About this file

This document is a Request for Information (RFI) for the National Park Service (NPS) project to replace and repair aquatic park railings. The RFI contains five key questions addressing critical project details, including lead-based paint confirmation, welding considerations for rail sections, project timeline, inspection responsibilities, and potential alternatives for non-shrink grout materials. NPS responses indicate: no lead-based paint is present, no alternatives will be considered for stainless steel to mild steel welding, the project is not scheduled until 2026, NPS will conduct inspections, and alternative non-shrink grout materials may be proposed if structural equivalency can be demonstrated.

RFI #1

Subject Question Justification / Background NPS Response

Lead-Based Paint Confirmation

Please confirm whether the existing railing paint contains lead-based material.

This is critical for planning safe removal, surface prep, and disposal. Lead presence would trigger specific handling and regulatory requirements.

Existing railing paint contains no lead-based Material.

Stainless to Mild Steel Weld Corrosion

For the bottom rail sections, would the NPS consider alternatives to welding stainless steel to mild steel to prevent galvanic corrosion and potential weld failure?

Dissimilar metal welding can lead to long-term corrosion and structural degradation. Alternatives may improve durability and safety.

No alternatives considered. Adhere to the specifications

Project Deadline Extension

Based on pending RFI responses, would the NPS consider extending the project deadline to allow time for coordination with fabricators?

Fabrication decisions may depend on response clarifications. A deadline extension would support quality assurance and supply chain scheduling.

No project deadline extensions considered, although the project will not be scheduled until 2026.

Coating & Surface Prep Inspection Responsibility

Who is responsible for inspecting and confirming the surface preparation and coating thickness (Contractor, third-party, or NPS)?

The SOW outlines coating processes but does not specify QA/QC responsibility. Clarification will align inspection expectations.

The NPS will elect to conduct inspections.

Non-Shrink Grout Alternatives

Will NPS consider alternate materials or methods in place of the specified non-shrink grout if structural equivalency can be demonstrated?

Alternatives may provide improved cure profiles or material availability while meeting performance criteria.

Yes, the NPS can consider alternate materials proposed.
