About this file
This document comprises site visit notes and clarifications from a pre-proposal conference for a flooring project at two historic houses in Olympic National Park, conducted on April 1, 2026, under Solicitation #140P8326Q0020, along with a corresponding site visit sign-in sheet.
The project involves flooring work at the Christianson House and Mora House. At the Christianson House, contractors must remove and reinstall baseboards during wood floor refinishing, stain the wood floor to match existing finishes using the Bona Method (either water or oil-based products acceptable), and handle carpet-to-bathroom transitions by reusing existing bar transitions where possible or replacing with metal transition strips if damaged. At the Mora House, all vinyl base molding must be removed and replaced with stained wood baseboards matching the existing wood baseboards throughout the house, with replacement boards only requiring height sufficient to cover the old vinyl baseboards. Transition strips between new luxury vinyl plank (LVP) flooring and new carpet must match the LVP material throughout the house; where new carpet transitions to existing tile in the laundry room, contractors may use matching LVP transition strips or flat metal transition strips. The Period of Performance may be extended, pending further clarification. Two site visitors attended the pre-proposal conference: representatives from Elite Northwest Flooring and GSS Home Services, along with park contracting office personnel.

Christianson and Mora House Flooring Olympic NP Attachment 10: Site visit notes and initial clarifications
Pre-Proposal Site Visit for Solicitation #140P8326Q0020
April 01, 2026
1. Can the Period of Performance be extended?
a. Possibly
2. Is the contractor required to remove and reinstall baseboards during wood floor refinishing at the Christianson House?
a. Yes, the contractor shall be responsible for removing and reinstalling base boards as needed to accomplish the wood floor refinishing.
3. Is the wood floor at the Christianson House to be stained when it is refinished?
a. Yes, stain the wood floor when refinishing to match the existing finish.
4. Does the park want water or oil-based product for the Bona Method for refinishing the wood floors?
a. The park has no preference and is okay with either.
5. What transition is supposed to be used from the carpet into the upstairs bathroom?
a. The existing bar transition may be reused. If it is damaged, or unable to be reused, replace in kind or with a metal transition strip.
6. At the Mora house what is to be done with the vinyl base molding?
a. All vinyl base molding in the house shall be removed and replaced with stained wood baseboard to match what is in the rest of the house. Anywhere vinyl base board is replaced with wood, the new wood base board only needs to be high enough to cover the height of the old vinyl base board.
7. At the Mora house entrance area what transition strips should be used between the new LVP flooring and new carpet?
a. Use matching LVP transition strips between all new carpet and LVP flooring throughout the house. Where the new carpet in the hallway will transition to the existing tile in the laundry room, the same LVP transition strips may be used or a flat metal transition strip.
