BEAR VALLEY VISITOR CENTER HEATING SYSTEM REHABILITATION

POINT REYES NATIONAL SEASHORE

MARIN COUNTY, CALIFORNIA

SITE VISIT - JULY 30, 2018

SITE VISIT SUMMARY SUMMARY:

A site visit was conducted on July 30, 2018 from 8:00am to 9:00am at the Bear Valley Visitor Center. Participants met in the Bear Valley Visitor Center parking lot where a brief overview of the project was given. The tour proceeded through the side door into the employee break room and offices, up into the attic to tour the mechanical loft, then into the main area of the visitor center where the clerestory windows were operated; the overhead fans were run; and the propane fireplace discussed. The tour continued through the public restrooms where work will occur, then finally to the auditorium, indicating location of control room and panel A and B. NPS will identify all breaker panels involved.

QUESTIONS AND ANSWERS RECEIVED TO DATE:

Q1: Where do we get the plan and specifications for this project?

A1: Solicitation number P8418R0006 and all associated attachments including specifications can be downloaded from www.fbo.gov.

Q2: What is the total estimate for this project?

A2: While we can’t reveal the Independent Government Estimate, per FAR 36.204 the project range is estimated to be between $250,000 and $500,000.

Q3: Is attendance at the Site Visit mandatory?

A3: No, it is not mandatory. However, the clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors are urged and expected to inspect the site where the work will be performed.

Q4: If we missed the Site Visit can we schedule another one? Or, if we attended the Site Visit, but want to come out again, can we set up another visit?

A4: Yes, contact the Contracting Officer no later than August 6, 2018 to request any additional site visits.

Q5: The Specifications have the ductwork balancing occurring before other work begins. Confirm this is the correct sequence. If yes, are we to balance the entire system and include S-3 and S-4 in clerestory?

A5: Since the project consists of new and refurbished mechanical equipment, the testing and balancing procedures are to be done as if the mechanical systems are new. Specification 230100, Sections 3.3.J.2 and 3.3.J.3 no longer apply and can be disregarded. As such, attached is the revised Specification 230100 with double-strikes through the Sections 3.3.J.2 and 3.3.J.3 text.

Q6: What is the height of the clerestory supply or recirculation fan assembly?

A6: Referencing 1983 architectural drawings, NPS estimates it is about 41.7 feet to underside of clerestory roof and about 36.5 feet to the top of the clerestory operable sashes. EXACT HEIGHT SHALL BE FIELD VERIFIED BY THE CONTRACTOR. Referenced CAD drawings available upon request.

Q7: Do Generals/ Subcontractors need to be prequalified? If so, How do we start the process?

A7: Please refer to Section L of the solicitation which provides detailed instructions on how/what to submit. Also see related question below regarding licensing requirements that must be submitted with your proposal package.

Q8: What type of license is required to bid as a prime (“i.e.” C-20? B?) Is there a specific Contractor State License classification like a “B” (General Building Contractor) or a “C-20” (Heating, Ventilating and Air-Conditioning Contractor)?

A8: In addition to other minor updates throughout, Section L and M have been updated via this amendment to show that offerors shall provide a copy of the current California Contractor State License classification C-20 (Warm-Air Heating, Ventilating and Air-Conditioning Contractor).

Notate if you are proposing to sub-contract any of the HVAC work (include name of proposed sub-contractor). If the prime contractor is proposing to use a sub-contractor for any of the HVAC work, the prime shall submit a copy of the current California Contractor State License classification C-20 for the proposed sub-contractor and shall additionally provide a copy of the prime contractor’s current California Contractor State License classification such as “B” (General Building Contractor). Updates to the Att 13_ P8418R0006_ Provisions and Clauses_revised_2018-Aug-02.pdf document are highlighted in red text.

Q9: Is there is a PLA (Project labor agreement) or PSA (Project Stabilization agreement)?

A9: Davis Bacon Wage Rates apply, and the current wage determination is provided as an attachment to the solicitation.

Q10: Who will be responsible for moving any items needed for Contractor to complete the work, such as glass display case in main area of visitor center, etc.?

A10: NPS will move any non-fixed items required to reasonably complete the work with adequate advance notice. This will be covered in detail with the successful contractor at the pre-construction conference.

Q11: How will work be coordinated with NPS staff and park visitors?

A11: Visitor Center closures or partial closures may be scheduled with adequate advance notice. This will be covered in detail with the successful contractor at the pre-construction conference.
