SOLICITATION NO. 140P8419R0013
REPAIR RAW WATER SUPPLY AND INTAKE INFRASTRUCTURE FOR
THE PUBLIC WATER SYSTEM,
OREGON CAVES NATIONAL MONUMENT AND PRESERVE,
JOSEPHINE COUNTY, OREGON
FINAL QUESTIONS AND ANSWERS:
Question 61:
Section 31 05 16 – 2.2 A. requires contractor to conform to three different alternative pipe bedding gradations. Option 3 is a Commercially available 3/8” - 0 or No. 10 - 0 sand.
Please define No. 10 - 0 sand ?
NPS Response: The way the spec reads is a little misleading, insinuating that there are three options. No. 10 - 0 Sand is defined by Section 00360.10 in the Oregon DOT Standard Specifications for Construction as:
As one can see, this is the same gradation that the Specifications state in Section 31 05 16.
Question 62:
Section 31 05 16 – 2.2 B. requires the contractor to furnish and install trench backfill material that has no more than 0.20 percent by weight of wood waste retained on the no.
4 sieve.
Please provide an ASTM or AASHTO specification for testing wood waste on the no. 4 sieve?
NPS Response: Please reference ODOT method of ttesting for the presence of wood waste in appgregates TM225. Link provided below:

RFP No. 140P8419R0013, Attachment No. 15, Final Q-A
Question 63:
In attachment No. 11 Questions and Answers, Question 25 it was stated the contractor is to provide pricing for 50cy of Rock Excavation in the revised contract bid schedule you did not add a line item for 50cubic yards of rock excavation. Can you provide a revised bid schedule reflecting this or how should we address this?
NPS Response: A final revised Bid Schedule is provided with this Amendment reflecting a new CLIN 11 covering the 50 CY of rock excavation (see attachment Att 01_140P8419R0013_Contract Bid Schedule_revised_final.pdf).
The Specifications section Definition of Contract Line Items is updated regarding the new CLIN 11 as follows:
Contract Price Item No. 11 – 10 CY of Rock Removal
1. This price item consists of providing all labor, materials and equipment required to excavate approximately 50 CY of rock material (10 CY X 5 Each). Excavation will occur to maintain a 40" trail along the section of water main. Contractor shall provide NPS with documentation regarding volume of rock extracted. If during the course of construction, less rock excavation is needed, the Government may request an equitable adjustment for all work not conducted. If additional rock excavation is required, contractor may submit a request for equitable adjustment for rock excavation at the proposed unit price for excavating 10 CY of rock.
2. No separate measurement will be made.
3. Payment will be made at the contract price per each.
Question 64:
Please confirm what time proposals are due? Beta.sam.gov is currently showing due date time of 11:59 pm EST which seems inaccurate.
NPS Response: Proposals must be received by 3:00 p.m. Pacific Time, Thursday, December 19, 2019, and shall only be accepted through electronic mail addressed to Alanna_Gardner@nps.gov.
