Q1. Please confirm whether NPS will have each affected underground storage tank emptied/de-fueled and placed in the condition required for safe manway removal before the contractor begins work, including any required vapor control or gas-free preparation. If the contractor is expected to include product transfer/removal, temporary storage, vapor/gas-freeing, or related fuel-handling work in the firm-fixed price, please confirm that responsibility and, if available, provide the approximate product type and current volume in each affected tank.
A1. Tanks will not need to be emptied.
Q2. The estimated start date begins 9/18/2026, but RFW closes 9/21/2026. Please clarify start date.
A2. The estimated start date is not revised to be 9/23/2026.
Q3. The SOW requires the contractor to be a “Certified UST Inspector/installer licensed in the State of Alaska.” Please clarify whether the contractor must provide personnel holding both current Alaska Inspector and Installer certifications, or whether a current Installer credential satisfies the corrective-repair requirement.
A3. Yes, the contractor must be Certified UST Inspector/installer licensed in the State of Alaska
Q4. Please clarify responsibility for lowering/removing fuel product, transferring product between tanks, purging/gas-freeing the tanks, and otherwise placing the USTs in a safe condition for manway removal. The SOW states Government-Furnished Items are N/A but does not clearly allocate these activities.
A4. Tanks will not need to be emptied or lowered.
Q5. Please also identify whether a prescribed pressure, line-tightness, tank-tightness, hydrostatic, or other post-reassembly test is required beyond verifying that disturbed connections are secure and leak-free. The SOW requires documentation of “any testing performed” but does not specify a testing standard.

Please confirm whether NPS has a required material, construction type, manufacturer, pipe schedule, end configuration, gasket specification, or other product requirement for the new 4-inch drop tubes, or whether the contractor may field-verify dimensions and provide compatible components meeting the SOW.

Q7. Are no bid bond, payment bond or performance bond required? Also, is Wage Determination 2015-5685 Revision 31 applicable.
A7. Being a commercial service, not construction, no bid/performance/payment bonds are required. DOL WD 2015-5685 Rev 31 applies. See revised indication for FAR 52.222-41 in Solicitation Content.
Q8. On the last inspection, they were going to take piping apart and measure drop tubes, are their pictures?
A8. Drop tubes were measured from top down and were not taken apart.
Q9. Is the bottom flange to the tank manway welded to the manway?
A9. Not Sure.
Q10. Why is there excavating involved? The manways come apart from inside the sump.
A10. The manways are partly buried
Q11. If you're going to excavate and remove the piping and cut the sump apart to remove the manway. Do the sumps need to be hydrotested?
A11. The manways are fiber glassed to the tanks. There shouldn't be any cut of the sump.
Q12. Are you wanting a straight drop tube or an automatic shut off valve drop tube?
A12. Straight drop tube.
