area beneath the work location (95 feet below) will be coned off with red tape. Occasional contractor presence is needed to ensure safety perimeter is enforced and relocated as work progresses. Signage will be placed to inform others of the danger and who to contact to access the area if needed. Upon the scissor lift, contractor designed/installed catchment system to capture any large debris from free falling to the floor below.

25. It appears that the high bay fixtures and rigid conduit do not need to be temporarily removed for the removal of the expansion joint cover plates and expansion joint cleaning scope of work. The cover plates can be unscrewed from the deck, slide and tipped out around the fixtures, rigid conduit, and supports. Please confirm if this is acceptable.

Answer: The net result is we need the plates removed so all debris can be removed safely from above the plates with photographic documentation if any existing damage to the T-Beams above. If the work is able to be executed that way, contractor means and methods would be acceptable.

26.It appears that the can lights, speakers, and rigid conduit on the observation deck do not need to be temporarily removed for the removal of the expansion joint cover plates and expansion joint cleaning scope of work. The cover plates are custom notched around the fixture, speaker, and rigid conduit supports. The cover plates can be unscrewed from the deck, slide and tipped out around the fixtures, speakers, rigid conduit, and supports. Please confirm if this is acceptable.

Answer: The net result is we need the plates removed so all debris can be removed safely from above the plates with photographic documentation if any existing damage to the T-Beams above. If the work is able to be executed that way, contractor means and methods would be acceptable.

27. Please confirm if new expansion joint cover plates are required or if the existing plates are to be re-used.

Answer: It is the intent of the Government to re-use 100% of the 29-gauge steel covers, these are not known as expansion joint covers. Note that in 8 locations (106 lnft, we have expansion joint covers. These were previously installed using quick nails and would be more harm that good (concrete beam damage) to remove and replace. These 8 locations will remain as is. No work.

28. Currently the plan is to retrofit the existing high bay fixtures with LED and re-use the existing housings and grills. If some of the existing housings and grills are not in re-usable condition, is there extra owner stock of the existing housings and grills? Please advise.

Answer: Assume that all housings and grills are in a reusable condition. The Government does have a few spares in storage which can be used if needed.

29. Please confirm if the high bay vane axial fans are to be temporarily removed for the removal of the expansion joint cover plates and expansion joint cleaning scope of work.

Answer: The plates were installed years after the T-Beams and fans were installed. During the actual process of executing this work, if it becomes apparent that the fans were removed to allow the installation of the plates, the Gov’t will determinate a course of action at that time.

30. Please confirm if the observation deck terminal/fan coil units are to be temporarily removed for the removal of the expansion joint cover plates and expansion joint cleaning scope of work.

Answer: The plates were installed years after the T-Beams and fans were installed. During the actual process of executing this work, if it becomes apparent that the fans were removed to allow the installation of the plates, the Gov’t will determinate a course of action at that time.

However the contractors can achieve this requirement based upon their means and methods, would be acceptable.

32. It appears that the can lights, speakers, and rigid conduit on the observation deck do not need to be temporarily removed for the removal of the expansion joint cover plates and expansion joint cleaning scope of work. The cover plates are custom notched around the fixture, speaker, and rigid conduit supports, the cover plates can be unscrewed from the deck, slide and tipped out around the fixtures, speakers, rigid conduit, and supports. Please confirm if this is acceptable.

Answer: The net result is we need the plates removed so all debris can be removed safely from above the plates with photographic documentation if any existing damage to the T-Beams above. However the contractors can achieve this requirement based upon their means and methods, would be acceptable.

33. Please confirm if new expansion joint cover plates are required or if the existing plates are to be re-used.

Answer: Confirm, reuse the existing covers.

34. Currently the plan is to retrofit the existing high bay fixtures with LED and re-use the existing housings and grills. If some of the existing housings and grills are not in re-usable condition, is there extra owner stock of the existing housings and grills? Please advise.

Answer: Housings and grills should be in a reusable condition.

37. Can the representative provide a detail for using the existing light fixture shades for historical reasons on the new light fixtures?

Answer: Previously answered

38. Regarding the cleaning of the crane rails, how will we access the rails in order to clean? i.e. from the crane, from a lift, or can we harness and walk freely along the rails?

Answer: WPP Inspection report will be available to NDA signers. If you have an NDA email Heather Cagle at hcagle@usbr.gov. If you do NOT have an NDA, fill out one in attachment J, and email it to Heather Cagle at hcagle@usbr.gov and the report will be provided to you.

39. Are there any other methods of cleaning besides wiping / vacuuming, soap and soap and water?

For example, pressure washing concrete surfaces.

Answer: No pressure washing.

40. Does the deteriorating expansion Joint get replaced?

Answer: No. This occurs in 8 locations. No work on the flexible duct seal as the installation used quick nails and would cause more damage to remove than the benefit.

41. Are contractors to re-caulk the roof drains?

Answer: No re-caulking of roof drains.

42. Are the air handlers at the upper crossway section to be removed to allow for replacement of the cover plates?

Answer: The air handlers in the observation deck were existing prior to the addition of the steel plates. Those were installed with the units in place; therefore, it is assumed they can be removed, cleaned, inspected, and replaced with the air handler in place. If it is determined that it is not possible, we will identify this as a possible change at a later date.

43. How are the 18 Vaneaxial fans attached? Will they need to be removed and reinstalled to remove & replace sheet metal covers?

Answer; The air handlers (vents) in the ceiling, penetrate through the T-Beams. No 29-gauge steel plate exists directly above, only up to the vent and is easily accessible from the scissor lifts upon the bridge cranes.

44. Please provide photos of how the main air handlers attach.

Answer: Photos not available, refer to the specifications. These units will not be removed. Plates merely abut up to the vent.

45. How much do the main air handlers weigh?

Answer: Weight is not a concern. These will not be removed.

46. Can contractors provide an Engineered Platform with a containment system to allow more trades and reduce chances of spillage when the sheet metal comes down?

Answer: The need does exist for some type of a contractor fabricated system to contain the spillage. This will be left to the individual contractor for their means and methods.

47. On page 1222-D-60023 It shows a lot of details for replacing the existing supports for the lights and the speakers. Are we to relocate all the ceiling electrical to allow enough room to remove and replace the sheet metal covers without removing portion(s) of the electrical and or piping as part of the base bid? Do we replace the electrical hangers only at all the luminaires in the base bid? Do we replace only as needed at the other hanger locations? Are we required to replace all supports?

Answer: The supports are all new and if needed, can be removed to allow the removal, cleaning, inspection, and replacement of the steel covers. No supports are being replaced. Based upon the length of the steel covers, some supports may be able to remain in place while the covers are worked on.

48. Has the dust and debris been test for asbestos, lead, RCRA – 8 Metals?

Answer: USBR environmental has performed testing for asbestos, and it is clear. Heavy metals have not previously been an issue in WPP, but as a precaution, our environmental group is currently conducting another test to be 100% sure. We expect results in about two weeks.

49. Does the floor of the powerhouse need to be cleaned as well?

Answer: A standard janitorial dry dust mopping of the terrazzo floor is required and would be the last feature of work.

50. Please provide pictures of the crane controls, electrical, electronics and any outlets that are on the crane, cab or on the platform area.

Answer: This was answered previously, there are outlets on the cranes.

51. What’s the safety protocol(s) for when a boom lift is in the building and being used when the cranes are in operation?

Answer: The boom lift when being used, is easily visible by the crane operator and vice versa. We have previously had both in operation simultaneously and all hazardous are discussed daily in the safety briefing before work commences. Situational awareness. Also, when the scissor lift is engaged upon the bridge crane, the crane is automatically locked out and cannot move until the scissor lift is retracted.

52. Will crane wheel stops be needed for safety reasons during this project? Will the crane owner/facility supply them, or will the GC need to provide their own?

Answer: Wheel stops are only installed at the very north and very south ends of the crane rails. Once the crane is in position, it will not move until the work occurring above is completed.

53. What are the safety protocols for working from crane scaffolding? Will harnesses be required?

Answer: Crane 4 has foldable railings installed that can be stood up while accessing the platform. With the railings up, gate closed, no harness is required. Crane 1 has two scissor lifts. Those railing must be physically installed. Those require being tied off to install the railings.

54. On one of the cranes there are 2 platforms to work from. Do they both have scissor lifts, and can we operate them both simultaneously?

Answer: Crane 1 has two scissor lifts which can be used simultaneously.

55. Can the Owner provide a detail or details on how to use the existing fixture shades on the new light fixtures for historical reasons? The fixture that is specified is discontinued and even if we get one similar, we need to know the intent they want to make the existing shade work with the new fixture.

Answer: Must be installed per the specifications. For a historical aspect, a close match to the existing is what is needed.

56. Specification 26 51 10 Interior Lighting 1.01.B.1.a.1 states: Reuse existing luminaire reflectors and grills to meet historical aesthetic appearance requirement, as approved by Reclamation

Historian. The base does not require us to re-use reflectors & shields, correct? Please clarify;

paragraph 3 states 46 luminaire assemblies. Please clarify what is included in the assembly?

Answer: From my review of the specification, if the base bid is selected with new fixtures, the intent is to utilize the existing reflector if new ones are not provided with the complete fixture. If the option is selected, this would be new driver/LED utilizing both the existing prism glass shroud/reflector and grill.

57. Spec 26 51 10 2.02 LED High Bay Luminaire, Paragraph A.11 states; Reflector and grill: The new luminaire may utilize the existing reflectors and grills to retain the historical aesthetic appearance of the existing high bay fixtures as shown in Figure 26 51 10-1 and as approved by Reclamation Historian. How do we reuse the reflectors & grilles to use with the specified fixture does not exist?

Answer: Per the specificaions, using the existing prism glass shroud and grill is to have the new driver/LED fabricated to accept the existing shroud/grill in lieu of the new ones.

58. What are the protocols and how long does it take to deenergize and energize the power railing for the cranes?

Answer: The prime contractor will be required to have two individuals who will be on the project daily, sit through a free Hazardous Energy Control Program (HECP) training at 0700 -1100 on the first Wednesday of the month and pass the test with an 80% passing score. Once passed, they will sit down with the COR to discuss the HECP program and once satisfied with their understand of the procedures, will be placed on the Employee Authorization List (EAL) which allows them to lock onto a clearance. In the case of the east crane rail (buss), it must be de-energized. Once deenergized, one of the contractors two HECP trained, EAL listed individual, will lock onto the clearance with their own personally identifiable lock. They will take their key back to their job trailer and lock that key into a box which will then have the individual workers (who would be performing the tasks associated with the cleaning of that rail), to lock onto that box to prevent the use of that key, thus providing their safety. This is a standard OSHA requirement. The buss bar de-energization takes minutes, the clearance will take up to 2 hours.

59. Can the 3 cranes be moved all to one side of the building at the same time? Stacked next to each other?

Answer: Cranes 1 and 2 are designed to be used in tandem for heavy picks and can operate as one. Crane 4 (north end) is separate. Crane 3 was removed years ago. Crane 4 can be placed adjacent crane 2 but is operated separately. One operator in crane 4, one operator on cranes 1 + 2 when hooked in tandem. Otherwise, one crane operator for each.

60. It was stated at the site walk that the Bureau would be making changes to the scope of work for the plate covers, replacing all screws and plugs. Will this be applied?

Answer: All plastic insert anchors will need to be replaced. The screws can be reused.

61. There is a catwalk I believe on the west side of the building that runs the entire length of the building for crane access. Can you please measure the width of the catwalk?

Answer: This is 3-1/2’ wide.

62. Will the contractor need to provide its own sanitary facilities?

Answer: Yes. The existing sewage treatment plant in the WPP is at or above capacity.

63. Is each row of high-bay lights on its own circuit? If not, how many rows of lights are on a circuit?

Answer: Two rows on one circuit.

64. Will Procore be allowed as management software rather than Primavera?

Answer: CDMS must be submitted in accordance with the specifications.

65. Pricing: CLIN 6 identifies under 05 55 00 (Metal Fabrications) 1.01 B Misc Metalwork (anchors) A. Payment: Unit price offered in the Price Schedule A Includes: Removal and reinstallation of a failed anchor anywhere along the 8 expansion joint locations.

B. B. Include inspecting the expansion joint covers to identify failed anchors to be replaced.

C. Are we to replace the 50-min anchors in the 8 expansion joints?

D. Are the expansion joint cover anchors included in the replacement of the min-50-unit pricing?

Answer: Replace all plastic insert anchors (+/-15,500 total) with new. Screws may be reused. This relates to the 29-gauge steel plates. The 8 expansion joints (flexible duct seal) will remain untouched by this contract.

66. Is there an eagle eye view (downward) of the entire building showing the turbine locations and any measurements?

Answer: The 5th floor (main floor with the terrazzo and the blue generator covers is 1092 feet long, it is 121 feet wide at the base and narrows to 106 feet wide at the ceiling. The structure is actually 9 buildings with 8 expansions joints. The south end and the first structure is an open bay, the next six are where generating units 19 – 24 reside. The blue covers seen during the walk through are 80 feet in diameter. Given the additional equipment, elevators, HVAC diffusers, exits and electrical gear, the width remaining becomes constricted and will not allow any wider equipment to pass. The last two structures on the north end are also open bays.

67. Can we be provided with details of the expansion joints which may need anchor replacement?

Answer: The expansion joints exist in 8 locations and require no work in this contract. The 29-gauge steel plates are simply covers of the joints between the T-Beams.

68. Can you be more specific about the other project which may impact this project Sec 01 12

10.1.02 Other Work (Cavitation Repair)? What does in the vicinity mean? When it states work by Reclamation and other contractors, how many other contractors will be working inside our area of work during our performance period? It also states not to interfere with the work of other contractors or the Government in the vicinity of the work. What is their vicinity of work?

Answer: The clause speaks for itself.

69. 01 12 10 Other Contracts 1.01 A. Cost. Include cost of coordinating with other Contractors in the prices offered in the Price Schedule for other items of work.

Will there be a line item included withing the pricing schedule to capture this item of work?

Answer: The clause speaks for itself.

70. Will a sample submittal be required for the luminaire portion of the project?

Answer: For the bid no, for the contract, reference the submittal table at 01 33 00.

71. Price Schedule CLIN 6 indicates minimum (50) anchors, per each unit price is to be provided.

Specifications 05 50 00 3.02 C. 2. states total approximate number of anchors to be replaced is expected to be 15,700+ anchors. Are we to provide per each cost multiplied by fifty on the Price Schedule for purposes of bid reviews? How will this CLIN be awarded? Please confirm all new fasteners are to be used.

Answer: Unit cost with 15,476 total anchors.

72. Specifications 01 32 10 call for P6 scheduling. As this is a relatively simple project with short, (6-month) performance period, can MS Project Gant Chart schedule be used in lieu of P6?

Answer: P6 schedule must comply with the specification.

73. Specifications 01 33 00 1.04 6. Requires final as-built drawings to be provided in AutoCAD and signed & sealed by Registered Professional. Drawings provided for bidding purposes are primarily scanned copies of blueprints dating back in the 60’s and early 70’s. Please clarify and define the required expectation of deliverables. Will AutoCAD files be provided to start from, or is it the intent for the contractor to redraft the existing sheets? The requirement for PE to stamp the drawings is also problematic as they were not the original Engineer/s of Record.

Answer: Drawings must be submitted to comply with the specification.

74. Crane access to lift equipment to the observation deck; How wide is the road leading to the powerplant? How wide is the gate at the plant entrance?

Answer: A truck gate exists which will allow very wide loads. The tailrace deck below the observation deck “Eagles Nest” is wide enough for a mobile crane and for traffic to drive around.

75. Are exit lights to be replaced? I did not see these in the specifications, however, they are shown on the electric plans. Please clarify.

Answer: Exit lights are not being replace.

76.Are lighting switches/controls to be replaced, or is existing switching to remain? I did not see anything in the specs or the drawings that spoke to lighting switching/control.

Answer: Electrical work is limited to the removal and replacement of the high bay lights from metal halide to LED, no lighting switching /control work. Anything needed upstream of the LED’s will be completed by the Government.

77. Fixtures are specified to be by Everlast Lighting or approved equal. Is there a list of approved alternative suppliers. If not, what is the process to obtain approval for an alternate supplier?

Answer: We do not have a list of approved equals. The submittal requirement is for a specific light or equal. If you propose to supply a fixture made by a different manufacturer, ascertain that the features of that fixture are equal to or better than the one specified, and submit per 01 33 00.

78. Can you clarify what the interior luminaire components are under schedule 1? This relates to reusing the interior components of the luminaires on new fixtures.

Answer: This would be upon the contractor to supply the new drivers and LED and modify the existing prism glass shroud to be reused to help maintain the historical look.

79. Will a sample submittal be required for the luminaire portion of the project.

Answer: RSN 26 51 10-1 should include one working sample to be Gov’t approved prior to ordering the remaining 227 and 46 extras.

80. Can contractors provide new sheet metal and dispose of the existing?

Answer: This was discussed early in design and the consensus of the USBR team was to reuse the existing 29-gauge steel plates. New covers are not being entertained.
