Installation of Infrastructure for Three Phase Power Upgrade at the Mascot Saloon within Klondike Gold Rush National Historical Park in Skagway, Alaska.
1. Project Background/Purpose:
The National Park Service (NPS) Klondike Gold Rush National Historical Park (KLGO) requires the installation of a 400amp, Three Phase Power for the purpose of providing power for the planned installation of two heat pump systems at 290 Broadway Street, Skagway, Alaska 99840. Presently there is only single phase available to this address. Installation of the planned heat pumps is scheduled to be completed prior to Oct. 1st, 2021
2. Location:
Mascot Saloon, Klondike Gold Rush NHP, 290 Broadway St., Skagway, Alaska 99840
3. Work Hours:
This project is to be accomplished inside of normal working hours between 7am – 5:30pm, Monday –
Friday. Work outside of these hours and days must receive prior approval from the Contracting
Officer’s Representative (COR).
4. Preservation of Natural and Cultural Features:
Limit driving and parking of equipment to drivable hardened pre-disturbed road bases; Park Road and turn-outs. During excavation of underground power trench, the site will be monitored by park cultural resource staff. Work may be halted, temporarily, if an archeological object of interest is uncovered.
5. Existing Utilities and Structures:
Contractor shall be responsible for preventing damage to identified utilities, structures, or construction framework; if damage occurs; repair infrastructure at no additional expense to the
Government.
6. Parking and Storage:
The Contractor will be responsible for parking and storage of materials.
7. Government Furnished Materials (GFM):
Klondike Gold Rush NHP will provide all equipment, labor and material for the following items:
a. Removal and replacement of existing concrete pads and boardwalk decking in the power corridor.
b. Set posts required for H-Frame to which the 400 amp CT cabinet and disconnect are to be mounted in coordination with the contractor.
c. Excavate the required trench for installation of underground conduit/cable.
d. Provide and install D-1 Crushed Aggregate bedding for the conduit.
e. Backfill the trench after excavation.
8. Contractor Furnished Materials, Equipment and Labor:
Contractor is to provide all labor, equipment, and materials to install infrastructure for upgrading electrical service to Three Phase Power, disconnection of the existing Single Phase Power, and replacement of existing power disconnect located on the power pole at the Mascot Saloon, 290
Broadway St., Skagway Alaska.
9. Project Scope:
Install a new 400-amp power service to the Mascot Saloon in compliance to the attached equipment schedules, drawings and specifications.
a. Description of Tasks:
i. Replacement of existing pole mounted disconnect and cabinet.
ii. Installation of 3” riser for new Three Phase Primary Power to be routed through new pole mounted disconnect cabinet.
iii. Installation of Supply and Installation of Square D (or equal) 400 Amp CT Cabinet and Main Disconnect and required grounding.
iv. Installation of underground 400/3-amp service conduit to the Mascot Saloon
Mechanical Room.
v. Installation of new Square D QO 400/3-amp breaker panel (or equal), “Panel M”, in the Mascot Saloon Mechanical Room.
vi. Disconnect existing single-phase power to existing “Panel A” and connect one leg of the Three Phase Power in “Panel M” to “Panel A”
1. The new connection to “Panel A” includes installation of a Square D
Powerlogic PM3200 (or equal) to provide separate power monitoring.
All work on this project will be completed in accordance with the current National Electrical Code.
10. Project Monitoring: Trenching and excavation within the boundaries of KLGO will be monitored and performed by NPS staff.
11. Notification of Excavation:
The Contractor shall notify the NPS COR of planned excavations no less than seven (7) calendar days prior to commencement.
12. Accident Reporting:
A reportable accident is defined as death, occupational disease, traumatic injury to contractors/employees or the public, property damage in excess of $100, and fires. Within 7 days of a reportable accident report to Contracting Officer.
13. Personnel Protective Equipment:
Meet all OSHA, State of Alaska, and Municipality of Skagway requirements.
14. Period of Performance:
From date of award (approximately July 15th) to Sept. Oct 1st, 2021.
15. Final Inspection:
The Contractor shall indicate in writing that he believes the work is substantially complete and request a final inspection. Before requesting the final inspection, the Contractor shall remove all tools, equipment, surplus materials, and rubbish, and restore to original condition surfaces or structures that are damaged due to work of this contract. At the time of final inspection, the project shall be complete.
If work is not determined to be substantially complete, Contracting Officer will notify Contractor in writing. After completing work, Contractor shall resubmit certification and request a new final inspection.
16. Points of Contact:

17. Contracting Officer’s Authority:
The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to:
(1) direct or negotiate any changes in the Statement of Work or specifications;
(2) modify or extend the period of performance;
(3) change the delivery schedule; or
(4) otherwise change any terms and conditions of this contract.
The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
