About this file
This document provides an amendment to a solicitation for roof replacement services at Capehart Housing in the Golden Gate National Recreation Area. The National Park Service seeks to replace roofs on multiple buildings and requires contractors to test for hazardous materials in each building and provide reports prior to start of construction. The amendment answers two questions from offerors, clarifying that no debris currently exists in attics or crawl spaces but contractors will be responsible for cleanup if any is introduced, and confirming that hazardous materials testing of each building is required to ensure a fair bidding environment despite an example report being provided for one unit. The response due date of August 24, 2023 at 2:00 PDT for the solicitation remains unchanged.

140P8523R0012 Amendment 0002
The purpose of this amendment is to provide answers to offerors’ questions.
A. The following questions and answers are provided:
1. Q: The project specifications indicate that "Contractor is responsible for removing debris from the Attic space and using a shop vac or other appropriate removal system to mitigate dust accumulation in the attic space." How is a contractor supposed to price this without knowing what or how much of it is within the attic to be removed?
A: There is currently no debris in the attic or crawl space. If the contractor drops debris into the attic or crawl space, they are then responsible for using a shop vac and cleaning it out.
2. Q: The specifications also state that "The contractor will set up containment around the building and perform hazardous material testing" Why are we being asked to do this when there is already an asbestos report included in the project documents?
A: Per the specifications, the contractor must test each building and provide hazardous materials report for all buildings prior to start of construction. The example report provided is for one unit. For the base price and ensure a fair competitive offer environment, assume all buildings contain asbestos in the wet patch compound. However, hazardous materials testing must be completed once NTP is issued.
B. The RFP due remains unchanged as August 24, 2023, at 2:00 PDT.
