About this file
This is a Questions and Answers (Q&A) document for a federal contract solicitation for roll-off dumpster and debris removal services at two demolition sites in California. The Government clarifies key scope and operational parameters in response to contractor questions.
The requirement involves removal of construction and demolition debris from two sites: the Bolinas cabin site (7001 Shoreline Highway) requiring 5 dumpsters with approximately 15.8 tons of debris, and the Olema barn site (9215 Shoreline Highway) requiring 10 dumpsters with approximately 22 tons of debris, for a total of 15 twenty-cubic-yard roll-off dumpsters. The debris consists primarily of old barn wood with low moisture content. Contractor compensation is per loaded dumpster plus overweight charges; time on site is not a factor. Up to two dumpsters will be on site simultaneously at each location, placed at the Contracting Officer's Representative (COR) direction. Swap-out frequency is to be determined based on actual production rates, with the COR providing notification when containers are full and swaps required by the following morning. The period of performance is August 26, 2026 through September 26, 2026. The contractor may select any legally permitted disposal facility but must provide Government scale house tags and abatement clearance documentation will be furnished to support facility acceptance. Road access at both sites is confirmed adequate for loaded roll-off trucks. Loading is performed by park staff; the contractor is responsible only for delivery, rental, hauling, and disposal. A single award will be made covering both sites. No performance or payment bond is required. The labor classification applicable is Motor Vehicle Operator/Truck Driver with appropriate CDL licensing and endorsements under Wage Determination No. 2015-5725, Revision 28. The deadline for question submission was August 20, 2026.

Questions
1. The SOW identifies 15 total dumpsters and an estimated 154 tons of demolition debris.
Based on these quantities, the dumpsters may need to be emptied and returned to the sites multiple times to handle the estimated debris volume.
Please clarify whether the 15 EA dumpster quantity includes only the initial delivery and final pickup, or whether all required dumpster swaps/return hauls must also be included in the 15 EA unit price.
If additional swaps or haul cycles are required, please confirm how those services should be priced and compensated.
2. Are all fifteen dumpsters needed onsite at one time? Or will they be delivered on a staggered basis? Up to TWO boxes on site at a time, placed at CORs direction for ease of filling.
3. How often will swap outs be required? Is there a set frequency or schedule? Swap-out frequency is TBD, as actual on-site production rate also TBD. Once production rate is determined, COR will notify vendor of need for a swap-out.
4. Attachment 1, Quote/Price Sheet, lists CLIN 010 as 15 EA of 20-cubic-yard roll-off dumpsters. SOW Section 10.0 states that payment shall be based on the actual number of dumpsters delivered and serviced. Please confirm whether the 15 EA quantity is a firm quantity or a Government estimate, and whether the CLIN 010 unit price will be applied to the actual number of delivery-and-haul cycles performed. This is an estimate of boxes needed and tonnage at each site. Could be more but
5. The solicitation estimates approximately 154 tons of disposal across 15 twenty-cubic-yard containers, an average of approximately 10.3 tons per container. The waste stream described in SOW Section 5.0 — wood demolition debris, roofing, and interior finish materials — typically yields three to five tons in a 20-cubic-yard container. Please confirm whether the Government anticipates multiple swap-outs at each container position in order to move the estimated tonnage, and if so, how those additional delivery-and-haul cycles will be priced and compensated. The C&D generated from this project is from a 150-year old barn. Debris will be mostly old barn wood with low moisture content/weight. SOW should reflect 5 dumpsters at the Bolinas site
(tonnage consistent with Larry's 3.16 tons per dumpster estimate) and 10 dumpsters at the Olema site (tonnage consistent with Larry's 2.2 tons per dumpster estimate).
6. Please confirm what the CLIN 010 unit price is intended to cover: delivery, the one-week rental period stated in SOW Section 7.0, and one haul to the disposal facility. Please also confirm whether rental beyond the one-week period is separately compensable and, if so, under which line item. Price is per loaded dumpster, plus any overweight charges.
Time on site of dumpster is not a factor.
7. Please confirm that CLIN 010a will be paid at the quoted unit price against actual certified scale weight, and that the approximately 154-ton estimate does not operate as a ceiling on quantity or payment. 154-tons is not correct.
SCOPE DISCREPANCIES
8. The document title and CLIN 00010 both reference 15 roll-off dumpsters. The SF 1449 continuation sheet at page 2 states a requirement for "the supply 10 Roll-off Dumpster and Debris Removal." Please confirm the correct quantity.10 dumpsters at Bolinas, 5 at
Olema= 15 dumpsters.
9. SOW Section 11.0 assigns an estimated 102 tons to the Bolinas cabin site with five containers, and an estimated 52 tons to the Olema barn site with ten containers. This yields approximately 20.4 tons per container at Bolinas and 5.2 tons per container at
Olema. Please confirm whether the site tonnage figures were transposed. Not aware of this discrepancy. Each dumpster should be estimated between 3-5 tons.
DISPOSAL
10. Please confirm whether the Government has designated a specific disposal facility, or whether the Contractor may select any legally permitted facility as stated in SOW Section
3.0. Contractor may select legally permitted disposal site but must provide
Government scale house tags.
11. Please confirm whether the Government will accept processing of the debris at a permitted construction and demolition materials recovery facility in lieu of direct landfill disposal, and whether any diversion or recycling percentage is required or credited. At discretion of contractor but cannot exceed cost of landill.
12. SOW Section 6.0 states that all asbestos-containing materials and regulated materials have been abated and removed prior to commencement of dumpster services. Disposal facilities in this region require documentation of abatement for demolition debris originating from structures of this age. Please confirm that abatement clearance documentation will be furnished to the Contractor to support acceptance of loads at the disposal facility. Abatement clearance documentation will be furnished to the
Contractor to support acceptance of loads at the disposal facility.
SITE ACCESS AND OPERATIONS
13. Site 1 is identified as near 7001 Shoreline Highway, Bolinas. Please confirm road access adequate for a loaded roll-off truck, including any posted weight limits, width restrictions, overhead clearance limitations, and available turnaround at the placement location. CONFIRMED
14. Please confirm the same for Site 2, near 9215 Shoreline Highway, Olema.
CONFIRMED
15. Please confirm the placement surface at each site and whether the Government will accept responsibility for rutting or surface disturbance resulting from container placement on unimproved ground. Stable firm grassy surface. Surface disturbance will not be an issue.
16. Please confirm that loading of the containers is performed by the demolition contractor or others, and that the Contractor under this order is responsible only for delivery, rental, hauling, and disposal. Loading of the containers is performed by the park staff. The
Contractor under this order is responsible only for delivery, rental, hauling, and disposal.
17. Please confirm whether a site visit will be scheduled prior to the quotation due date. At bidder’s request.
SCHEDULE
18. The period of performance runs from 08/26/2026 to 05/31/2027, with a one-week rental period per container. Please provide the anticipated sequencing of container placements across that period, or confirm that placements will be scheduled by the COR on an as-needed basis. This PoP is incorrect. Anticipate 8/26/26-9/26/26
19. Please confirm the required advance notice for delivery and for pickup following notification that a container is full. COR will notify contractor of full box, swap out will be by following morning.
LABOR STANDARDS AND ADMINISTRATION
20. Please confirm the labor classification or classifications under Wage Determination No.
2015-5725, Revision 28 that the Government considers applicable to this requirement.
Should be a Motor Vehicle Operator/Truck driver with appropriate CDL licensing and endorsements.
21. Please confirm whether any performance or payment bond is required for this acquisition. No not required.
22. Please confirm whether a single award will be made covering both sites. Single award.
23. Please confirm the deadline for submission of questions. Deadline for submission of question is 8/20/2026
24. Container Rotation / Simultaneous Placement:
Does the Government require all five 20-yard dumpsters at the Bolinas location and all ten 20-yard dumpsters at the Olema location to be placed on site simultaneously, or may the contractor rotate/exchange containers as they become full based on demolition progress and coordination with the COR? See answer to Question 2.
25. 40-Yard Dumpster Alternative:
Would the Government consider allowing 40-yard roll-off dumpsters in place of some or all of the specified 20-yard dumpsters, provided the contractor can safely access the sites, maintain the required capacity/service level, and provide pricing that is equal to or more advantageous to the Government? It is our understanding that local highway ordnances prohibit delivery of 40 CY sized dumpsters.
26. Vehicle/Road Access Restrictions:
Are there any known restrictions at either site regarding roll-off trucks or other heavy vehicles, including maximum vehicle weight, gross vehicle weight rating (GVWR), truck length, axle restrictions, road width, bridge weight limits, turning-radius limitations, overhead clearance, steep grades, or other access restrictions that contractors should account for when selecting equipment? Possibly, but not known to us.
27. Bolinas Estimated Tonnage / Additional Pulls:
The SOW estimates approximately 102 tons of debris at the Bolinas location while identifying five 20-yard dumpsters. If the five containers reach their safe or legal weight limits before all 102 tons are removed, will the contractor be permitted to perform additional pulls/exchanges, and would those additional services be compensated under the contract? These weights are incorrect. See answer 5.
28. Please confirm whether the estimates of approximately 102 tons for five dumpsters at the
Bolinas site and 52 tons for ten dumpsters at the Olema site are correct. If correct, please clarify whether the stated dumpster quantities represent the total number of rentals and haul services or whether multiple pickups and replacement dumpsters will be required to accommodate the estimated tonnage. See answers 5 & 27.
