About this file
This is a Questions and Answers document for RFQ 140P8526Q0037, a federal contracting action to replace flagpoles at the 2nd Division Infantry Memorial. The document does not address specific response dates, award dates, pricing terms, or set-asides, as it serves solely to clarify technical and operational requirements for potential contractors.
The Q&A clarifies four key areas of the project scope. For the existing foundation, contractors must use minimum required foundation work to securely mount new flagpoles in the existing bronze bases, which will remain in place on the granite monument. Regarding electrical infrastructure, a schematic design is available on SAM.Gov, and contractors must route conduit on top of the granite behind the flagpole to minimize visibility without drilling or modifying the granite or grout seams. For site access, a minimum of two parking spaces are preferred for a utility truck, though parking cannot be guaranteed at the time of installation. The automatic flagpole operation system should move flags to full staff and half-staff positions only, with manual operation capability to lower flags completely for replacement or maintenance needs. The National Park Service (NPS) staff will control the system via a ground-mounted or pole-mounted control box.

RFQ 140P8526Q0037 – Replace Flagpoles at 2nd Division Infantry Memorial
Questions and Answers
1. Existing Foundation: How are the existing flagpoles currently mounted within the granite? The SOW references new foundations — can you clarify what is expected in terms of the foundation work within or on top of the existing marble monument bases?
The existing flagpoles are mounted in bronze bases which are mounted to the granite. The existing bronze bases are to remain under this SOW. It is unknown whether the flagpoles are independently mounted to the granite within the bases. Foundation work under this SOW is the minimum required to securely mount the flagpoles in place using the existing base.
2. Electrical: Where is the existing electrical source? Are drawings available for the existing electrical infrastructure? Where should conduit be routed along the existing granite to feed the automatic flagpole motors? Schematic design was posted on SAM.Gov. See Attachment 2. Conduit should be routed on top of the granite behind the flagpole to minimize visibility. Contractors shall not drill or otherwise modify granite or grout seams to run conduit within the monument.
3. Parking / Site Access: Is there any designated area where contractor trucks can park during the performance period? A minimum of two parking spaces are preferred to accommodate a utility truck. Parking will be addressed at the time of installation but cannot be guaranteed at this time.
4. Scope of Automatic Operation: The SOW states the intent is to allow NPS staff to raise and lower flags automatically via a ground-mounted or pole-mounted control box. Can you confirm whether the automatic system is intended to move flags to full staff and half-staff positions only, or are there additional positions required? Full staff and half-staff positions only are acceptable, with manual operation mode to lower flags completely for replacement or other needs.
