About this file
This document contains questions and answers regarding solicitation number 140R1021B0002 for the Hungry Horse Domestic Water Well Plan project located in Flathead County, Montana. The solicitation is being conducted by the Department of the Interior Bureau of Reclamation. The questions and answers provide clarification that drill rigs exceeding 32,000 pounds will be required for the work, but must be coordinated with the Bureau of Reclamation to perform modifications to the bridge in advance. Structural analysis has confirmed that bridge load capacity is adequate for rigs up to 70,480 pounds and 72,000 pounds. Interested offerors are directed to review COVID-19 protocols for the sealed bid opening to be held on April 20, 2021 at 1:00 PM Mountain Time at the specified Bureau of Reclamation office in Boise, Idaho, or alternatively via conference call.

Questions & Answers: 140R1021B0002-0001 (4-05-2021) HHFO, Domestic Water Well

Question #1: I have a question about the Supplies and services for Hungry Horse Project. Section 01 1100…Summary of work Part 1 General 1.02 B...looks like nothing can cross the bridge in excess of 32,000 lbs...our drill rig is 65,000 lbs. Let me know what you think.
Government Response:
Drill rigs in excess of 32,000 lbs. are expected for this work, but loading on the bridge is a concern thus the need for coordination. Specifically, the coordination for BOR to perform modifications to the bridge in advance of loads more than 32,000 lbs. is necessary. Structural analysis of the bridge was performed for the two trucks shown below.
With the longitudinal restraint as listed in the structural report previously completed by the Engineer, the analysis shows that the bridge is adequate for each of the trucks shown in the attached sketches with modifications completed by BOR. One rig has a total weight of 70,480 LB and the other 72,000 LB. The analysis performed on these trucks would be considered the maximum load acceptable. A drill rig with larger individual axle weights or smaller axle spacing requires further analysis.
From the loads and axle lengths shown above, the contractor can determine whether their truck loading and axle spacing falls within (is less than or equal) these load constraints.
Question #2: When/where is the official bid opening?
Government Response:
Sealed offers will be opened on Tuesday, 20 April 2021 at 1300 MST (1:00 PM) at the Columbia-Pacific Northwest Regional Office (CPN) located at 1150 N. Curtis Road, Boise Idaho 83706 in the Hungry Horse Conference Rm 225 (2nd Floor). However; interested parties are strongly encouraged to review Clause Section
