About this file
This is a Questions & Answers document for federal contract opportunity 140P9726Q0067 at Amendment 02.
The document addresses two clarification inquiries regarding window and door specifications for an Alaska coastal construction project. Q1 concerns window integral blinds requirements, specifically addressing a conflict between drawing specifications requiring factory-integrated blinds within insulated glazing units and Section 2.1.8 specifications requiring vinyl double-glazed windows. The Government's response clarifies that non-vinyl window lines offering between-glass blinds are acceptable, with fiberglass preferred over aluminum as the material. Q2 addresses entry door specifications in Section 2.1.7, which originally required solid core exterior grade doors. The Government confirms that insulated fiberglass exterior doors (such as ThermaTru FC60 or equivalent) with satin chrome hardware are acceptable as meeting or exceeding requirements for the Alaska coastal environment, with cedar trim noted as acceptable trim material.

QUESTIONS & ANSWERS
140P9726Q0067 at Amendment 02
Q1. Window Integral Blinds — The drawing General/Clarification Notes (Note 4) require all fixed picture windows to include factory-integrated blinds or shades within the insulated glazing unit. The specifications (Section 2.1.8) require vinyl double-glazed windows.
Mainstream vinyl window manufacturers (e.g., Milgard, Pella) do not offer blinds integrated within the glazing unit on vinyl window lines; between-glass blinds are generally limited to certain fiberglass/clad or specialty product lines. Would the Government (a) waive or relax the integral blinds requirement for vinyl windows, or (b) accept an equivalent such as surface-mounted/interior-mounted blinds or shades on the fixed picture windows, or a non-vinyl window line offering between-glass blinds?
A1. Non-vinyl window lines offering between-glass blinds are acceptable, preferably fiberglass over aluminum.
Q2. Entry Door — Section 2.1.7 specifies solid core exterior grade doors. Would the Government accept an insulated fiberglass exterior door (e.g., ThermaTru FC60 or equal) with satin chrome hardware and cedar trim as meeting or exceeding this requirement for the Alaska coastal environment?
A2. Yes, an insulated fiberglass door with satin chrome hardware as described above is acceptable.
