Memorandum

To: Contractor(s)

From: Project Manager, Sequoia and Kings Canyon National Parks

Subject: Big Stump Leach Field Project

SOLICITATION NO. 140P8620Q0040

Pre-Bid Questions & Answers Summary

Q1 – Please confirm t.v. camera testing/inspection is required for the project?

A1 – Testing shall be done as detailed in specification section 33 08 30 – Commissioning of Sanitary

Sewer Pipes. TV inspection can be done by NPS upon request by the Contractor, but the Contractor will still be responsible to correct all deficiencies found.

Q2 – Please provide a Geotech report?

A2 –A Geotech report is not available for the area. Soils are estimated to be Loamy Fine Sands. Most of the site is previously disturbed composed of backfill.

Q3 – Please provide a quantity for Hard Rock Excavation?

A3 – Quantity is unknown. The area is previously disturbed, and SEKI does not anticipate a significant amount of hard rock removal, but there is possibility. Please provide cost for the unit of Hard Rock

Excavation then during construction, any quantities will be determined as detailed in specification section 01 27 00 Part 3.1-E and payment will be made at the unit price, in case hard rock is found.

Q4 – Please provide a Drainfield Rock Specification?

A4 – Please use the following as a Drainfield Rock Specification, Drainfield rock shall be submitted to the COR for approval prior to installation.

“Drainfield rock must be clean, durable, broken or crushed stones, or screened gravel. The drainfield rock shall meet the gradation requirements for coarse aggregate shown in Table 1. Drainfield rock shall be free of silt, lumps of clay, mud, dirt, organic material, wood, other deleterious substances and fines. Drainfield rock shall not contain more than one percent fines (passing the #200 sieve).

Table 1. Drainfield Rock Size Requirements

Sieve Size Percent Passing (by weight)

2-1/2 inch 100

1-1/2 inch 85-100

¾ inch 5-35

#4 0-5

#200 0-1

Q5 - Drawing sheet number 4 shows the existing septic tank to be abandoned in place however; sheet 5 of the drawings states, “connect to existing 4” septic line core through existing septic tank. Do follow the specification or core through the tank?

A5 – There are multiple septic tanks, the tank shown on sheet 3 and 5 is the “upper” tank and will be abandoned in place but cored through with the new pipe when that is installed. The tanks shown on sheet 4 are the “lower” tanks and associated piping shall be demolished/abandoned as detailed in the specs. The upper tank was noted to be abandoned in place on sheet 3 to make it clear that it will not be demolished or removed.

Site Visit Questions – 07/16/2020 at 10 AM (PT)

Q6 – Is Schedule 80 PVC pipe required or is schedule 40 okay? Schedule 80 perforated is hard to find and more expensive.

A6 – Schedule 40 perforated PVC pipe is acceptable for the leach lines, but all sewer lines should be schedule 80.

Q7 – What can we use to fill in abandoned/demoed septic tanks?

A7 – Fill, dirt, gravel, or sand, may be acceptable but a sample and cut sheet must be submitted for review before bringing into the park to make sure it is free of invasive species, this is true for all imported fill and materials.

Q8 – Is it okay to demo the upper septic tank the same way as the lower ones and just lay the pipe in instead of coring?

A8 – Yes, we do not plan to use that tank anymore, so demoing is acceptable as long as the pipe is connected to the existing line and there is enough slope to run by gravity to throughout the rest of the leach field.

Q9 – Do we need to put stone around the distribution box if it is in the valve box, stone will cover valves?

A9 – No stone is needed around the distribution box within the valve box.

Q10 – Is 1” stone required for the drain rock, 1-1/2” is easier and better?

A10 – See response to A4 above.

Q11 – The existing fence on the edge of the flat area is in the way and will need to be demoed, what should we do?

A11 – The fence should be protected in place to the greatest extent possible. If this is not possible, we may allow it to be removed and reinstalled with oversight from the COR. Any damage shall be fixed or replaced in-kind.

Q12 – Please provide a sidewalk detail.

A12 – Sidewalk thickness, dimensions, slope, and finishes shall match existing. Edges of disturbance will be sawcut. Construction and expansion joints shall match surrounding sidewalk. Additional concrete specifications are attached to this Amendment. Submit concrete mix design for approval.

Q13 – What are requirements for storing picnic amenities?

A13 – Picnic amenities should be safely removed from their location, protected, and stored nearby onsite in the staging areas then reinstalled to their original positions after construction of the leach field.

Q14 – Is the contractor responsible for cleaning out the existing septic tanks?

A14 – The NPS staff will vacuum or pump out the septic tanks before construction.

Q15 – Will the curb and gutter need to be replaced?

A15 – It is not expected that you will need to demo the curb and gutter but any curb and gutter and asphalt roadway that is damaged or removed during construction will need to be replaced by the contractor, the new curb and gutter and asphalt will match the existing.
