0003: There will be an amendment to extend the due date from 11-NOV-2024 ¿ 13-NOV-2024.
Amendment 3, Price Sheet: Substantial design changes were made to the Price sheet. Changed to describe the seed collection tasks 2 & 5 as firm-fixed priced, not-to-exceed amounts. Companies will input the number of proposed hours (i.e., number of harvesting days, times an 8-hour day, times the team size/# of people. The pre-work (pre-seed collection) task 1, Field Season, Kick-off (i.e., scouting, kick off meeting and notice to proceed) will be a firm-fixed price. Streamlined the price sheet by moving Years 2-5 to Year 1 worksheet. The escalation rate will self-calculate based on the difference between each year¿s estimated total price. Added a notice to proceed (NTP) to the textual information. Added a table for the quoted labor rates and a separate table for the [individual] task order amount.
(Correction: The material line item was changed to ¿Other Direct Cost.¿ It was not deleted.)
Amendment 3, Task Order Performance Work Statement: Clarifications. Added that a notice to proceed (NTP) is required to start the ¿Seed collection and delivery¿ tasks. Also, to add that permits are required to collect seed on other public lands/agency¿s land (i.e., BLM, USFS, etc.). Other minor information was updated. See the ¿ | ¿ (vertical lines) in the right column for areas where information has changed.
Amendment 3, ID/IQ, Sol 140PS124Q0007, Ordering: To include Labor Hours, as an allowable task order type. Updated the Wage Determination to its current version. Added the 52.212-4, Alternate 1. Updated the DOI AAAP 0028 clause to include date of services on invoices, and remaining amount to be invoiced.
Updated the attachments list to include the current Amendment 3 versions of documents. See the ¿ | ¿ (vertical lines) in the right column for areas where information has changed.
Industry Day-- Price Sheet was demonstrated and reviewed questions 2, 8 and 10 from the questions and answers (amendment 2).
Question 10 response has been revised to state¿ The escalation rate will self-calculate based on the total price change from year to year. As an example: If the total price in the previous year was $10.25. Then the next year it was $10.50. This is an increase of $0.25. (.25/10.25=0.02 or 2%) THIS IS AN EXAMPLE AND DOES NOT IMPLY THAT AN
ESCALATION OF 2% IS REASONABLE OR UNREASONABLE.
14. Question: Does a contractor have to bid on every one of the years in the solicitation?
Response: Yes, the contractor must price every year. The contractor is also expected to submit a proposal on all task order requests within the ID/IQ stated capacity. (See 52.216-19 Order Limitations). The ID/IQ is for five years. The task orders will have a different period of performance, which are typically 1 year/season. The only guaranteed work is the minimum guarantee amount in the ID/IQ. The expectation is that the Government will satisfy the minimum guarantee with the first task order (BLC_SAND). Additional work is anticipated (but is not guaranteed).
Excerpt from, ¿52.216-19 ORDER LIMITATIONS (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $2,500.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor --
(1) Any order for a single item in excess of $200,000.00.
(2) Any order for a combination of items in excess of $450,000.00; or
(3) A series of orders from the same ordering office within 30 days that together call for quantities exceeding the limitation in subparagraph (b)(1) or (2) of this section¿.¿
Clarification: The total evaluated price is an estimate of the potential total cost of the ID/IQ. It is not the total price of the task order, if awarded. The price of the task order will be the agreed to price from the price sheet, Year 1 only. Additional order, if needed, during the year 1 period will use the same agreed to rates.
15. Question: Weren¿t we thinking about changing the price schedule to monthly.
Response: There will be some changes to the price sheet. Task 2 and 5, Seed Collection allows for monthly invoicing. See changes to the Price Sheet.
Scenario:
So if it's a drought really hot year and scouting proves like there is nothing out here to collect, there will be no notice to proceed with collection.
Response: Correct.
16. Question: It sounds as though scouting would be included in the harvesting phase or is scouting included in the pre work phase?
Response: The way the amendment is modeled now, it would be the pre work phase. (Task 1) And then there's the seed collection (Tasks 2 & 5). And then there's delivery. Collection and delivery are contingent on a notice to proceed.
17. Question: We had a dry year and just couldn't collect as much and didn't use up all the funds for that year. Do those funds roll over into the next year? Or is it just done.
Response: It is just done. Unless the task order Contracting Officer modifies the order, they do not roll over into the next year. However, check with the task order Contracting Officer, a supplemental agreement under certain situation may be prudent and warranted. Generally, changes to a firm fixed price type contract are limited.
