Alcatraz Island Repair Services Indefinite Delivery, Indefinite Quantity (IDIQ) - 140P8618R0006

BACKGROUND

The Golden Gate National Recreation Area (GOGA/GGNRA), with an annual visitation of over 17 million, is located in the San Francisco Bay area and is one of the largest urban parks managed by the National Park Service. A short list of the park’s cultural resources includes 5 significant National Register Districts and nearly 700 historic structures. The scientific and educational value of the park’s natural resources is so significant that the entire park has been designated as part of the California Coast International Biosphere Reserve.

An iconic site within the Golden Gate National Recreation Area is Alcatraz Island, a designated National Historic Landmark. Some structures on island date to the pre-Civil War Era and the Main Prison Building, completed in 1912, is a primary contributing feature to the NHL status. The island is also home to a number of species of colonial water birds that have protection under the Migratory Bird Treaty Act. Alcatraz has over 1.6 million visitors annually, with over 5,000 visitors daily and is consistently rated as one of the top travel destinations in the United States.

The main mission of the National Park Service is to "preserve unimpaired the natural and cultural resources and values of the National Park System for the enjoyment, education, and inspiration of this and future generations." Public visitation to Alcatraz Island provides unique opportunities to fulfill this mission, not only through interpretation of the many facets of the Alcatraz experience but also in providing funding for interpretive and operational needs on Alcatraz and at other parks sites within the GGNRA. In order to fully maximize these opportunities, the NPS is soliciting for a fully capable facility support services contractor that shall be responsible for the successful and effective performance of basic maintenance and custodial services, on a daily basis, within the property line of Alcatraz Island.

C.1.2. ELECTRICAL GENERATION AND DISTRIBUTION SYSTEM

C.1.2.1. General The island is primarily powered by two MTU Onsite Energy 250KW diesel generators, one operating on continuous basis and one on stand-by. The electrical system operates at 480 volt primary and 208/120 volt secondary. In addition, a photovoltaic system, installed in 2012, has been integrated to the island electrical generation and distribution system. It is comprised of 959 318W Sun Power modules, 480 Deka Unigy II Lead Acid Gel batteries and 8 Princeton Power 100KW inverters. With the photovoltaic system in place, the generators no longer run continuously. They should only be run when batteries need additional charging and/or when there is a system failure. After the modules have been cleaned, the photovoltaic system operation performance goal, normalized for actual conditions of insolation and temperature, is an efficiency of 80% of a 307 kw of generation.
