About this file
This document is a Questions and Answers file for a National Park Service solicitation to replace siding on a collections building at Hagerman Fossil Beds National Monument. The file contains three key vendor questions and corresponding park/contracting officer responses addressing project specifics:
The first question seeks clarification on exterior building preparation, specifically whether OSB solid sheeting is required and if alternative siding materials are acceptable. The park confirms that new insulation installation is mandatory and they are open to alternative siding materials like metal, provided they are durable and weather-resistant. The second question confirms the procurement will use a Lowest Price Technically Acceptable (LPTA) evaluation method. The third question addresses gutters, with the park indicating contractors can remove existing gutters and leave them uninstalled. The solicitation (140P8325R0016) is issued by the Department of the Interior National Park Service Southeast Region, focusing on renovation work for the monument's collections building.

6. Questions: Is it a requirement to solid sheet with OSB the exterior of the building? If the exterior of the building is to be demoed so new insulation can be installed in the wall cavities, and vinyl lap siding is to be installed vertically there will be no way to install the siding without solid sheeting the exterior of the building. there will be no moisture barrier, etc.
Would the NPS rather demo the exterior of the building, insulate, solid sheet the building, house wrap the building, and put metal or vinyl siding on the exterior of the building? An exterior metal will have greater longevity and durability than vinyl siding.
Park Response:
The SOW calls for new insulation to be installed as part of the project, so that and whatever needs to be done for it to be installed properly needs to be included in the proposal.
We are open to a different type of material when it comes to the siding (i.e. metal instead of vinyl) as long as it is durable and weather resistant.
7. If all offers meet technical capability and past performance criteria will the NPS select based off of lowest price? Or will the NPS evaluate, and award based off of the best proposal i.e. best past performance and technical capability?
CO Response:
Lowest Price Technically Acceptable (LPTA)
8. Questions: does the park want new gutters as well? If so, what specs and what thickness? Or can contractors remove the gutters and leave them uninstalled?
Park Response: We don't need new gutters; the contractor can remove them and leave them uninstalled.
