About this file
This document is a Questions and Answers (Q&A) record from a site visit on August 4, 2025, for a historic lighthouse restoration project at Point Bonita. The Q&A covers critical site access, work restrictions, and project details, including vehicle limitations (no standard vehicle access, only narrow UTVs permitted), bridge and scaffolding constraints, and specific restoration requirements such as cleaning an unpainted bronze gargoyle and replacing four cracked glass panels. The Request for Proposal (RFP) is due on August 20, 2025, at 2:00 pm, with a 180-day performance period from Notice to Proceed, and strict safety and environmental protocols are in place, including prohibitions on open flames, smoking, and unrestricted scaffolding placement.

Questions and Answers Site Visit from August 4, 2025
Question 1: Can contractors drive on the road down to Point Bonita?
Answer 1: No, the road is not accessible for standard vehicles. We don’t have load information on the trail bridges and there is no standard vehicle turnaround due to some fallen rockfall. A “skid steer”, “Gator” or other UTV, utility vehicle may be narrow enough to manage the steep slope of sections of the trail, to clear the rockfall and the tunnel width of 4’-0”. No vehicle access is possible across the suspension bridge.
Question 2: When was the (suspension) bridge built?
Answer 2: Original bridge was built in 1951. The bridge was reconstructed in 2012. Refer to Federal Highway Administration Inspection Reports from 2021 and 2024.
Question 3: What are the risks in accessing the bridge, why is it closed?
Answer 3: The bridge is closed because it is in poor condition. Refer to Refer to Federal Highway Administration Inspection Reports from 2021 and 2024. The bridge may be open to pedestrians as long as detailed inspections are done every 6 months. The Superintendent decided to close the bridge to the public out of an abundance of caution.
The park intends to do another bridge inspection prior to a notice to proceed.
Question 4: In the lighthouse is the catwalk accessible?
Answer 4: No, the lighthouse catwalk is not safe to access, nor tie off to and cannot support a scaffold.
Question 5: Would a contractor be able to tie off from the roof pinnacle or attach the scaffold to roof elements?
Answer 5: No, NPS is not comfortable with this approach.
Question 6: What is the period of performance of this project?
Answer 6: Per clause 52.211-10, 180 days from Notice to Proceed.
Questions 7: What glass panels have been identified to replace for the ones that are broken?
Answer 7: Please see Drawings sheet A2.3. The drawings indicate 3 cracked glazing panels, but the COR did notice an additional cracked pane on the site visit for a total of 4. An updated drawing set is provided updating sheet A2.3.
Question 8: Is gargoyle part of restoration?
Answer 8: Existing unpainted bronze gargoyle to be cleaned and treated with clear coating.
Refer to Drawing A8.2 Cornice Repair Note #2 and Spec Section 099000 Painting and Coating and 050100 Metal Restoration.
Question 9: When is RFP due date?
Answer: August 20, 2025 at 2:00pm.
Question 10: Can a contractor bring a gator or golf cart?
Answer 10: Yes, but see limitations from Question 1.
Question 11: Would it be acceptable to anchor scaffolding?
Answer 11: Yes, but the holes would need to be filled with concrete to match existing in color, aggregate mix and texture.
Question 12: Is structural scaffolding on roofing acceptable?
Answer 12: At your own risk as there is no data on the roof structure.
Question 13: Can a propane stove be brought for employees’ lunch? What about open flame?
Answer 13: The park does not approve of open flame near the historic lighthouse, suspension bridge or near any vegetation which could cause a wildland fire. Any propane stove would need to be in a designated area approved by the COR with readily available fire extinguisher adjacent to stove at a safe distance from flammables. Suggest running an induction heat pad on a generator as opposed to a an open flame.
Question 14: Where is smoking allowed in the job site?
Answer 14: See Spec section 011100, 1.7 Work Restrictions X. Nonsmoking Building/Tabacco Use/Vaping: Smoking is not permitted within the building or anywhere on the construction site.
