About this file
This document is a Questions and Answers (Q&A) file for Solicitation 140P8325Q0012, a Cultural Resources Survey for Big Hole National Battlefield. The Q&A addresses critical operational details for potential contractors, including invoicing (monthly), past performance documentation requirements, fieldwork constraints, and archaeological survey methodologies. Key clarifications include: camping is not permitted at the site, geophysical surveys are acceptable for reducing ground disturbance, and a Class I survey must be conducted in-person at Nez Perce National Historical Park.
Specific archaeological survey requirements include surface and subsurface artifact collection, with explicit restrictions on excavation methods. Due to the site's sensitive nature, mechanical excavation (auger/backhoe) is prohibited, and contractors must use alternative methods for test pit and test unit investigations. The survey anticipates minimal artifact recovery, and all discovered artifacts must be collected and documented. The project involves detailed cultural resources documentation at Big Hole National Battlefield, with the work to be performed for the Department of the Interior National Park Service Southeast Region.

140P8325Q0012 BIHO Survey
1. Could we submit invoices on a monthly basis?
Response:
Yes, for work completed and approved by the park.
2. Do we provide name, contact information, and project description for the past performance section of the proposal?
Response:
Yes.
3. Are there any regulations on camping for this fieldwork?
Response:
Due to the sensitive nature of the site, camping is not allowed at Big Hole National Battlefield and no camping accommodations exist at the park.
May Creek is a Forest Service campground about 8 miles away from BIHO. It has bathrooms, bear boxes, and seasonally has running water.
4. We feel that employing geophysical surveys could help target testing and ultimately decrease the amount of ground disturbance needed, and perhaps that overall time of fieldwork. Is the NPS amenable to us including geophysical work in our proposal?
Response:
Yes, NPS is amenable to proposals that include non-destructive geophysical surveys to better select locations for archaeological testing.
Please provide pricing for both options.

5. Does the Class I need to be conducted in person at the Nez Perce National Historical Park?
Response: Yes. It is expected that this could be accomplished in 1-2 days by 1 individual.
6. SOW indicates that soils are rock and clay. Based on this can mechanical (i.e., auger and/or backhoe) means be used to excavate test pits and test units?
Response: Due to the sensitive nature of the area, no.
7. Do artifacts need to be collected from the surface?
Response: If artifacts are identified on the surface, yes, they will need to be collected and identified. It is expected that there will be a minimal number of artifacts.
8. Do artifacts need to be collected from shovel test pits and test units?
Response: Yes, any artifacts identified will need to be collected and documented. It is expected that there will be a minimal number of artifacts.
