About this file
This document is an amendment to a solicitation for construction services. The National Park Service seeks to construct a new entrance station to reduce traffic congestion at an unspecified park location. The amendment provides answers to seven questions from potential offerors. It clarifies that pricing information should be included only in price proposals, confirms that past performance evaluations from CPARS are an acceptable alternative to the questionnaire, and notes that experience on both current and past projects will be considered when evaluating relevant experience. The solicitation number is 140P8523R0001 and remains open with the same closing date after release of this amendment. No further details on required services, pricing terms, or award timing are provided in this document.

Q1. Page 59 of 61 appears to require submission of the Attachment 12 Limitations of
Subcontracting form as part of the Technical Proposal. This form requires Offerors to enter pricing information, including both our total proposal price and subcontractor pricing.
However, RFP Page 58 states that the technical proposal "shall not contain any price information." Please clarify this contradicting requirement.
A1. It's a general statement about submission and will not be part of technical, please submit Attachment 12 Limitations of Subcontracting form with your price proposal.

Q2. Attachment 12 asks for Offerors to enter their "total proposed amount" in cell B5. Should
Offerors enter the total proposed amount for the base bid, or the total proposed amount for the base bid plus all options?
A2. Base bid plus all options
Q3. Page 59, Factor 3 states: "Past Performance information shall be documented on the past performance questionnaire (PPQ) (Section J, Attachment 11)." Many of our government customers will not fill out a PPQ if a CPARS has already been completed. Please confirm that submitting a
CPARS evaluation in lieu of an Attachment 11 PPQ will be acceptable.
A3. Additional submission of supporting documentation from CPARS will be acceptable.
Q4. Page 59, Factor 3 states: "Past Performance information shall be documented on the past performance questionnaire (PPQ) (Section J, Attachment 11)." Can we submit a previously completed PPQ that is substantively similar to the Attachment 11 PPQ?
A4. Yes, as long as the similar documents provides the same type of info as attachment 11.
Q5. Page 61, Factor 3 states: "Offerors with no historical record of past performance will receive a Neutral rating and will be rated technically acceptable." Please consider adjusting this sentence as follows to make it more specific: Offerors with no historical record of past performance on projects of similar scope and magnitude completed as a Prime Contractor will receive a Neutral rating and will be rated technically acceptable.
A5. It's understood that scope and magnitude as the prime is how past performance will be evaluated.
Q6. Attachment 10 includes a section titled
"Existing Commitments." However, Section L and
Section M do not reference how existing commitments will be evaluated. Will the
Government remove this section from Attachment
10?
A6. All information of that form is to evaluate relevant experience past & current. This is your
