About this file
This is a Justification & Approval for Other Than Full and Open Competition for Simplified Acquisitions, dated April 14, 2026, for PR Number 044037077.
Oregon Caves National Monument (ORCA) is procuring a one-year supply of water filter cartridges and filter bags with an anticipated cost of $49,256. The filters must achieve 99% removal of particles greater than 1 micron at a flow rate of up to 16 gallons per minute (gpm) to comply with Safe Drinking Water Act requirements and Oregon Department of Environmental Quality (ODEQ) standards. The filters are for two water treatment plants that currently use Strainrite AQ2 Aquarite and Harmsco BC4-3 filter vessels. The justification for sole source procurement is based on brand name requirements, as no other filter cartridges available meet the 1-micron filtration specification at 16 gpm while fitting and sealing properly within the existing filter housing. Annual market research confirms no alternative brands are suitable, and using non-compatible filters would void the water treatment plant warranty and create unnecessary contamination risks with life and safety implications for park personnel and visitors.
The contracting officer, Elizabeth Chico, certifies that only one source is available and that the anticipated price will be determined as fair and reasonable using price analysis techniques. Approval from a warranted individual one level above the contracting officer is required due to the acquisition exceeding $50,000.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR Part 2) UP TO SAT (See FAR 13.106-1)
Date: 4/14/2026 PR Number: 044037077
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
Oregon Caves National Monument (ORCA) operates two water treatment plants to filter surface water to provide potable water for park operations and public use. To meet the stringent requirements set by the Safe Drinking Water Act and the Oregon Department of Environmental Quality (ODEQ), the park utilizes a filtration system comprising four different types of water filters. These filter cartridges and filter bags are rated for up to 99% removal of particles greater than 1 micron for up to 16 gpm. This acquisition is for a one-year supply of filters. The anticipated cost is $49,256.
2. Sole Source Justification rationale (Check one and explain below):
Only one responsible source.
Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
XX Other: Brand Name Justification
Explain: No other filters have been located that will meet the (DEQ) requirement of 1 micron filtration at 16 gpm and fit within and adequately seal within the Strainrite AQ2 Aquarite and Harmsco BC4-3 filter vessels that are installed at the ORCA water treatment plants. The use of any other filters would void the warranty for this water treatment plant and would create an unnecessary risk of contamination to the water supply resulting in life and safety risks to park personnel and visitors.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Market research has been performed annually for this requirement. No other brand of cartridge filters are available that can perform at 1 micron filtration at 16 GPM and fit within and adequately seal within the filter housing that is installed at the ORCA water treatment plants.
