Summary: RFQ #140P8426Q0046 – Cleaning and Mold Remediation & Interior Restoration

This Request for Quotation (RFQ) solicits services for cleaning, mold remediation, and interior restoration of seven residential units at Crater Lake National Park. The work scope is divided by unit type: three units (24, 28, and 32) require both cleaning and repair activities due to water intrusion and microbial growth affecting ceilings, walls, flooring, and furnishings, while four units (31, 34A, 34B, and 34C) require cleaning only unless additional damage is discovered during inspection. Services include selective demolition of approximately 65 square feet of water-damaged ceiling materials per unit (drywall, plaster, and insulation), two-pass HEPA vacuuming, carpet shampooing and sanitization using HEPA extraction equipment, cleaning and treatment of hard surfaces with EPA-registered antimicrobial agents, furniture sanitization, air purification with HEPA scrubbers (minimum 4 air changes per hour), dehumidification to maintain humidity below 60%, restoration work including insulation replacement and drywall/plaster repair per applicable ASTM standards, air and surface testing to verify clearance criteria, and comprehensive documentation including photo records and final reports with recommendations.

Work must be completed within 30 calendar days, with permitted hours from 7:00 AM to 5:00 PM, seven days per week. The contractor must submit extensive pre-work documentation including payment bond (SF-25A), proof of liability and workers' compensation insurance, accident prevention and quality control plans, waste management plan, unit and room sequencing schedules, and restoration materials specifications. All work areas require containment with negative air pressure, dust control per OSHA standards, and protection of unaffected spaces. Testing personnel must provide credentials and training documentation prior to sampling. Payment is structured as a lump sum per unit upon project completion using the NPS Pay Estimate Form and submitted through www.ipp.gov. A minimum one-year warranty is required, and this is a firm-fixed-price contract with no adjustments for conditions discoverable at the time of quotation. Final inspection and punch list work must be completed within 30 days, weather permitting.

PART 1 – GENERAL

ITEM 1 – DESCRIPTION OF WORK

1.1 Unit Overview and Service Requirements:

Crater Lake National Park maintains several historic stone residential buildings. These include six (6) two-story, two-bedroom houses and one (1) two-story structure that contains three (3) two-bedroom units. Collectively, these buildings comprise a total of nine (9) residential units.

Of the nine available units, Crater Lake National Park requires cleaning and/or restoration services for seven (7) specific residential units: units 24, 28, 31, 32, and (within Building 34) units 34A, 34B, and 34C. Unit numbering and locations shall be verified against site map included at the end of this document.

1.2 Scope of Work by Unit Type:

Three (3) of the units – units 24, 28, and 32 – require both cleaning and repair activities.

Water intrusion has resulted in microbial growth affecting ceilings, wall finishes, flooring systems, furnishings, and interior air quality in these units. They require mold cleaning, sanitation, and interior restoration services including demolition and restoration of affected drywall and plaster surfaces to address any identified damage.

The remaining four (4) units – specifically, units 31, 34A, 34B, and 34C – require cleaning only. These units do not show any evidence of water damage or mold at present. They will receive cleaning services exclusively, unless further inspection during execution uncovers damage that necessitates additional intervention.

This project establishes a unit-based remediation and restoration scope, where all work is defined and executed on a per unit basis, with total quantities derived from seven (7) units. Work may occur in any room within each unit where damage or contamination is present.

1.3 Work Covered by the Contract Documents:

Project Location:

Crater Lake National Park Scope Summary (PER UNIT BASIS):

All work shall be performed per individual unit as required. Cleaning (and mold remediation and restoration activities, when required) shall be performed throughout the entirety of each unit, including all accessible enclosed spaces such as closets, cabinets, crawlspaces, and similar areas, while demolition and restoration work may occur in any room (living rooms, bedrooms, hallways, or other interior spaces) as required based on field conditions:

• Selective demolition (per unit): Removal and disposal of approximately 65 square feet of water-damaged ceiling materials, including drywall, plaster, and insulation. Work areas shall be field-verified and may occur in any room within the unit.
