About this file
This is Amendment 0002 to Solicitation 140P8426Q0080, issued by the National Park Service (NPS) at Point Reyes National Seashore, effective September 16, 2026. The amendment extends the quotation due date to 12:00 Noon Pacific Daylight Time on Friday, September 18, 2026, and provides NPS responses to questions received to date, along with critical clarifications regarding wage determinations and scope of work definitions.
The solicitation requires cleaning and/or mold remediation and interior restoration services for residential units at Crater Lake National Park in Klamath County, Oregon, with a period of performance from March 1, 2027, through May 31, 2027. The amendment clarifies that the service portion of work (cleaning) is subject to Service Contract Act (SCA) wage rates rather than Davis-Bacon Act construction wages, and incorporates the applicable SCA Wage Determination and Clause 52.222-41 into the solicitation. Construction cleanup incidental to the construction work—including removal of construction debris and dust necessary for final inspection—remains subject to Davis-Bacon Act requirements and is distinct from the one-time standalone cleaning service covered by SCA wage requirements. Andrew Hoeg is designated as the NPS Contracting Officer's Representative and can be contacted at 541-594-3037 or andrew_hoeg@nps.gov for receipt and acceptance certification of services rendered. Quoters must acknowledge receipt of this amendment prior to the submission deadline by completing the form items and returning it, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

APPLICABILITY OF WAGE DETERMINATIONS
This Amendment notifies quoters that the service portion of the work (cleaning) is subject to the Service Contract Act (SCA) rather than Davis-Bacon Act (construction) wage rates. The applicable SCA Wage Determination is being provided with this Amendment and is hereby incorporated into the solicitation.
Clause 52.222-41, Service Contract Labor
Standards, is likewise incorporated into the solicitation by this Amendment. Quoters shall ensure that wages paid to employees performing cleaning services comply with the SCA Wage
Determination, while wages paid to employees performing construction work comply with the applicable Davis-Bacon Wage Determination previously incorporated into the solicitation, or any wage rate conformance subsequently approved by the Department of Labor (DOL) post-award.

CONSTRUCTION CLEANUP VS. SERVICE CLEANING
Cleanup incidental to and required for completion of the construction work - including removal of construction debris, dust, and other cleaning necessary to bring the work to a state acceptable for final inspection and turnover
(i.e., punch-list level cleaning) - is considered part of the construction scope and is subject to the Davis-Bacon Act (DBA) wage requirements. This is separate and distinct from the one-time cleaning service required under this contract, which is not related to or incidental to the construction work, and is instead a standalone cleaning service subject
