PROJECT INTRODUCTION
Park Acronym and PMIS Number: OLYM 205653
Project Title: Rehabilitate Hurricane Ridge Visitor Center Large Onsite Sewage System (LOSS)
Project Drawing Number: OLYM 149/165,522
1.1 Scope
In accordance with terms and conditions of the Contract, the Design-Build (DB) Contractor shall perform the work for the National Park Service (NPS) as described below.
Architect/Engineer (A/E) Services required in this RFP shall be performed by licensed Architects and Engineers registered in Washington State.
1.2 Location
This project is located at the Hurricane Ridge Visitor Center at Olympic National Park. The Hurricane Ridge Visitor Center is located approximately 18 miles from Port Angeles, WA on Hurricane Ridge Road at approximately 5200 feet elevation.
1.3 Background
Hurricane Ridge is one of the most popular destinations at Olympic National Park, receiving more than 500,000 visitors annually. The area provides for a variety of visitor activities, including a Visitor Center that houses a concession-operated mercantile and deli restaurant, and a small ski facility that operates during the winter months. Facilities are served by a central water system, but the Hurricane Ridge Visitor Center has a dedicated onsite sewage system that was constructed in 1951. Approximately 1190 linear feet of 6” diameter concrete bell and spigot sewer pipe passes through eight manholes between the Visitor Center and a 24,000 gallon dual chamber concrete septic tank. Septic tank effluent gravity flows to a 12’ x 133’ filter bed constructed from three rows of 36” half round corrugated metal pipe backfilled with broken shale. A concrete distribution box splits flows between the three rows. The system was designed so that sludge could be drained from the sloped base of each septic tank chamber to a sludge drying bed. The sludge bed is no longer used, and the septic tank is pumped annually to prevent overloading of the filter bed.
In 2019 an architecture/engineering (A/E) firm was hired to evaluate the onsite sewage system and prioritize deficiency corrections. Average daily flows were estimated from 2014-2019 metered water consumption data for the Visitor Center and averaged 8,338 gallons per day (GPD) in the peak months of July and August, with a maximum of 11,409 GPD recorded in July 2016. In October 2019, while investigating the drainfield soil profile to determine an acceptable hydraulic loading rate, the drainfield was found to be completely flooded and backing up into the distribution box and septic tank. The system was moved into the large onsite sewage system (LOSS) program
OLYM 205653 | Page 5 of 31 regulated by the Washington State Department of Health (DOH) due to the high flows, and DOH issued a letter of concern for public health and the environment regarding the failing drainfield.
DOH regulates LOSS under Washington Administrative Code (WAC) Chapter 246-272B Large On-site Sewage System Regulations and has identified deficiencies associated with the existing infrastructure that make rehabilitation of these components unlikely due to a combination of aging infrastructure, increased visitation and use, and increases in wastewater strength. DOH has worked with Olympic National Park to complete fieldwork needed to identify a replacement drainfield location and confirmed soil characterization. A schematic design and Predesign Report (Attachment
3) have been submitted to DOH for review based on this site information and a peak design flow of 10,000 GPD. The park intends to continue use of the Hurricane Ridge Visitor Center LOSS under a DOH-approved Contingency Plan for the summer of 2020 until replacement infrastructure can be constructed.
1.4 Description
The purpose of this Design-Build contract is to design and construct a new large onsite sewage system (LOSS) for the Hurricane Ridge Visitor Center to meet current and future peak flow conditions in accordance with Washington Administrative Code (WAC) Chapter 246-272B, Large On-site Sewage System Regulations. Modifications to CLM045 Hurricane Ridge Visitor Center LOSS will entail installing new septic and dosing tanks with duplex submersible pumps, sand-lined bed drainfield, pressurized multi-zone dispersal system with gravelless chambers, and new electrical pump controls. A portion of the collection system will be re-routed to direct wastewater to the new treatment infrastructure, and a new access road will be constructed for ongoing septic tank pumping and maintenance. Obsolete collection and treatment infrastructure will be decommissioned and abandoned in place. An engineering report, plans, and specifications along with a draft operations and maintenance (O&M) manual shall be prepared by a professional engineer licensed in Washington State and submitted to Washington State Department of Health (DOH) for review and approval to construct. Construction completion documentation including a final O&M manual and as-constructed record drawings shall be submitted to DOH and NPS as part of project closeout.

2.1.5 Project Schedule
Execution of this project is expected to be limited by seasonal weather conditions impacting site access. The Hurricane Ridge Visitor Center is located at 5200 feet elevation. While the proposed septic tank and drainfield site is south-facing, snow accumulation from winter precipitation may linger into May or June. Snowfall may resume as early as late September or October. Therefore, the target construction window for this project is July/August 2020, although construction may start earlier if design is complete and weather and site conditions allow access.
LOSS design for this project requires an engineering report, plans, and specs that must be reviewed and approved by the Washington State Department of Health (DOH) in addition to the NPS. DOH is allowed 30 days to review and comment on submitted construction documents.
NPS will not issue Notice to Proceed (NTP) with construction until DOH issues approval to construct. Section 1.5 Schedule (above) identifies timeframes for development of deliverables selected to meet the target construction window of July/August 2020.
The Contracting Officer may authorize access to the site after the pre-construction meeting but prior to receipt of DOH approval to construct, allowing the DB Contractor to mobilize, stage equipment and materials, etc. Authorization will be granted only after approval of liability insurance, accident prevention plan, and other deliverables noted above. The DB Contractor shall not commence demolition or construction until the Contracting Officer issues the Notice to Proceed. Mobilization prior to receiving the NTP is at the discretion of the Contractor.
General: DB Contractor shall prepare a detailed schedule of the design phase with design deliverable submission dates, review periods, and summary construction schedule with important milestones included for both phases. Provide an electronic copy of schedule to NPS before design meeting.
Contractor shall fully develop construction portion of project schedule and submit to Contracting Officer before June 1, 2020.
Construction work cannot begin until Washington State Department of Health (DOH) and Government (NPS) approval is obtained for the entire set of Complete Signed and Stamped DB Construction Documents.
Purpose: Project schedule ensures adequate planning, coordinating, scheduling, and reporting of DB Contractor’s design and construction activities. Project schedule will assist DB Contractor and Contracting Officer to monitor work progress, evaluate proposed changes, and process DB Contractor's monthly progress payment requests.
Schedule Development: Project schedule shall cover entire contract period. Target date for substantial completion is 200 calendar days after award of contract or by September 14, 2020 – whichever date is earlier. Failure to meet milestones during the design phase of schedule will not automatically extend schedule milestones set for the construction phase.
DB Contractor shall use Critical Path Method (CPM) with limited use of lead or lag durations between schedule activities. DB Contractor's project schedule shall consist of procurement
OLYM 205653 | Page 14 of 31 activities (including mobilization, submittal, and fabrication and delivery of key and long-lead procurement items) and construction activities. Note that product submittal review by the NPS may occur simultaneously with DOH review of 100% Complete DB Construction Documents or earlier to expedite ordering of long-lead procurement items like tanks.
DB Contractor's project schedule shall consist of, but not be limited to, the following for each activity:
• Identify activities and numbers numerically (maximum 5-digit).
• Concisely describe work represented by activity. Avoid using non-standard abbreviations. Limit work related to each activity to one work trade.
• Activity duration shall be in whole working days with maximum duration 15 work days each, unless otherwise approved by Contracting Officer, except for non-construction activities including mobilization, shop drawing and sample submittals, fabrication of materials, delivery of materials and equipment, and concrete curing.
DB Contractor shall ensure project schedule includes own work and Subcontractor work.
Project schedule shall show sequence and interdependence of activities required for complete performance of work and shall be cost and resource loaded. DB Contractor shall ensure work sequences are logical and project schedule shows a coordinated work plan. Proposed durations assigned to each activity shall be DB Contractor's best estimate of time required to complete activity, considering scope and resources planned. Include permit requirements and constraints.
Consider and include seasonal weather conditions in planning and scheduling of work influenced by high or low ambient temperatures and wind and/or precipitation, to ensure completion of work within authorized period of performance.
Project Schedule monthly updates: Monthly updates of project schedule shall be an integral part and basic element of estimate upon which progress payments shall be made under this contract. If, in judgment of Contracting Officer, DB Contractor fails or refuses to provide schedule of values and complete schedule update or revision as specified hereinafter, DB Contractor shall be deemed to have not provided required information upon which progress payment may be made and shall be subject to retainage of a portion of the payment.
As work progresses, indicate Actual Completion percentage for each activity. If schedule update shows late finish date after performance period end date, at a minimum, include the following in narrative with submission:
• Known delays.
• Actions taken to get back on schedule.
• Pending modifications.
• Impediments or constraints affecting progress.
Time Impact Analysis for Contract Modifications, Changes, Delays, and Contractor Requests Requirements: When contract modifications or changes are initiated, delays are experienced, or DB Contractor revises project schedule, DB Contractor shall submit to
OLYM 205653 | Page 15 of 31
Contracting Officer a written time impact analysis illustrating influence of each modification, change, delay, or DB Contractor’s request on the contract time.
• Time Extensions: Activity delays shall not automatically mean an extension of contract time is warranted or due to DB Contractor. It is possible that modification, change, or delay will not affect existing critical activities or cause non-critical activities to become critical. A modification, change, or delay may result in only absorbing a part of available total float that may exist within an activity chain of the project schedule, thereby not effecting the contract time. Time extensions will be granted according with terms of contract.
• Float: Float is not for exclusive use or benefit for NPS or DB Contractor. Extension of contract time is granted only to extent the equitable time adjustments to activity or activities affected by modification, change, or delay exceeds total (positive or zero) float available on a particular activity.

2.3 Construction Requirements
2.3.1 Environmental and Sustainability Requirements
Specific sustainability requirements generated in design will dictate more stringent environmental requirements for this project. General requirements:
• Site Disturbance: Minimize construction limits of project to reduce impact on site.
Locate staging and access areas where they will minimize new disturbance of area soils and vegetation. NPS may furnish metal landing mats to minimize vehicular and equipment impacts on sensitive meadow vegetation, if requested.

• Toxic Chemicals: Avoid materials that can leach toxic chemicals into ground water. Use spill-prevention measures to prevent inadvertent spills of fuel, oil, hydraulic fluid, antifreeze, and other toxic chemicals that could affect wildlife. Inspect all machinery for leaks prior to starting work each day and make all necessary repairs before commencement of work.
• Soil Erosion: Protect against erosion and topsoil depletion according to NPS-approved Under-An-Acre Pollution Prevention Plan (UPPP).
• Habitats: Protect natural habitats and ecological systems on facility site. A marmot survey will be conducted by the NPS within the vicinity of the proposed drainfield prior to the start of construction. No threatened and endangered species have been identified in the vicinity of this project.
• Noise: Minimize noise during construction.
Minimize Construction Impacts
Implement the following mitigation measures to minimize impacts of construction activities:
Soil Erosion: Protect against erosion and topsoil depletion. Preparation of and compliance with UPPP are required.
Exotic Vegetation and Noxious Weeds: Prevent introduction and minimize spread of exotic vegetation and noxious weeds. Incorporate the following procedures:
• Obtain all fill, rock, and topsoil from the project area, if possible. If not possible, then obtain weed-free fill, rock, or additional topsoil from a source approved by the NPS vegetation staff or Clallam County.
• Vehicles and equipment used at the site must be pressure cleaned and free of weeds, seed, debris, and mud to prevent the introduction and/or spread of exotic, invasive plants.
Arrange with Contracting Officer or COR for NPS inspection of equipment prior to offloading.
• Ensure that tools and clothing are free of seeds or other parts of exotic plans before being used at the construction site.
• If any portion of the project area is mulched, only weed-free material, approved by the NPS, shall be used.
• Cover any stockpiled fill material with a tarp to prevent accumulation of exotic plant seeds.
• Use approved native seed and/or plants and coordinate with NPS staff to revegetate areas disturbed by construction.
Vegetation Salvage and Revegetation Plan: Required for this project. Coordinate subalpine meadow vegetation salvage efforts with NPS staff for all vegetation-disturbing activities including trenching, temporary and permanent access routes, and excavation for construction.
Remove sod in strips of uniform thickness for stockpiling. Sod removed for more than 8 days prior to replacement shall be stockpiled in the Visitor Center parking area west of the building for NPS irrigation management until areas disturbed by construction are ready for revegetation.
Native topsoil shall be stockpiled and reused for drainfield construction and revegetation to
OLYM 205653 | Page 18 of 31 ensure a smooth, non-hummocky final vegetation surface matching the original topographic contours. Sand may be used in addition to native topsoil to create a final level surface.
Accommodate NPS-provided and operated temporary irrigation system for areas revegetated prior to completion of construction.
Air and Water Pollution Control: Air quality impacts are expected to be temporary and localized. To minimize these impacts, take following actions:
• To reduce tailpipe emissions, do not leave construction equipment idling longer than necessary for safety and mechanical reasons.
• Take necessary reasonable measures to reduce air and water pollution with material or equipment used during construction.
Cultural Resources: Archaeological monitoring is required for this project. The NPS will provide an Archeological Monitor to be present at the work site for all ground-disturbing work associated with new construction. Identify all ground-disturbing work and coordinate with NPS cultural resource staff at least two weeks in advance. If archeological resources are discovered at project site while Archeological Monitor is absent, immediately stop work in vicinity of discovery and report discovery to Contracting Officer and COR. If human remains are discovered during construction, all work on the project must stop and the park archaeologist contacted immediately. All provisions in the Native American Graves Protection and Repatriation Act (1990) will be followed.
2.3.2 Schedule of Values (SOV)
After contract award and before Design Meeting, submit schedule of dollar value based on Contract Price Schedule. Break down lump-sum contract line items into component parts for which progress payments may be requested. Total costs for component parts of work shall equal contract line item amount for that lump-sum item. Contracting Officer may request data to verify accuracy of dollar values. Include mobilization, general condition costs, overhead, and profit in total dollar value of unit price item and in component parts of work for each lump-sum item, as described below. Do not include mobilization, general condition costs, overhead, or profit as separate items.
For option items A and B, list unit price only in the SOV. Option items will not be exercised at award, but added by contract modification if necessary, after which the DB Contractor shall update the SOV accordingly. Total cost of Items 1 thru 8 shall equal contract sum. Before first progress payment is processed, DB Contractor and Contracting Officer shall agree on an acceptable Schedule of Values.
2.3.3 Construction Support
Staging Areas
OLYM 205653 | Page 19 of 31
Limit construction sites to smallest feasible area. Carefully control ground disturbance and site management to prevent undue damage to vegetation, soils, and archeological resources, and to minimize air, water, soil, and noise pollution.
Staging is limited in or near construction area for a construction office or trailer. Locate construction equipment and material storage in previously disturbed areas near construction site.
Obtain Contracting Officer’s approval for staging area location for construction equipment. Once construction is complete, return staging areas to pre-construction conditions. Develop standards and methods for determining pre-construction conditions after consultation with NPS.
The paved visitor parking area immediately west of the Hurricane Ridge Visitor Center (approximately 20’ x 320’) will be available as a dedicating staging and construction site access area. An additional paved visitor parking area of equivalent size due north of this staging area can also be made available if needed; DB Contractor shall be responsible for ensuring safe visitor vehicular and pedestrian access between staging areas to Hurricane Hill Road and facilities located west of the Visitor Center.
Structures: Trailers, Storage, Field Offices, Staging Area and Sheds: Contracting Officer (CO) to approve location. Do not place until CO issues Notice to Proceed with Construction. All structures shall be structurally sound construction and weather tight.
Construction Camp: Establishment of a construction camp will not be permitted.
Construction Zones: Before construction activity, use construction barrier, plastic, or portable fencing, approved by Contracting Officer, to define construction zone, minimum area required for construction. Clearly state protection measures in construction specifications and instruct workers to avoid conducting activities beyond construction zone.
Protection of Public: Use fence, barricade, or other means to block immediate work area and prevent unauthorized entry. Erect and maintain fencing, barricades, lights, signals, and warning signs according to current version of Manual on Uniform Traffic Control Devices (MUTCD).
Parking of Construction Vehicles: Limit to existing roads in legally designated areas and within approved staging area(s).
Park Access: A park Entrance Station is located approximately 5 miles up Hurricane Ridge Road at Heart O’ the Hills and all vehicles must drive through it to access the project site. DB Contractor and subcontractors will be authorized to pass without fee or payment. This entrance station does not have an established bypass lane, so Contractor’s vehicles must wait in line with park visitors to pass the station; wait times may be long during high-visitation periods (e.g.
summer afternoons, weekends, and holidays).
2.3.4 Submittals During Construction
OLYM 205653 | Page 20 of 31
