Request for Quotations #140P8318Q0070 Fort Vancouver NHS Attachment 5: Clarifications
Continuation of questions for purpose of amendment issuance. These questions were e-mailed to the Contracting Officer.
Q12: Do the disconnects get replaced? If so, what NEMA rating?
A12: Yes, Per Section 01270, “The work includes electrical disconnect.” The electrical disconnect will be same NEMA rating as currently, which is 3R.
Q13: Will the heat pumps be changed out all at once or in stages? If in stages, how many at a time? The reason for this question is to determine how many trips will be required.
A13: The heat pumps may be changed out all at once.
Q14: Are we to assume that there is no upgrade to the electrical power required for the HVAC equipment or this simply a disconnect and reconnect using the same electrical equipment, raceway and conductors?
A14: Electrical upgrade other than new electrical disconnects is not necessary unless required to support new equipment. Raceways and conductors may be reused if doing is within compliance of Section 15800, Part 3.2, H - Electrical Connections.
Q15: What is the proper NAICS code for this procurement? The Read Me First document and the FBO synopsis show 238220 but the NAICS code listed in FAR provision 52.204-8 of the RFQ is 237110.
A15: The NAICS code for this procurement is 238220 with a size standard of $15.0M. A corrected version of paragraph a of 52.204-8 is here:
52.204-8 Annual Representations and Certifications. (JAN 2018)
(a) (1) The North American Industry Classification System (NAICS) code for this acquisition is 238220, Plumbing, Heating, and Air Conditioning Contractors.
(2) The small business size standard is $15 million, average annual gross receipts for the past three years.
(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.
Q16: There appear to be two solicitations posted at FBO using the same RFQ number.
A16: This was a system error. The documents labelled Solicitation 2 are duplicates of those included in Solicitation 1. It’s possible that when Amendment 2 is uploaded, it will create Solicitation 3. For consistency, use the documents under the Solicitation 1 heading.
