Questions and Answers listed below:

Question Answer

The solicitation table of contents lists items that were not provided. Will the Government provide the specifications for the sample wood piers?

There are no wood piers, contract drawings specify helical piles.

Will the Government accept a single person as the SSHO, QCM, and Superintendent?

As stated on Page 49 of the Statement of Work (SOW), the Superintendent may be the same person as the Safety Officer. However, a single person serving all three roles may be less favorably rated.

Will the Government provide a copy of the NEPA permit for this project?

No permitting is required.

Will the Government clarify which permits the contractor is responsible?

No permitting is required.

The bid is currently due on Sunday, 18 August. This shortens the available time to develop a bid package. Will the Government extend the bid due date?

At the time of this Amendment, the proposal due date is not extended. We may consider an extension pending the Q&A submissions.

The Period of Performance is listed as 180 calendar days of NTP and 1OCT20024-1MAY2025 or 213 calendar days. Will the Government clarify the contract duration?

NTP for the construction portion of the project is anticipated to be issued no sooner than 01 November 2024 due to the turtle nesting season, with a 180 day period of performance following and substantial completion is anticipated for 01 May 2025.

The NPS is able to issue a Limited Notice to Proceed following the award if the Contractor requests it for the demolition portion only.

The provided duration does not account for permitting, design, or procurement of long lead items. Will the Government clarify how address these items in bid package?

It is anticipated the award will be on or before 30 September 2024. Anticipated NTP 01 Nov 2024.

Submittals will be accomplished from Award to NTP. As stated above, no permitting and no formal design is required. A shop drawing is required showing the boardwalk alignment with elevations and grades shown. Limits of construction and disturbance will be 5 feet both ways from the center of the boardwalk for a total of 10 feet wide.

Will the Government clarify if the demolition of the equestrian boardwalks should be included in the option pricing or the demolition line of the pricing document?

The pricing for the demolition of the equestrian boardwalks should be included in the appropriate Option Line Items (CLIN 110 & 120) for the Playalinda District Equestrian Boardwalk and the Apollo District Equestrian Boardwalk.

Will the Government consider scheduling a second Due to the recent storm during the initial site visit, CANA – Boardwalk Replacement site visit? an additional site visit is scheduled for Monday, August 12th, 2024, at 9 AM EST. Pre-registration is required. RSVP via email to Nicholas_sommers@nps.gov by August 9th at 2:00 PM EST. The meeting location is the Apollo Beach Visitor Center located at 7611 South Atlantic Avenue, New Smyrna Beach, FL 32169.

Contractors may re-visit the project sites at their own discretion after the scheduled site visit.

Will the Government allow minimal trimming of vegetation to allow for construction process?

The Government will allow minimal trimming of vegetation, specifically maintaining a 5-foot clearance from the center line of the existing 6-foot-wide boardwalk, resulting in approximately 2 feet of clearance on each side of the boardwalk.

Will the Government clarify if the four-page limit for Subfactor 3B – Safety includes the OSHA 300A logs, and the resume for the Site Safety Manager?

The Government clarifies that the four-page limit will be sufficient for Subfactor 3B.

The Volume II instructions state to complete and submit the attached “General References” form, but the form is not attached. Will the Government provide the form?

Attachment 7 – “General References” form is provided with Amendment 0001.

The “Report on Subcontracting” refers to Attachment 4 – “Limitation on Subcontracting Report” which was included with the original solicitation.

Will the Government allow construction vehicles and equipment (example: geotechnical bore rig) on each project site? We understand this effort would need to work around the wildlife concerns.

Skid steers, mini excavators, trailers, etc. are acceptable. Any vehicle with a span of 10 feet or wider is not acceptable for use.

We were told during the site visit that geotechnical testing is not required because the Government is providing geotechnical test data from a nearby project. Will the Government confirm this statement?

The geotechnical test data is derived from the typical southeastern coastal beach front geology.

Helical piles will be 10’ deep as stated with exception to the ocean front where the toe of the dune intersects the beach will be 20’ in depth.

Will the Government clarify the location and distance of the geotechnical test site to all the proposed boardwalk sites?

As stated above, the geotechnical test data is derived from the typical southeastern coastal beach front geology.

Will the Government confirm the design depth for all foundations is 10ft (parking side) and 20ft (ocean side) below grade?

Differing Site Conditions (Apr 1984)

(a) The Contractor shall promptly, and before the conditions are disturbed, give a written notice to the Contracting Officer of-

(1) Subsurface or latent physical conditions at the site which differ materially from those indicated in this contract; or

(2) Unknown physical conditions at the site, of an unusual nature, which differ materially from those ordinarily encountered and generally recognized as inhering in work of the character provided for in the contract.

(b) The Contracting Officer shall investigate the site conditions promptly after receiving the notice. If the conditions do materially so differ and cause an increase or decrease in the Contractor’s cost of, or the time required for, performing any part of the work under this contract, whether or not changed as a result of the conditions, an equitable adjustment shall be made under this clause and the contract modified in writing accordingly.

(c) No request by the Contractor for an equitable adjustment to the contract under this clause shall be allowed, unless the Contractor has given the written notice required; provided, that the time prescribed in paragraph (a) of this clause for giving written notice may be extended by the Contracting Officer.

(d) No request by the Contractor for an equitable adjustment to the contract for differing site conditions shall be allowed if made after final payment under this contract.

Contractor is to use the provided standard design, so any drawings provided by the Contractor or Designer of Record are not required to be signed and stamped. Will the Government confirm this statement?

The provided drawings for the design of this project are stamped as of 19 June 2023.

As stated above, the Government is not providing geotechnical data, however, the geotechnical data from the typical southeastern coastline shall be assumed.

The driving factor in the current Period of Performance (POP) appears to be a desire to impacts to the turtle nesting sites. Will the Government consider extending the POP and stopping construction during turtle nesting season to allow for adequate design and construction?

The dates provided for the anticipated Notice to Proceed, already addresses the Turtle Nesting Season.

The Government would consider extending the Period of Performance should storms delay work construction may be delayed.
