SECTION 01 11 00 - SUMMARY OF WORK
PART 1 GENERAL
1.1 SUMMARY
A. This Section includes the following:
1. Work Covered by the Contract Documents.
2. Work Sequence
3. Government Furnished Materials
4. Contractor Use of Site
5. Government’s Occupancy Requirements
6. Work Restrictions
7. Special Construction Requirements
1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Location: Yosemite National Park. The project is located outside of the National Park Service (NPS) boundary for Yosemite National Park at the El Portal Wastewater Treatment Plant. The project is located approximately twenty-seven (27) miles east of the city of Mariposa via CA Highway 140.
B. The work to be performed under this Contract shall consist of furnishing tools, equipment, materials, supplies, and manufactured articles, and furnishing all labor, transportation, and services, including fuel, power, water, and essential communications, and performing all work or other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents. The work shall be complete, and all work, materials, and services not expressly indicated or called for in the Contract Documents that may be necessary for the complete and proper construction of the work in good faith shall be provided by the Contractor as though original so indicated, at no increase in cost to the Government.
C. The work to be performed under this Contract includes rehabilitation of two digesters at the El Portal Wastewater Treatment Plant. The primary digester holds approximately 229,000 gallons and the secondary digester holds 102,000 gallons. Cleaning of the digesters has not been performed in recent years. Significant accumulations of solids consisting of sludge, sand, and other debris normally found in wastewater digesters should be expected. Cleaning shall include screening of pumped digester sludge (capable of removing particles ¼-inch and larger), a dewatering process to remove water from the screened sludge resulting in a minimum of 20% biosolids by weight, and transferred to a designated staging area (the fluid separated during the dewatering process will be deposited into a plant drain). Once the digesters are emptied, any solids on the walls, ceilings, floors and equipment must be water blasted until clean as shown on the plans and specified herein. The Contractor shall haul off all solids in accordance with local, state, and federal regulations.

1.3 CONTRACTOR USE OF SITE
A. General: The Contractor shall have limited use of the site for construction operations.
Limit use of premises to areas within the Contract limits indicated on drawings. Staging locations are to be approved by the Contracting Officer. Do not disturb portions of the project site beyond areas in which the work is indicated. The Contractor shall restore all disturbed surfaces, features, drainage patterns, roadside ditches, trails, etc. to preconstruction conditions.
B. Storage of Materials: Confine storage of materials to preapproved areas identified as staging areas and other adjacent salvage storage areas as directed by the Contracting Officer. The Contractor shall return all storage areas to the same condition that they found them at the start of construction.
C. Preservation of Natural Features (General): The following information is provided as a work summary only. For complete specifications for preservation of natural features see Specification 01 35 50, “Archeological, Natural, Cultural & Physical Resources Protection.”
1. All equipment shall be power washed and inspected before entering the Park to ensure it is free of non-native weeds and/or seeds.
2. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.
D. Driveways and Entrances: Keep driveways, access roads and entrances serving premises clear and available to Government at all times. Do not use these areas for parking or storage of materials.
E. Construction Camp: Establishment of a camp within the park will not be permitted.
F. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Consult with, and receive written permission from, the Contracting Officer prior to bringing any vehicles or equipment requiring Caltrans special permits for size or weight. Permission is not guaranteed. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.
1. All park roads are subject to snow and icy conditions. The Contractor shall carry Caltrans approved tire chains or cables when working in El Portal from November through April, as a sudden snowstorm could make them mandatory. Vehicles with a gross vehicle weight (GVW) of greater than 6000 pounds must use tire chains/cables when chain controls are activated at any level.
2. The primary access to El Portal is via SR-140 from Mariposa, CA.
a) Maximum vehicle length: Currently, the maximum vehicle length allowed is 45 feet for any vehicle, due to restrictions at the one-way bridge at the Ferguson Slide area.
b) Height restrictions: 12 feet 10 inches
c) Seasons: Open all year (chains may be required in winter).
YOSE – 185130 01 11 00 - 5
Page 5 of 97 SUMMARY OF WORK
d) Delays or intermittent closures may occur due to rockslides and related issues. Heavy visitor traffic will cause delays during peak travel times.
e) The Contractor shall not make any claims for traffic delays or intermittent closures of SR-140.
3. Access is also available from the Big Oak Flat Road, a continuation of SR-120 from the Manteca/Stockton, CA area.
a) Maximum vehicle length: 45 feet for single vehicle, 60 feet for combination vehicle.
b) Height restrictions: Into Yosemite Valley - 10 feet 3 inches at curb; from Yosemite Valley - 13 feet 8 inches at curb. The height of the tunnel at the white fogline is higher and California-legal vehicles are able to drive through the tunnel while remaining in their lane. Permits issued by the Park are required to use this route for large vehicles – Contractor shall obtain any required permits and comply with Park requirements for securing a permit.
c) Seasons: Open all year (chains may be required in winter).
d) Delays or closures may occur due to rockslides and related issues. Closures are more frequent in winter. Closures may be long-term.
e) The Contractor shall assume that Big Oak Flat Road may experience full closures of up to two months in length, at any time. The Contractor shall not make any claims for traffic delays or closures of Big Oak Flat Road.
4. Access is also available from Wawona Road, a continuation of SR-41 from the Oakhurst/Fresno, CA area.
a) Maximum vehicle length: 45 feet for single vehicle.
b) Height restrictions: Into Yosemite Valley - 10 feet 2 inches at curb; from Yosemite Valley - 13 feet 6 inches.
Closures may be long-term.
e) The Contractor shall assume that Wawona Road may experience full closures of up to two months in length, at any time. The Contractor shall not make any claims for traffic delays or closures of Wawona Road.
G. It is the Contractor’s responsibility to obtain the most up to date information on road restrictions and closures, and to comply with all rules and regulations for vehicular traffic to and from the project site.
1. Hantavirus Risk: Infection with Hantavirus can progress to Hantavirus Pulmonary Syndrome (HPS), which can be fatal. Several Hantaviruses that are pathogenic to humans have been identified in the United States, including Yosemite National Park (see Yosemite National Park Directive #9: Hantavirus Risk Reduction Program). The
