Pipe bursting is allowed for Bid Option 1 water line installation from the existing water booster plant building to station 13+30.

4. Question: Does vegetation that’s cut/cleared in staging areas or for construction access require haul and disposal off site? Answer: No. Light vegetation up to 1” diameter can be lopped and scattered in the forest adjacent to the cleared areas. Larger diameter vegetation can be hauled and disposed near the “Elbow” staging area at STN 11+00.

5. Question: What are the general construction hours and are there nesting bird restrictions?

Answer: Per specification 01 11 00, work shall generally be performed during normal business hours 8am to 5pm, Monday to Friday. Weekend work requires prior notification and coordination with NPS. If work is performed during the nesting bird season between March 24 and September 15, noise producing operations must occur between two hours after sunrise and two hours before sunset.

6. Question: Can campgrounds be closed for additional staging near the base bid water line connection to the campground water supply line? Answer: Yes. Please provide clarification on how the water system is fed if the booster pump system is taken off-line? Answer: In base bid, the system will be fed through supply line water pressure.

This is connected into the supply line system on C-004 at the 4”x6” increaser adjacent west of the treatment shed.

10. Question: Section 32 16 00 – 3.2 B states, “The furnishing and placing of topsoil shall be in accordance with Section 31 22 00“ Section 31 22 00 is not included in the technical specifications. Please clarify if topsoiling is required. Answer: Topsoiling is expected to be nominal, occurring only at areas of excavation. Section 31 22 00 is provided as part of this Amendment 2.

11. Question: Is the project award based on CLIN No. 1 through 15 or is it based on CLIN’s 1 through 23? Please clarify? Answer: Refer to Section M of the Solicitation which states, “Except when it is determined not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).” See Sections H and M for additional information regarding the exercising of options.

12. Question: Section 31 12 33 - 3.3 A. details minimum trench width and depth if rock is encountered in the excavation. How is rock excavation paid for? Please clarify? Answer:

Excavation shall be paid for under CLIN 3 for the base bid and under CLIN 16 for Bid Option 1.

13. Question: Your attention is directed to sheet C-001. This is the project overview. The termination of the base bid is at station 13+30. Access to this end point is via Wolf Creek Road. Construction equipment and manpower will have to proceed and pass the Wolf Creek Education Center. Will classes be in session during the period of construction?

Answer: The Wolf Creek Education Center may be in use by NPS staff, partners and the public during the period of construction. NPS will coordinate construction access through the site during the period of construction. NPS staff will be present at the Wolf Creek Education Center to assist with this coordination during the period of construction.

14. Question: In reference to previous question #13, if the Wolf Creek Education Center is in session what construction constraints apply? Working hour restrictions? May we excavate around the education center while the center is occupied? There are fire services to be placed at the center. Please clarify. Answer: See answer to site visit question #5 regarding construction hours. These hours and restrictions apply to work around the Education Center. NPS will coordinate occupancy at the Education Center based on the contractor’s construction schedule. NPS will coordinate fire protection of facilities during construction periods when plumbed fire services are taken offline for construction.

15. Question: In the bid schedule, CLIN No. 14 is Water System Pressure Testing. This CLIN is under the base bid. Under the option bid schedule there is no CLIN for Water System Pressure Testing. How is pressure testing paid for under option 1 of the project?

Please clarify? Answer: Pressure testing for the entire project, including Bid Option 1, shall be included under CLIN 14. Specification 01 27 00 incorrectly flip-flopped CLIN 13 & 14. This has been corrected in revised specifications provided with this Amendment 2.

16. Question: Your attention is directed to section 33 11 00 -1.2.3 “Horizontal Directional Drilling Plan.” There it states, Work plans must be stamped and signed by an engineer who is registered as a civil engineer in the State. This requirement is cost prohibitive as prime contractors as well as, directional drilling contractors do NOT have professional Engineers on staff. Please eliminate a plan stamped and signed by an engineer who is registered as a civil engineer in the State? Answer: Utility Horizontal Directional Drilling specifications footer incorrectly numbered for this section. The section footer has been updated to 33 05 23 in this amendment. Engineer stamping requirement of section 1.2.3 has been removed. See specification section 33 05 23 for revisions to section 1.2.3 and subparts. Also see revisions to part 3.2.1.1 and 3.5-A.

17. Question: Your attention is directed to section 33 11 00 – 3.2.8 “Drilling Fluids Disposal.”

There it states, drilling fluids and cuttings must be collected and disposed off-site at an applicable State approved collection facility. Because our drilling fluid is NSF 60 approved and after adequate drying, the soils can be used as trench backfill. Please eliminate off site disposal and allow drilling fluids to remain on site? Answer: Due to the sensitive environment of the park lands on which this project is located, off-site disposal per section 33 11 00 – 3.2.8 is required.

18. Question: If the option is awarded and the contractor selects an open cut method of construction, there will be spoils (excess dirt from trench excavation) due to sand bedding placed in the ditch. Can these spoils remain on-site? Answer: Yes, trench & excavation spoils can be piled in a designated space near the water booster building.

Final location will be coordinated by NPS. Approximate location has been added to sheet C-007 of this amendment.

19. Question: The new water system connects to existing on sheet C-002. What size is the existing water main there? Please provide a connection detail on the construction drawings? Answer: Existing water main is believed to be 4” C900. Connection to be in conformance with specification 33 11 00.

20. Question: There are two new future fire water services as shown on sheet C-007. How do these two future fire service water lines connect to the housing units? For example, in a fire riser or are they capped for future connection? Answer: Water service branch towards south NPS facilities on C-007 has been removed from project scope. See revised sheet C-007 as part of Amendment 2.

21. Question: In the solicitation, liquidated damages for not completing the project within the period of performance is not given. What are liquidated damages for not completing on time? Answer: Liquidated damages do not apply to this project.

22. Question: For the bid bond, can this be covered by my subcontractor if they can prove they are capable? Answer: No, all bonds must be supplied by the prime contractor.

23. Question: For Volume I, Technical Proposal, Factor 2, is a copy of our subcontractor's California Contractor State License alone sufficient to fulfill this requirement? Answer:

Please review the Solicitation, specifically Section L instructions and corresponding Section M evaluation factors. Section L instructs offerors to submit a copy of the current California Contractor State License classification such as “A” (General Engineering Contractor), “C-34” (Pipeline Contractor), or other classification that is applicable to the work the Offeror, and any proposed subcontractor(s), will be performing on this project (describe in detail in your proposal). Any prime contractor and/or subcontractor that will be performing horizontal directional drilling work shall be required to possess a current C-34 license classification. There is no preprinted form for this submittal. Section M states, among other things, that offerors who possess a current and valid State License applicable to the work they will be performing on this project will be more favorably rated.

24. Question: There is a stream crossing that was discovered during the site visit that is not shown on sheet C-007. Please advise what is to be done at the “Humbolt Stream Crossing”? Answer: Water service branch towards south NPS facilities on C-007 has been removed from project scope. See revised sheet C-007 as part of Amendment 2.

26. Question: During the site visit, it was mentioned that the existing 4” line from stations 6+00 to 12+00 is potentially not shown in the correct location. Please provide location of existing piping in the above-mentioned locations. Answer: See response to site visit question #7.

27. Question: Clearing operations will be required to gain access to staging areas from station 0+00 to 13+13. Will slash and debris from clearing operations be allowed to broadcast into the forest or will they need to be hauled off site? Answer: Light vegetation up to 1” diameter can be lopped and scattered in the forest adjacent to the cleared areas. Larger diameter vegetation can be hauled and disposed near the “Elbow” staging area at STN 11+00.

28. Question: In order to set up for pipe bursting and HDD operations, long lengths of piping will need to be pre-fused which will impede into several campsites near station 0+00 and block the roadway from visitors. Will it be possible to close down the campground loop closest to station 0+00 during the construction period? Answer: Yes. With prior coordination with NPS and CDPR, campgrounds 62, 63, 64, 65, 66, 67 & 68 can be closed for additional contractor staging such as pipe fusing along the campground paved road.

29. Question: Note 1 on sheet C-002 states that HDD is required from station 3+30 to station 13+13. During the site visit it was mentioned that a portion of that could be completed utilizing pipe bursting methods. Please clarify what areas, if any, are allowed to be pipe burst between stations 3+30 and 13+13? Answer: See response to site visit question #3.

30. Question: Can clarification be provided on question 2 of the Project Experience Questionnaire: Identify which Project Experience elements listed in section L of the solicitation each contractor’s work addresses. Section L doesn’t appear to address project elements. Is this the correct reference section? Answer: Question 2 of the Project Experience Questionnaire is addressing the bulleted elements listed in the Solicitation Section L, specifically E.3, Factor 1.

31. Question: Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals? Answer: No, the positions do not have to be separate individuals.

32. Question: Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project? Answer: Refer to FAR clause 52.211-10 within the solicitation which states that the firm end date for performance is October 31, 2025. This completion date is based on the assumption that the successful offeror will receive the notice to proceed by September 1, 2024.

33. Question: Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions. Answer: Soil boring reports are not available.

Excavations and HDD paths could encounter obstructions. Reference specifications for additional information on obstructions including 31 05 33 and 33 05 23.
