About this file

This is a Questions and Answers document for federal contract opportunity 140P8226Q0050, concerning the furnishing and installation of canopy tents at Hawaiʻi Volcanoes National Park (HAVO).

The document addresses three key technical inquiries from potential contractors. First, regarding site-specific wind loads, the National Park Service confirmed that the park experiences sustained wind speeds of 8 to 20 mph with an average of 15 mph, with wind gusts potentially reaching up to 80 mph during high wind advisories and severe weather events. The canopy tent structures must be capable of withstanding these conditions, including occasional high-wind events. Second, concerning container specifications at the two installation sites, the Government clarified that four high cube containers measuring 9'6" in height are present at the park. Third, addressing cover material substitution, the Government explicitly rejected metal panel covers as an alternative to fabric. The National Park Service mandates a UV-resistant, waterproof, fire-rated polyethylene or PVC fabric cover with a wind load rating of 80 plus mph, and metal roof panels will not be accepted regardless of performance equivalency claims.

Q: Could you please confirm the required site-specific wind load for this project or advise where this information can be found?

A: Hawaiʻi Volcanoes National Park typically experiences sustained wind speeds ranging from 8 to 20 mph, with an average of approximately 15 mph. During periods of high wind advisories and severe weather, wind gusts can reach up to 80 mph. Q&A #2 for 140P8226Q0050 HAVO Furnish and Install Canopy Tents

Q: Container Height: Could you confirm the height of the existing shipping containers at the two installation sites (e.g., 8'6" standard cube or 9' high cube)?

A: The containers at the park are four high cube 9' 6''.

Q: Cover Material Substitution: Section 4.1 of the SOW specifies a UV-resistant, waterproof, fire-rated polyethylene or PVC fabric cover. Would the Government consider a metal panel cover as an acceptable substitute or alternate in lieu of fabric, provided it meets or exceeds the same performance requirements (UV resistance, waterproofing, fire rating, wind load)?

A: The National Park Service requires a UV-resistant, waterproof, fire-rated polyethylene or PVC fabric with a wind load rating of 80 plus mph. A metal roof panel will not be accepted.
