About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Fort Vancouver National Historical Site exhibit project. The amendment provides clarifications about exhibit panel fabrication, including confirmation that the park will provide print-ready files with artwork and interpretive text. The contract allows for custom printed exterior grade high pressure laminate panels as an acceptable alternative to the originally specified substrate. The period of performance is set from 05/01/2025 to 12/01/2025, with the final offer to be a firm fixed-price lump sum total. Logistical details indicate the site lacks a loading dock or forklift but has a pallet jack, and nearby hotels are available for housing. The solicitation is issued by the National Park Service Pacific West Region for exhibit panels at Fort Vancouver National Historical Site, with the contracting officer being Hal Hoversten.

Would custom printed exterior grade high pressure laminate, which is an inert material with a ten year warranty, be acceptable for the panels where the RFP calls for "direct print on a moisture-resistant substrate, such as aluminum, acrylic, or sintra with automotive clear coat" panels?

A.1. While gel-coat laminate is preferred (as specified in the statement of work), also acceptable is exterior grade high pressure laminate.

Q.2. Photo image files

Can you clarify the relevance of the facility images? It appears that the two files labeled

"Changing World" and the two files labeled

"CH_FOVA_on_the_Landscape" show the areas where the panels listed in Section 3a will be installed. Is that correct?

A.2.A. That is correct.

It also appears that the three files labeled

"Visitor Center" show where the panels listed in

Section 3b will be installed. Is that correct?

Are the new panels independent of the display cases shown in the photos, or do they fit within them?

A.2.B. The panels fit within the display cases.

Q.3. Forms to Return With Quote

Can you clarify how the quote should be structured? The RFP states that "The Contractor shall supply all labor, supplies, materials, facilities, travel, and deliveries necessary to

However, the quote form states "Contractor will be paid hourly per invoice and confirmed by

COR/CO for actual hours performed." These seem contradictory, if the quote provides a lump sum for each item/area. I have not seen this form in previous RFPs from the NPS and a bit of guidance would be appreciated.

A.3. The final offer would be one firm fixed-price lump sum total.

Q.4. Logistics

Can you provide information on nearby housing for the duration of the install, and the facilities/staff available to receive freight.

A.4. We do not have a loading dock or forklift.

We do have a pallet jack. There is not park housing available. Hotels are located in the area.
