About this file
This document contains questions and responses related to solicitation number 140R1021B0004 from the Department of the Interior Bureau of Reclamation for crane control modifications at the Grand Coulee Third Power Plant. Key details include questions about material testing requirements, distinguishing between standard and time delay brakes on hoist holding brakes, cable sizing and voltage drop calculations, incorrect email addresses for the Tribal Employment Rights Office, confirmation that bids must be submitted in hard copy per the solicitation, options for direct coupling a drum to the gearbox, use of Buy American clauses and availability of domestic components in the basis of design, and provisions for the contractor to use installed cranes with the stipulation they be made available to the government if needed for emergency work.

# Questions Responses
1. DIVISION 05 – METALS, Section 05 50 02 Pages 2 & 3/Paragraph 1.05 TEST OF MATERIALS ‐ This paragraph is not clear concerning material testing. It states all materials, supplies, parts and assemblies shall be tested. We can provide standard Mill Certs for the steel. Is this acceptable, if not please clarify what testing needs to be provided exactly which materials need to be tested and what type of test is required.
Mill certs for raw materials are acceptable along with any hardening processes required for each material.
1. DIVISION 26 – ELECTRICAL, Section 26 01 01 Pages 29 & 30/Paragraph 2.14 A Hoist Holding Brakes – Per Magnetek who manufactures the Mondel 10” MBT brake: The first question is about distinguishing the difference between the time delay brake and standard brake. Our data plates will have an “S” after the actuator description on the data plate to signify that the actuator has a time delay. That is the only thing we can do to label the special brake.
Will this satisfy the requirement from section A‐1? The second part of this question is about the time delay not being field adjustable. Our time delays are adjustable. The access to the adjustment screw is behind a set screw in the side of the actuator. We Loctite the set screw in place, but if the set screw is removed, the time delay can be adjusted. Will Loctiting the screw in place be sufficient to fulfill this requirement?
1. Adding an "S" to the actuator description on the data plate is acceptable, but the brake shall also be clearly marked with the time delay as specified (ideally on the data plate). In addition, the brake shall have a physical feature that prevents it from being installed in the place of the standard brake as specified (such as an offset mounting bolt). This will ensure that future replacement parts will be set the same way.
2. If a field adjustable brake is provided as described, Red Loctite of the set screw is an acceptable solution. The Loctite should be reflected in the product data submittal.
The cable reel spec requires the cable to connect with a 200 Amp Meltrix connector, but also requires that the cable reel is to be rated for 400 Amp, 600V duty.
3.a.
We interpret this to mean that the Cable be sized for 200A, and the cable reel (Slip rings, etc.) be rated for 400A...Is this correct? This is correct. A 400amp cable reel with 200 amp cable. The contractor is responsible for determining if the cable is correct for the voltage drop of the loads selected in their design.
The email and link listed in L22 for TERO does not work. Please provide correct email address. Delivery has failed to these recipients or groups:

5 Can the final proposal documents be submitted via email vs. a hard copy? No. Bids will only be accepted in accordance with Block 13 of SF 1442
Can we remove the bull gear from the drum and go with only a single gearbox directly coupled to the drum? (if that’s an option.) A drum directly coupled to the gearbox is an acceptable design pending approval of a request for variance (see Section 01 60 00) and demonstration of suitable materials and components as part of the RSN associated with this assembly.
In this solicitation, the Government specifies FAR 52.225‐9 Buy American – Construction Materials and 52.225‐10 Notice of Buy American Requirement – Construction Materials. The US manufacturers of the critical lifting equipment control systems do not manufacture and assemble their systems in the US.
It then becomes impossible to meet the above BA FAR clauses for those systems. The use of FAR 52.225‐9 for this solicitation seems incompatible with the recent Hungry Horse crane project where similar lifting equipment had to be supplied to USBR and the FAR 52.225‐11 Buy American – Construction Materials Under Trade Agreements was used. Furthermore, according to section 14 63 02‐28 of the specifications, the basis for design are the Sumitomo gear motors, which are not made in the US, do not comply with FAR 52.225‐9 and cannot be used.
7.a.
In order to be able to use the most appropriate lifting control systems, we ask to change the FAR clause from 52.225‐9 to FAR 52.225‐11. In accordance with FAR 25.1102(a), 52.225‐9 is the correct clause for this solicitation. In accordance with FAR 25.1102(b)(1), 52.225‐10 is the appropriate provision for this solicitation. The components listed in the basis of design are available domestically and have been used on similar projects in recent years.
Will we be able to use one of the two 100T cranes required on site, provided we make it available government if it is needed? Yes ,it makes total sense for the contractor to use one or both of the 100T cranes that they rent and place on site. The only stipulation is that should the government need them, then the contractor would stop what is going on and turn the rented cranes over to BOR, to address the emergency placement of the stoplogs.
9 Per section 01 52 10 Field Office, are we providing the government an office trailer? the trailer referenced in 01 52 10 is for the contractor's use.
