Solicitation #140P8325Q0049 Attachment 5: Questions and Answers Satellite Radios with Data Plan, Olympic National Park (OLYM)
The following are questions/answers that were brought up that supplement the Request for Quotes, and in some cases may provide some different information than what is stated in the Request for Quotes. Where there are differences, quoters shall make pen and ink changes in those sections of the Request for Quotes, with the information provided in this Question and Answer round.
1. I noted that the requirement includes auto-tracking, which is a GPS/data usage-sensitive service on the MSATe (formerly MSAT G2) Satellite Radio platform. While the monthly subscription for push-to-talk and GPS data access is fixed, any usage incurred through auto-tracking is billed on a per-minute basis and invoiced monthly.
I did not see a line item in the provided pricing form that would allow us to specify this per-minute data usage cost. Could you please advise where or how ISS should reflect this additional cost structure in our submission?
I think the person asking the question has misunderstood the requirements. The question is ambiguous in the sense that auto-tracking can have multiple meanings. It seems like the vendor is referring to the mobile application of auto-tracking where the antenna automatically tracks and adjusts its azimuth and elevation in relation to the satellite. If that is the case, then a mobile antenna is not a requirement as this project is for a fixed station. In addition, this is for the MSAT G2 technology, their statement is misleading where they state “formerly known as MSAT G2”. The two technologies are separate and independent of each other. The MSATe is simply a different technology, that has not replaced the MSAT G2 technology, it is like comparing a generation-3 cell phone to an LTE cell phone.
The vendor may also be referring to fleet tracking, where we would be able to monitor the location of mobile units. That also is not a requirement of this contract.
