About this file

This is a Questions and Answers document for the National Park Service (NPS) Hazard Tree Removal solicitation (140PS126Q0012). The document addresses contractor inquiries regarding project scope, permits, site visits, pricing, and historical contract information.

Key details from the Q&A include: the project involves removal of 16 trees and stumps as a commercial service with no price cap imposed; contractors are responsible for determining their own pricing. Regarding permits, the SOW addresses permit requirements, and while contractors may need to obtain necessary permits for tree removal, respondents should review the SOW for specific details. The NPS declined requests for a formal site walkthrough, stating that provided maps and photos offer adequate information for bidding purposes; however, contractors may conduct independent site visits on public lands at their discretion. There is no incumbent contractor on this recompete—this represents a new procurement—though the NPS has executed numerous tree removal contracts historically in the area. The Contracting Officer recommends searching SAM.gov's Contract Awards database using NAICS Code 561730 and filtering by the Washington, D.C. area and place of performance to review past similar procurements for reference.

To ensure we fully understand the site conditions and provide an accurate and competitive bid, we would like to request a walkthrough of the project areas. Please let us know if a site visit can be arranged. We would be glad to coordinate based on your availabilityThe program office will not reconsider its position on a site visit. Their opinion is that the maps and photos they provided should allow adequate information and since the sites in question are public land. contractors can visit whenever they choose
