The contractor shall provide a 12-month warranty from Government acceptance covering labor, materials, and workmanship. Site access is limited to Monday through Friday, 07:00 to 17:30, with a designated Park employee providing access and remaining onsite during work. The contractor is responsible for obtaining all required permits, providing necessary equipment and site support, maintaining daily security of tools and equipment, and performing final cleanup of all worksite and staging areas.

GLACIER BAY NATIONAL PARK & PRESERVE
UST SYSTEM REPAIRS AND CORRECTIVE ACTIONS
GUSTAVUS, ALASKA
September 10, 2026
Introduction: This project consists of completing corrective repairs to the underground storage tank (UST) systems at the Bartlett Cove Fuel Farm following deficiencies identified during a previous inspection. The inspection determined that the existing drop tubes in six (6) USTs do not terminate within the required six (6) inches of the tank bottom. No additional inspection or troubleshooting is required under this contract. Work shall consist of replacing the noncompliant drop tubes, including minor excavation and removal and reinstallation of tank manways and associated piping necessary to complete the repairs. All work shall be completed in accordance with 18 AAC 78 and all applicable regulatory requirements.
Description of site
The UST farm at Bartlett Cove consist of 6 underground fuel storage tanks and 2 “knockout tanks”, with a total nominal capacity of 121,000 gallons of gasoline and diesel fuel for park and concession operations. The ADEC number for this facility is #218.
Objectives
The Contractor shall furnish all labor, materials, tools, and equipment necessary to:
• Remove the existing noncompliant drop tubes from six (6) underground storage tanks.
• Furnish and install new 4-inch drop tubes terminating no more than six (6) inches from the bottom of each tank.
• Perform minor excavation and temporarily remove tank manways and associated fill, vent, and fuel piping as necessary to complete the repairs.
• Reinstall all manways and piping and restore disturbed areas following completion of the work.
• Return each affected UST system to normal operating condition following completion of the repairs.
• Complete and submit all required ADEC repair documentation and provide copies to the
Government.
All work shall be completed in accordance with this Statement of Work, the Contract
Documents, manufacturer requirements, and all applicable codes and regulatory requirements.
The Contractor shall, without additional expense to the Government, be responsible for obtaining all licenses and permits required for performance of the work and for complying with applicable federal, state, and local laws and regulations.
The Contractor shall take appropriate safety and environmental precautions to protect workers, the public, Government property, and the existing UST systems throughout performance of the work. Existing components removed or disturbed to facilitate the repairs shall be protected from damage and reinstalled in serviceable condition. The Contractor shall provide adequate professional supervision and quality control to ensure the repairs are properly completed and the affected UST systems are returned to normal operating condition.
The Government has completed the inspection and identification of the drop-tube deficiencies addressed by this contract. No additional inspection, troubleshooting, or determination of required corrective action is included in the scope of work. The Contractor remains responsible for verifying field dimensions and existing conditions necessary to perform the specified repairs.
Description of tasks: The work to be completed under this contract consists of corrective repairs to the six (6) underground storage tanks at the Bartlett Cove Fuel Farm. Previous inspection determined that the existing drop tubes do not terminate within the required six (6) inches of the tank bottom. The Contractor shall furnish all labor, materials, equipment, and incidental items necessary to complete the following work:
1. Drop Tube Corrective Repairs
For each of the six (6) underground storage tanks, the Contractor shall:
• Remove sections of the existing 4-inch fill piping, 2-inch vent piping, and 2-inch fuel piping as necessary to access the tank manway.
• Perform minor excavation as necessary to expose and provide access to the tank manway.
• Remove the tank manway and existing noncompliant drop tube.
• Furnish and install a new 4-inch drop tube terminating no more than six (6) inches from the bottom of the tank.
• Reinstall the tank manway and reconnect all fill, vent, and fuel piping removed or disturbed during the work.
• Backfill and restore areas disturbed by the work to their pre-work condition.
• Verify that disturbed connections are secure and leak-free and return the UST system to normal operating condition.
2. Regulatory Documentation and Closeout
Upon completion of the repairs, the Contractor shall document the completed corrective actions, complete the required ADEC Repair Addendum Report, submit the report to ADEC, and provide a copy of the completed documentation to the Government.
General work requirements:
Required Contractor Qualifications:
- Contractor shall be a Certified UST Inspector/installer licensed in the State of Alaska
All work shall comply with:
- 18 AAC 78 (UST Regulations)
- Applicable OSHA standards (29 CFR 1910 and 1926)
- Contractor shall provide all required equipment and be responsible for site access coordination
- Work shall be scheduled and coordinated with Government personnel
Site Support: The contractor is responsible for providing written notification to the Contracting
Officer detailing any site support needs that will be requested from the National Park Service
(NPS) in advance of work to allow time for resource coordination. It is the contractor’s responsibility to provide the necessary hardware and equipment to access Government furnished utilities. A public restroom is available at the Visitor Information Station (during regular business hours).
Site Access: Gustavus is accessible by air or water. The park is accessible by road from the
Gustavus airport and AMHS ferry dock. The contractor will be responsible for obtaining and complying with any permits required from the NPS to enter Glacier Bay with a marine vessel.
Park security requires that all work and site visits be prescheduled. A designated Park employee will provide access for contractor’s personnel and be onsite for the duration of the work.
Contractor to secure equipment and tools daily.
Schedule: An anticipated schedule should be provided within 5 days of award
Safety: The contractor shall prosecute the work in accordance with OSHA regulations 1910 and
1926 concerning General Construction safe working procedures.
Traffic Control: N/A
Staging Area/Worksite Timeframes: Establishment of a construction camp is not permitted. The contractor is responsible to provide written notification to the Contracting Officer detailing any staging area needs that will be requested by the National Park Service (NPS) in advance of work to allow time for resource coordination. Generally, access to the work sites and assets will be allowed Monday through Friday 07:00 to 17:30. Other times may be allowed with prior written approval from the COR.
Preservation of Natural Features: Confine all operations to work limits of the project, approximate location shown on drawings. Prevent damage to natural surroundings. Do not fasten ropes, cables, or guide wires to existing trees.
Environmental and Cultural Compliance:
N/A
Cleanup: The worksite and any onsite staging areas shall be a neat and workmanlike manner;
trash shall be disposed of daily. Once the work under this project is complete the contractor shall perform a final cleanup of all worksite and staging areas. The contractor shall remove and dispose of all damaged and unused material from site.
Government Furnished Items: N/A
Re-performance of Service: When service performed does not conform to contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract requirements at no additional cost to the government.
Non-Payment for Additional Work: Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed
Contracting Officer, except as may be explicitly authorized, shall be performed at the financial risk of the contractor. Only an appointed Contracting Officer is authorized to bind the
Government to a change in specifications, contract terms, or conditions.
Quality Assurance: The Government may utilize a Quality Assurance Surveillance Plan (QASP) throughout the life of the contract to ensure that the Contractor is performing the services required by this Scope of Services in an acceptable manner. The use or nonuse of any quality assurance methods by the Government will not constitute a waiver of or excuse from contract requirements. The Government may implement or change quality assurance measures at any time during the term of the contract. Surveillance methods may include 100% inspection, periodic inspection, random sampling, or customer input.
Warranty Period: The Contractor shall warrant all labor, materials, and workmanship provided under this contract for a period of twelve (12) months from the date of Government acceptance of the completed work. The Contractor shall, at no additional cost to the
Government, correct defects in materials or workmanship identified during the warranty period that are attributable to work performed under this contract.
Period of Performance: The anticipated period of performance shall begin upon contract award.
The Contractor shall complete all work, repairs, testing, regulatory documentation, and required deliverables no later than November 1, 2026.
Submittals:
- Contractor qualifications – due with proposal
- Work schedule – due within five (5) days after award
- Product information for proposed drop tubes and any replacement components – prior to installation
- Completed ADEC Repair Addendum Report
- Documentation confirming completion of drop-tube corrective repairs for all six (6) tanks
- Documentation of any testing performed following reassembly of the UST systems
- Final repair/closeout documentation
- Warranty documentation – twelve (12) months from Government acceptance

Contracting Officer’s Authority:
The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to:
(1) direct or negotiate any changes in the Statement of Work or specifications;
(2) modify or extend the period of performance;
(3) change the delivery schedule; or
(4) otherwise change any terms and conditions of this contract.
The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
