Questions for Solicitation 140P8622Q0071 - Introductory film for the NIKE Missile SF-88

Site

1. Could you please share a budgetary range or order of magnitude budget for the film? We cannot disclose the budgetary range.

2. How many formal deliverables will be required?

Preliminary schedule, 3 short treatments, 1 final treatment and script, rough cut, fine cut, final project.

3. Who will be reviewing the script and interview submissions?

Michael Faw, COR, Maya Rodriguez, Project Manager, Al Blank, Nike Site NPS

Ranger, James Grof, Marin Headlands Supervisory Ranger, Michel Gee, Chief of

Interpretation and Education. All communication and submittals through the COR.

4. How many days will the NPS team require for review and comments?

5 working days

5. Is the existing material referenced in the RFP ready to be turned over to the selected vendor upon award?

It is all available, we will only turn over what the Contractor choose to use.

6. In what format(s) is existing material?

Many formats. Paper transcripts, drawings, maps, and manuals; original photos we can scan as needed; 16mm film; tape recordings; digital files of audio and video. Again, materials should be reviewed first, we will provide only what is chosen to be used in the piece.

7. If new interviews are to be shot, who is responsible for identifying the interviewees?

Contractor, with input from NPS staff.

8. What percentage of the film interviews do you expect to come from existing footage?

Not sure. As much as 90% of interviews may already be recorded, more material will be stills or historical footage. Intro, outro, site footage, and voice over narration will be NPS staff.

9. What percentage of the film interviews do you expect to be shot as part of this contract?

Very little. Contractor may determine that there is a hole in the projected narrative that could be filled with a new interview.

10. Will the NPS provide footage releases for any DVD materials they supply?

Most is in the public domain. If the contractor finds something that is not and wants to use it they will be responsible for obtaining rights, but we don't think that will be necessary.

11. The February 2023 deadline is quite aggressive for an interview based documentary, is this date set in stone?

No, if a compelling case can be made that the project outcome will be better. But we don't see this as a huge production, nor do we think the majority of the content will be interviews. In any case, an “interview” might be no more than 2 or 3 sentences from an already recorded audio file.

12. Are all archival materials available at the GOGA Archives available to the contractor without additional costs or licensing fees? Yes

13. Given the preponderance of available archival material from various sources, do you expect there will be any out-of-pocket acquisition fees of archival materials required?

Probably not. The Contractor might find something in their research we don’t have that they believe to be worth obtaining, but we already have so much material that we don’t expect that to happen.

The archive material is also fairly comprehensively catalogued, with PDF files of Finding

Aids. The Contractor should be able to narrow the items of interest quite a lot before requesting materials.

14. Please confirm that the interviews of “at least five people to represent diverse voices” required on page 3 of Attachment 002 – Statement of Work, are all new recordings to be carried out by the Contractor, and that recordings already in existence would be in addition to this count rather than part of it.

Recordings already in existence go towards the total. The reality is that, at least in terms of historical voices, there wasn’t a lot of diversity. We are more likely to achieve that by talking with a historian and/or educator who has a different perspective of the site than those who served at them. We have NPS education staff that can be available, the

GGNRA archivist, and have hired some hours from the park’s retired military historian

(John Martini, who co-wrote the site history document “What We Have We Shall

Defend”, attached).

15. Will all of the “at least five audio or video interviews” be recorded at the Nike

Missile Site, or will there be any additional travel anticipated? If so, to what regions of California/the US?

If additional interviews are required, beyond those already recorded and available, they will be recorded on site. They may be volunteers, most of whom served at one or another Nike site, other park rangers, site educators, or perhaps the GGNRA’s retired military historian. They will be scheduled to happen in a single day.

16. Will there be any required travel to any of the other Nike Missile sites in the US or beyond? No

17. Is there any flexibility to extend the completion date of the film?

If there is a compelling reason to, that offers a better project outcome.

18. Completion by February 15, 2023 is contingent on a comprehensive approach and efficiency by both the vendor as well as NPS responding to the required deliverables. What will the NPS turnaround time be in responding to and reviewing all required deliverables? 5 business days.

19. The Quote Sheet has a line for “Incidentals” just below “Travel” – in our experience, we add costs for travel, hotel, food, etc. into the “Travel” category.

Should some of these (hotel, food, etc.) go into the “Incidentals” category instead?

Incidentals are usually for things like reproduction costs, postage, etc. Hotel, food, and rental cars should all be part of Travel.

20. On page 55 of 58 of the Solicitation, it states, “Volume II, Cost/Price shall consist of a total lump price, itemized (at a minimum) by production costs and accessibility costs.” Yet the Quote Sheet does not have a specific line item for accessibility costs – should we add this as a separate line item?

For most of our video productions over the last 2 or 3 years we have been trying to write the audio description content into the script so that we don’t have to create a separate track. Delivery to visitors is much simplified this way, with no need for additional equipment. That would still be our preferred approach. We are required by NPS

Accessibility Guidelines to offer Contractors the more traditional option. If a separate audio track for audio description is your preferred option add a second cost to the

Close-Out line item.

21. Section J, Attachment 002, page 8 says “The NPS shall be responsible for obtaining all Spanish and Chinese translations and provide them to the

Contractor.” Will NPS only be providing this translation for the captions, or also for the audio description script?

NPS does not anticipate audio described scripts in other than English.

22. Does NPS plan to provide voice talent for audio description in English, Spanish, and Chinese?

The same NPS ranger used as on screen and voice over narration can also record the audio description in English. No Spanish or Chinese audio description is required.

23. Do we need to provide additional information in the proposal to prove that we satisfy FAR Part 9 standards listed on page 56 of the solicitation? If so, in which volume should this be placed?

No, the Contracting Officer will check your registration status in SAM.gov and FAPIIS for past performance. You will need to provide your EUI and cage code numbers within your quote package.

24. Page 55 of the solicitation says, “Resumes of key personnel may be submitted but are also limited to two pages of text no smaller than twelve-point font.” Please confirm whether that is two pages per person or two pages total on key personnel. 2 pages per person.

25. Solicitation Page 4, Period of Performance: How many days for government review at each stage? 5 business days

26. Solicitation Page 4, Period of Performance: We’re concerned about the period of performance: Assuming project kickoff is Oct 3, and that there are only

5 business for the contractor to deliver each deliverable and that there 10 business days of government review for each deliverable, our estimate puts project completion on March 27 2023 at a minimum. However ,the period of performance ends on Feb 15, 2023. Would the government consider extending the period of performance?

We believe the 5 days is specific to the deliverables of meeting notes, records of site visits or shoot days, and responses to NPS COR feedback for approval stages. The work to generate scripts, do research, and the rough and fine edit processes are to be roughly laid out in the Contractors production schedule, but there was no expectation that they would only take 5 days to complete. We would consider extending the period of performance if there was a compelling argument that the project quality would benefit. But it is also our expectation that this is a modest project and shouldn’t really need more time.

27. Solicitation Page 55, Section 8: “The Offeror's narrative about past experience is limited to two pages...” Is this a two-page limit per reference project or two pages total for the section?

2 pages per project. But access to view the project itself is more interest than a 2-page written document about it.

28. Solicitation Page 55, Section 8: For our project sample links, do you prefer reviewing full videos or excerpts?

We may only watch excerpts if the project doesn’t seem to be what we are looking for.

But we would prefer to be able to see the whole thing.

29. SOW page 3, B.2: Can we assume that if any new interviews are required, that they can take place at the site? Yes

30. SOW page 6, B.2: Are any on-site meetings required?

Not required, at least for the post award meeting. But it would be hard to write a cogent treatment and the script that results from it without familiarity with the site.

31. Attach 1 Quote Sheet: The quote sheet does not include a subcategory line for filming at the site. Should these costs be included as part of the Rough Cut line?

That would be fine.
