ARTICLE 1. GENERAL INFORMATION
In accordance with the terms and conditions of the Contract, the Contractor shall perform the work of this project for the National Park Service (NPS), Hagerman Fossil Beds National Monument (HAFO or Park) as described herein.
A. Contract: The work under this contract is governed by…
B. Performance Period: The work of this contract shall be provided from approximately 10/03/2022
– 01/31/2022 (a four-month period).
The work of this contract shall consist of the services described herein for the referenced project.
C. Location: The project is located in Hagerman Fossil Beds National Monument at the Museum
Collections Building at 775 E 2800 S, Hagerman, ID 83332.
D. Project Identification: The project shall be referred to as Paper Conservation Treatment

ARTICLE II. PROJECT PURPOSE AND SCOPE
The NPS is contracting the work specified below for the purpose of entering into a professional services
Firm Fixed Price contract to provide paper conservation treatment of seven mining claims, one identification tag, and one paper memo/letter all in various stages of deterioration.
The project purpose is to perform paper conservation treatment, cleaning, repair, and stabilization and rehousing in appropriate archival museum media for long-term preservation and storage.
ARTICLE III. SCOPE OF SERVICES
Major work elements required to complete the contract work are listed under this section. The scope of services is based on object condition assessments of the items performed in 2010 by conservators working for Harper’s Ferry Center. In responding to this request, the Contractor shall provide a quote that clearly demonstrates overall capacity, regional expertise, and a draft work plan that outlines a proposed schedule, and quoted price. The Contractor’s quoted price shall include all work elements required to complete the paper conservation work as identified in the included object condition reports. Awarded purchase order will be firm-fixed price.
The Contracting Officer (CO) will designate a Contracting Officer’s Representative (COR) to provide technical oversight and administration for the work conducted under this Contract. The COR may meet with the Contractor or his/her designated representative during the contract period to discuss the
Contractor’s progress and to give technical guidance as necessary. Any advice of comment given by the
COR will be to assist the Contractor in performing work under the Contract and will not change the scope of services or release the Contractor from performing all work required hereunder unless written notification of such, signed by the Contracting Officer, is received by the Contractor.
Task 1: Perform Paper Conservation on Seven Mining Claims, one identification tag, and one memo/letter as identified in included object condition reports.
The Contractor shall perform paper conservation treatments according to the object condition reports provided by the National Park Service. Paper conservation treatments may include but is not limited to:
cleaning, mending tears, reducing stains, flattening and filling of losses according to best professional conservation standards and practices.
Task 2: Rehouse Paper Objects in Museum Archival Medium
Following completion of paper conservation tasks, the objects shall be rehoused in the appropriate archival quality museum archival medium best suited for long-term storage, preservation, and protection of the item. Contractor shall use best professional practices for determining the appropriate storage method and shall consider using housing recommendations as outlined in the object condition reports.
Any deviations from housing recommendations shall be discussed with the CO and explanation as to why a different method is proposed shall be provided prior to completing the rehousing of the objects.
Task 3: Documentation of Work Performed
Contractor shall provide documentation of the work performed on each of the objects. Documentation shall be separate for each object. Documentation reports shall be printed on archival quality paper and provided to the NPS for inclusion in the object museum accession folder. Digital copies of the documentation shall also be provided for uploading into the museum database program
Task 4: Archive Collection and Project Close Out
After completion of all investigation and reporting project elements, the Contractor shall prepare all project documentation for archiving. Final payment will be withheld until the inventory of all contract documents and artifacts are received, inventoried and checked with the catalog and final report for accuracy. A letter shall state the contents of the transfer at the time of delivery to Park and a Park
Property Receipt shall document the exchange.
Task 5: Packing, Shipping, and Insuring of Objects
Contractor has the option to have NPS ship the objects (papers) to the Contractor’s own work site for the conservation treatments to be performed. NPS will ensure the items are shipped with tracking and be insured for damage/loss at a value of $10,000. There is no preferred shipper, just one who offers tracking service for entire shipment enroute as part of the fee paid for the company to transport the package. It is preferable that NPS be responsible for shipping the objects to the contractor. Contractor may choose to travel to the park and be present at time of NPS packaging up the documents for pre-inspection of their conditions prior to leaving Hagerman Fossil Beds National Monument. Prior to shipment of the objects, the contractor shall complete the required NPS loan documentation and agreements and will provide evidence of insurance of the objects for the duration of the loan and while in the Contractor’s possession.
Following completion of the conservation treatment work, the contractor shall be responsible for the packaging, shipping, and insuring against loss/damage of the objects for their return to the Park, at the same value of $10,000. Contractor shall document the object condition prior to packaging and provide the documentation to the Park for comparison of condition upon the arrival of the objects to the Park.
ARTICLE IV. GOVERNMENT-FURNISHED MATERIALS AND SERVICES
A. HAFO will provide the following materials and services:
1. Object Condition Reports for Paper Objects.
2. Facilitate access to museum objects as requested by the contractor
3. Provide single point of contact to interface with all aspects of project, the public, and Park partners.
4. Access to the Park and vehicle parking adjacent to project work site.
5. If selected, the Park will package, ship, and insure the objects against damage/loss from the Park to the contractor’s work site for the performance of the conservation treatments.

ARTICLE VI. PAYMENT
A. Contractor will be paid as work is completed, in phases/milestones, as progress payments. Tasks numbered 1 through 4 above, are the project milestones, and have an equal value of 25% of the total contract price. COR will be responsible for monitoring progress of the work and reviewing and accepting submitted invoices. Contractor’s business invoice shall be uploaded into the
Department of Interior’s program called Internet Payment Platform, or IPP. Contractor will create an electronic invoice in IPP and will also upload a copy of their business invoice as an attachment. Refer to the IPP clause in full text in Attachment 1.
B. Travel costs and all other direct costs shall be included in the firm fixed-price for the work. Contractor should make every effort to stay within the Government per diem rates for lodging, food/meals, incidentals. Travel receipts will be required to be included with invoices or detailed on invoices.
