Alcatraz Island Repair Services Indefinite Delivery, Indefinite Quantity (IDIQ) - 140P8618R0006/001
From the site walk, we learned that certain certifications would be separate from this IDIQ contract, what about other certifications and testing? For instance, will annual backflow testing and fire pump testing be covered under another contract? If under this contract, how is it priced?
This contract covers repairs only. Preventative maintenance, inspections and testing are not covered under this contract.
Will the government allow for travel time to and from the island to be added to the proposal or does this travel time need to be incorporated into the hourly rate for productive hours only?
Contractor’s billable hours begin upon arrival to Alcatraz Island, with the travel time from points beyond to the island factored into the hourly rate. This applies to standard concessioner (free) ferry passage. For contracted off hour water taxi/barge transport additional costs will be billed separately and would include the contractor’s markup. Transport of this type would only occur on an as-needed, per repair basis, with Contracting Officer’s authorization.
If added to the hourly rate this provides an unfair advantage to Hornblowers. Would the government consider a plug number for bidding purposes, to even the playing field, since there is no other means of access to the island?
There are multiple water taxi and barge vendors to gain access to the Island.
Do we need a project manager on site, in the city, within an hour, or reachable by phone? This same question applies for quality control and safety supervision. If this supervision is required, should these costs be included in the hourly field labor rates or reimbursed separately?
Reachable by phone is acceptable. Note timelines for emergency repairs. Not all repairs will requires safety/QC supervision. These positions can be filled by a single individual if they have the necessary qualifications.
Is there a place for workers to store tools equipment, and materials on the island, as it appears, Hornblowers has multiple storage areas on the island?
Temporary storage for repair dedicated tools, equipment and materials will be provided by the NPS on an as-needed basis.
How is after hours work / emergency work arranged with ferry times and the inability to access the island with our own transportation? Does the government have a use agreement for access by other contractors for the Hornblower owned dock? Once again this creates an unfair advantage if all parties do not have equal access at the same cost.
The contractor can take the staff ferry over in the am and any of the visitor ferries thereafter. They can utilize the services of a water taxi for off hour work. All contracted water taxi service will need to sign a release of liability ACORD form with the entity responsible for maintenance of the wharf/finger pier and demonstrate the ability to safely dock and disembark passengers at the finger pier.
The bid schedule does not include a line-item for mark-up on materials. Where are bidders to include material mark up costs?
Please see Attachment 014 for revised Sample Task bid schedule including a line for parts/material markup.
How is an offeror to price Labor for work that falls outside of the 8 labor categories provided in the bid schedule? For example, generator engine repair and photo voltaic repairs.
Please see Attachment 013 for revised IDIQ bid pricing schedule for additional labor categories.
Does the current preventative maintenance contractor also provide repairs under their contract, or will all repairs be performed under this contract?
See Statement of Work for specific repair requirements that the successful offeror will be responsible under this IDIQ Contract.
If both companies are performing repairs how does the government de-conflict and award the work to the appropriate company?
All repair work under this contract will be issued via Task Orders to the successful offeror.
The bid schedule lists a “Vehicle Mechanic” however it appears there are diesel engines on some of the equipment. Should this rate include the additional cost of a diesel mechanic or will this additional cost be paid separately?
Additional labor categories have been provided in Attachment 013, revised IDIQ bid schedule.
Section M.3 EVALUATION FACTORS states an ISO manager as a key personnel. Is your intent for this to be a quality control manager, or is there a requirement for ISO certification? If so please provide details on ISO requirements.
ISO handles the environmental oversight requirements for the repairs performed. This includes the requirement to read, implement and maintain the SPCC (Spill Prevention Control and Countermeasure) plan per 40CFR112.
Section M.3 EVALUATION FACTORS states a Master Plumber as a key personnel. Master Plumber is not listed on the bid schedule, should we assume Plumber means Master Plumber? Or do you plan on adding this position?
The category that applies is PLUMBER, not MASTER PLUMBER. See revised IDIQ Bid Pricing Schedule in Attachment 013.
Section C.15.2. Emergency Service Call and Callback Response discusses emergency services outside of normal working hours. The bid schedule does not include pricing for overtime work. Can the government please clarify how these costs will be accounted for?
This question relates to transportation as well and how contractors will gain access to the island outside of the Ferry’s normal operating hours.
The NPS expects offerors to be staffed adequately enough to complete task orders without the use of overtime.

In reference to the Alcatraz IDIQ Contract, we have no questions at this time. However in all fairness to the other contractors, we humbly suggest you amend the SCA Wage Determination #2015-5637 Revised 08/08/2017. The new SCA Wage Determination 1/2018 is attached.
Attachment 012 updates SCA Wage Determination Please provide name of the contractor company that has current Repair and Maintenance contract.
This is a new requirement for repair services on NPS systems and equipment only stated in the Statement of Work.
Please provide the names of the Repair and Maintenance subcontractors under the current contract (so we can send the bid documents to them). Do you have a list of subs that have worked on the island we can contact?
Since this is a new requirement the NPS does not have any list of sub-contractors.
This is for repair services only on a Task Order basis. While there is currently no prohibition for the provision of full time staff on island, there is presently no dedicated office space set aside for repair service staff.
Are we also to include prices to provide full-time maintenance staff stationed on the Island during working hours, for 8-hour shift?
This is for repair services only on a Task Order basis. The NPs does not anticipate a need for full-time staff on island under this contract.
Is $450,000.00 the maximum contract budget for five years in section “B.4 Performance Period The IDIQ will have a basic performance period of one (1) base period plus four (4) annual option periods or until the $450,000.00 contract limit is reached, whichever comes first".
That is correct.
Are we required to have US & L insurance to work in, above, or around water?
Liability insurance is required for each issued Task Order.
Please let us know where and how we are to travel to Alcatraz, are the ships always provided to us for free, are there any restrictions with materials on these ships? Has there ever been any night work, if so are we to have a ship ready to take us at night if needed?
Contractors shall be responsible for transportation to/from the Island. There is a possibility of night work if repair services are required. Please review the Attachment 011 Exhibits List for "General Requirements for Contractors Working on Alcatraz" for information on water taxi transport and material prohibitions.
Please provide the sign in sheet from the site visit.
See Attachment 016 for site visit attendee list.
Are Surety Bonds required to be submitted with our proposal, Bid Bond? Are Performance and Payment Bonds required after contract award?
No bonds are required.
Please provide the Fire Alarm System Original Equipment Manufacturer (OEM) so we can align this with the proper service company.
See Exhibits Attachment 011 for fire alarm system manufacturer.
To clarify we are not providing pricing for the Section J; attach 004; ‘Sample Task’ Statement of Work task order?
Yes pricing is required. See Attachment 014, Sample Task Bid Schedule.
To clarify, the extent of our pricing is limited to fully burdened labor rates inclusive of labor, supervision, management, overhead and profit only. Since the scope of specific repairs are unknown we cannot include any equipment, parts, supplies or material costs with our proposal.
That is correct. All future Task Orders will be firm-fixed priced based on specific tasks requested.
Who is the manufacturer of the generator in the sample task order?
MTU. See Exhibits Attachment 011 for PV System Warranty Management Plan.
