About this file
This is a Questions and Answers document (Amendment 5, Attachment 7) for Solicitation No. 140P8426Q0026 regarding restriping park roads and parking lots at Lava Beds National Monument (LABE). The document consolidates prior questions and answers from Amendments 3 and 4, along with new questions for Amendment 4.
The scope of work includes restriping approximately 29 miles of centerline roads (assuming double yellow centerlines where quantities of single versus double yellow are unknown) and striping 221 parking spaces plus 18 ADA spaces distributed across 15 different parking lots. Black paint is to be used only for covering previous mistakes or cleanup, not for application between double yellow lines. The centerline markings will consist of a combination of single and double yellow lines, with the 29-mile quantity representing the total centerline length rather than accounting separately for individual stripes in double yellow areas. Two crosswalks are required: one crossing roads with perpendicular bar markings measuring 11 linear feet wide by 28 linear feet long, and one crossing a parking lot with diagonal bar markings measuring 11 linear feet wide by 46 linear feet long.

Solicitation no. 140P8426Q0026 - Amendment 5, Attachment 7, Q and A (9/3/26) Restripe Park Roads & Parking Lots, Lava Beds National Monument ( LABE)
Prior questions/answers from Amendment 3:
QUESTION 1: Is black paint to be included between the double yellow lines?
ANSWER: Black paint is to be used to cover previous mistakes or clean up, not for double lines.
QUESTION 3: Are there parking spaces to stripe, and if so, how many?
ANSWER: There is a need to stripe parking spots. The park confirmed that the Admin area had a total of 41spaces and 1 ADA space. So, the new total should be 221 spaces and 18 ADA spaces broken up within 15 different parking lots.
Follow-Up and new Questions for Amendment 4:
QUESTION 2: Is the center line a double yellow or dotted?
ANSWER: There will be a combo of single and double lines for center of roadway.
(Follow-Up) QUESTION 2A: Please clarify approximately how much of the 29 miles is single yellow versus double yellow?
(Follow-Up) ANSWER: Safe assumption is to figure the 29 mile center line to be a double centerline since we don’t know approximate quantities of single yellow vs double yellow.
(Follow-Up) QUESTION 2B: Additionally, does the 29-mile centerline quantity represent the roadway centerline length, or does it already account for both individual stripes in areas with double yellow?
(Follow-Up) ANSWER: The 29 mile centerline represents the length of the centerline (total length)
NEW QUESTION 4: Could the Government provide the approximate dimensions of the two crosswalks, including the roadway width/length of each crossing? Also, can you confirm whether these are standard transverse-line crosswalks or high-visibility/continental-style markings?
ANSWER: See Pictures 1 and 2 below. Both crossings are 11 Linear
Feet (LF) wide and 28 LF long. The crosswalk crossing the roads is perpendicular bar and in Picture 1 where it crosses the parking lot is diagonal bar and that is 46 LF long
Picture 1 below shows written measurements of 11 LF wide, 28 LF long, 46 LF long
Picture 2 below shows written measurements of 28 LF long and 11 LF wide
