National Park Service Whiskeytown National Recreation Area 14412 Kennedy Memorial Drive Whiskeytown, CA 96095

Background

WHIS operates waste water treatment plants, wastewater lift stations, vault toilets, floating restrooms, public restrooms and park staff restrooms with flush toilets. All toilets are either on vaults, septic or sewer system. Historically pumping has been scheduled yearly for vault toilets while septic pumping has been scheduled as needed. Lift stations, as well as pumping at wastewater plants is generally necessary during a time of imminent need. These imminent needs arise from “emergencies/urgent needs” as well as “incidents.”

Emergency/Urgent Need pumping is generally caused by a power outage or equipment failure creating a condition of inoperable lift stations and wastewater plants and require an immediate (2-hour) response time to begin pumping, from call for service.

Incident pumping is ongoing pumping that may have begun as an emergency/urgent need, but due to the ongoing nature of the failure of the system it is long term. Incident pumping shall require a response time to begin pumping within 24 hours from call for service.

At times, WHIS requires the rental of portable toilets and hand wash stations. This need arises from routine special events, emergencies/urgent needs, as well as incidents. Required response times are three days, two hours, and 24 hours from time of call for service respectively. Rental toilets and hand wash stations must be serviced (cleaned, maintained, and supplied in a satisfactory condition) by contractor on a weekly basis, or more often, as necessary.

Scope

This requirement is for a base year, with the potential for up to four option years, and provides for the pumping of sewage at wastewater treatment plants, sanitary lift stations, septic tanks, floating restrooms and vault toilets - scheduled as either routine, emergency, or incident pumping service. This requirement also provides for the rental and service of portable toilets and hand wash stations scheduled either as routine, emergency, or incident – in nature.

Ordering/Scheduling calls for service are required as follows:

Routine – 3 day lead time Emergency/Urgent Need – Two Hour Response Incident – 24 Hour lead time

Continued emergencies/urgent needs may convert to incidents once it is feasible to give 24 hour notice for pumping and after three days of rental of portable toilets and hand wash stations.

All emergency/urgent need and incident pumping are required to have the capacity to pump and transport a minimum of 3,500 gallons of waste. “Option Items” are identified as services that are required to be priced and may be added to a potential contract through modification, as necessary. Most “option items” are emergency/urgent or incident in nature, and the need for those types of services are typically unexpected.

Portable toilet and hand wash station rentals are required to be serviced weekly, or more frequently, as needed. If any additional servicing of portable toilets and or hand wash stations above the weekly service is necessary, a 24 hour notice will be given.

Calls for service will be authorized by WHIS Chief of Facility Maintenance David Larabee, Building, Grounds, and Utilities Supervisor John Arroyo, Contracting Officer’s Representative Ian Jorrick, Chief Plant Operator Sally-Jo McAllister, Wastewater Operator Morgan Rau, or Wastewater Operator Chris Blevins.

Park staff will provide access to work areas requiring services, as needed.

Load trip tickets shall be provide for each wastewater/septic/vault pumping service. Trip tickets msut be numbered, show service provided (Routine, Emergency/Urgent, Incident), location of service, quantity pumped, date and time of service. Billing invoice shall reference trip ticket number, and line item description with correct contracted price.

Period of Performance

This requirement is for a base period of early July 2019 -10/31/2019. Up to four additional option years, may be exercised at the discretion of the National Park Service.

Frequency of service varies based on weather, seasons, visitation numbers, emergencies/urgent need and incidents.
