QUESTIONS AND ANSWERS DATED 07/29/2022 AMENDMENT 5
1. Would the NPS grant an extension on the Bid Deadline of at least two weeks? Reason for this request is to provide all contractors adequate time to receive and process remaining RFI responses and to research and properly address the unique logistics required to perform work on Alcatraz Island.
ANSWER: Extended to 02 August 2022 @ 1000 Local Pacific Time.
2. CLIN-0001, Dock Restroom Roof Repairs. Visual evidence of water intrusion is present at ceiling side of 2x6 T&G deck boards adjacent to skylight structural framing members in both men’s and women’s bathrooms. How would the NPS like to address these areas?
ANSWER: The statement of work does not require repair of visual evidence of water intrusion in these locations. This damage appears minimal and the repair would entail impacts to island operations. As a result, the NPS does not presently intend to address the issue under this contract.
2a. CLIN-0001, Dock Restroom Roof Repairs. For issue noted in RFI #2, it is not clear if the visual damage is from an active or previous leak. Should an initial water test be performed prior to proceeding with any repair work to determine if there are any active leaks other than the one currently identified with a stop-gap interior gutter? If so, and if such testing results in additional repairs, can a modification be fast tracked to minimize the period of time the roof is under repair? The other option would be to perform a preliminary water test prior to scheduling any other field activity and permit time to process recommendations based on the result.
ANSWER: No moisture infiltration has been observed at the skylights or rakes during recent rain events. Conduct the 2 hour water test after the debris is cleared from the rakes and skylights to confirm they are watertight. If issues are detected with these features, they will be addressed at that time. A final (second) water test will not be necessary. The NPS COR will monitor during the first rainy season to confirm the completed repairs are watertight.
3. CLIN-0001, Dock Restroom Roof Repairs. If additional repairs are needed and 2x6 T&G boards are replaced, will we be required to apply a clear coat finish on the ceiling side of the new boards? The existing appears to have a finish, but it is quite faded.
ANSWER: Typically the NPS requires a color and finish match for “replacement in kind” repairs. If repairs to these elements becomes necessary, the finish requirement will be discussed at that time.
4. CLIN-0002, Building 64 Roof Repairs. SOW, page 6., 1.2, A. last sentence - suggests 330 LF of copper gutter replacement at Building 64, gutter repairs (not qualified) and downspout clearing. But this requirement is not enumerated with the task list provided on SOW, page 12, 6.1, B. Please clarify if Gutter work is included in the scope of work and if so, can you quantify the “gutter repairs” portion and which sections of gutters on the building constitute the 330 LF?
ANSWER: This is a remnant from a previous version of the SOW. The gutter/downspout work no longer applies. Please refer the List of Contract line Items, Section 6.1, Page 12 for the full listing of scope items.
5. CLIN-0002, Building 64 Roof Repairs. SOW, page 12, 6.1, B., 1., States: Seal pinholes and install new fasteners at roof panels, ridge…… where necessary to ensure the roof is watertight and secure. Can the NPS please clarify that the intent is for the contractor to perform a survey and inspection of the entire roof area to achieve this goal?
ANSWER: The contractor will need to inspect the entire roof surface in order to identify all pinholes, missing fasteners, etc to ensure the roof is watertight and secure upon completion of the work.
6. CLIN-0002, Building 64 Roof Repairs. Can the NPS provide clarification regarding minimum conditions for fastener replacement per SOW, page 12, 6.1, B., 1.? Open holes and missing fasteners are clear, but loose or slightly raised visually may appear to be sound without physically checking every fastener for grip or tightness. What visual cue should trigger a physical check?
ANSWER: The contractor will need to inspect the entirety of the roof surface, per #6, in order to make repairs to ensure the roof is watertight and secure at the end of the project. Using the example cited, a loose fastener is not secure and a slightly raised fastener should be checked to ensure it is watertight and secure.
7. CLIN-0003, Electric Shop Roof Replacement. Can demolition of the transit roofing materials per SOW, page 12, C., 1. be scheduled to be performed during hours of park closure to minimize chances of asbestos exposure to the public?
ANSWER: Yes
8. CLIN-0003, Electric Shop Roof Replacement. Will eve 1x T&G soffit boards at rakes need to be nailed off to the new blocking installed per SOW, page 12., C., 3.? If so, will a task be added to patch and paint either/both new nail holes and shifted boards or popped nails? Please identify paint color/finish.
ANSWER: The eave overhang is minimal and, as a result, the number of nail offs will be minimal as well. Touch up painting may be necessary in these areas, as determined in the field by the project COR. If necessary, use the Presidio White paint specified for the Dock Restroom.
9. CLIN-0003, Electric Shop Roof Replacement. Please clarify blocking size and nailing requirements for “Seismic Blocking” per SOW, page 12., C., 3.?
ANSWER: Please refer to SECTION 06 10 00 - ROUGH CARPENTRY in the SOW.
10. CLIN-0003, Electric Shop Roof Replacement. Please provide an allowance for a min. quantity of skip sheeting material that may need to be replaced for either water damage or because it did not survive removal to perform seismic blocking from above.
ANSWER: The existing skip sheathing is anticipated to be in reasonably good condition and care will need to be taken in its removal. The roof is approximately 1600sf and the seismic blocking sections are approximately 120sf in total. Allow for 60sf of skip sheathing replacement.
11. CLIN-0004, Metal Detector Building Roof Replacement. There is excessive biological growth on the eve fascia board at the bay facing side of the building. It does not appear to be damaged from rot or exposure. How would you like this item treated?
ANSWER: There is no requirement to remove the biological growth other than where it is necessary to install the drip edge.
12. We’d like to know how much time we have to submit additional RFI questions that may arise as we plan for bidding this work?
ANSWER: RFI’s can be submitted no less than three days prior to due date submittal and time.
13. Block 11 of the SF1442 indicates that the Contractor is to commence work within 10 calendar days after receiving the NTP and complete the entire work within 40 CD from NTP. Due to the current supply chain issues, the construction industry is experiencing very long lead times on materials (i.e. current lead time on the corrugated fiber cement roof panel system is approx.. 2-16 weeks from release of order). Manufactures are not holding their prices or committing to any schedules until the products are approved and released for production. Will the Government allow the contractor to use the FAR Clause 52.216-4 (Economic Price Adjustment) to recover costs incurred due to inflation and the long lead times affecting the construction and manufacturing industries? Also, can the period of performance be increased to reflect the long lead times? Or, will the NTP be issued after the submittals and shop drawings are approved and all materials are delivered to the project site? Please advise.
Answer: Government does not currently intend to incorporate FAR 52.216-4 Economic Price Adjustment-Labor and Material.
Regarding lead times and POP, for obvious reasons work should be completed prior to the rainy season in mid-November. Also, it should be noted that work on two structures (Bldg 64 and Metal Detector Bldg) MUST be complete prior to nesting season which begins Feb 1, 2023. If material lead times are an issue, the contractor should provide a narrative and associated documentation for discussion with the CO. Lead times will likely only be an issue with the Electric Shop fiber cement roofing material and this replacement can occur during rainy season, if absolutely necessary, as the building is not subject to bird nesting season constraints.
We will consider issuing out two separate NTP’s. One for materials shortly after the award and one for the physical performance of the work.
14. SOW, pp 75., 34.1, B. 2. Roof Sheathing What is the application for the sheeting? Top side only after cut and installed on existing roof framing? Pre-treated before installation (on/off site?)? If pre-treated, treated on both sides? Treated on all edges? Would cut edges need to be treated before installation? If Sheathing is required to be treated, would alternate materials be considered in lieu of borate treatment, such as pressure-treated plywood or marine grade plywood?
Answer: Roof sheathing is required to be borate treated, per manufacturer’s specifications, on all sides and edges prior to installation. Pressure treated or marine grade substitutions are not acceptable.
