About this file

This is a Request for Information (RFI) form for a federal construction project at Kalaupapa National Historical Park. The RFI Number 02 (Pre-Bid) pertains to the replacement of HVAC and humidity control systems in the Curatorial Building at the park. The RFI was issued by the National Park Service on April 28, 2026, with a response deadline of April 30, 2026.

The document contains 22 pre-bid questions and corresponding NPS responses addressing technical specifications and design clarifications. Key determinations include: exterior conduit shall be PVC Schedule 80 (painted Benjamin Moore Golden Straw 2152-50), interior conduit shall use EMT, non-metallic liquid-tight flex conduit is acceptable, and disconnects and junction boxes shall be NEMA 4X, SS-316 stainless steel. The NPS clarified that ACCU-1 and ACCU-2 units shall connect to Panel C (backup generator), while ACCU-3, ACCU-4, and ACCU-5 shall connect to Panel B (normal power). Additional approvals include continuous copper line sets with pre-insulated covering (½" acceptable), Mitsubishi factory coating for condenser coils, line set duct covers instead of aluminum jackets, painted PVC for exterior conduit, and surface-mounted piping and appurtenances. A centralized controller is not required, and all work related to the standby generator is explicitly excluded from the scope of work.

Request for Information (RFI) Form National Park Service (NPS)

RFI Number: 02 (Pre-Bid)

Project / Park: Replace HVAC & Humidity Control in Curatorial Building, Kalaupapa National Historical Park (KALA)

Contract Number: Solicitation No.

Date: 4/28/26

To: NPS

From: Contractor(s)

Subject: Pre-Bid RFI

Response By (Date): April 30, 2026

Please provide the following information or clarification:

Q1: Please verify if conduit for exterior can be PVC? Schedule 40 or 80? Division 1 allows non-metallic conduit, but then spec section only has metallic conduit?

Q2. Please verify conduit to be painted?

Q3. Please verify conduit for interior- EMT

Q4. Please verify liquid tight flex and fittings-non metallic ok? (seems to last longer in salty environments)

Q5. Please verify disconnects and exterior junction boxes- NEMA 4X SS -316 stainless, 304 stainless or nonmetallic (although nonmetallic may be harder to obtain)?

Q6. Do any of the AC units need to be on generator back up?

Q7. If units need to be on generator back up with units?

Q8. Is this project a design-build, and should we engage an electrical engineer for data logging and load verification and design?

Q9. If not a design-build would NPS provide to the contractor which units are on what panel and breaker to release contractor from professional design liability?

Q10. Potential issue if units need to be on generator back up is when utility power goes out, the ATS disconnects panel C from the

225-amp breaker fed from the main distribution panel and connects it directly to the generators 400-amp breaker. The load side conductors of this breaker is size 3/0, which can only carry a maximum load of 225 amps

Possible solutions:

a. Downsize generator breaker to 225 amps, limitation would be the amount of AC units which can be put on emergency power.

b. Upgrade the wires to 500 mcm which will require changing out the conduit to min of 3". between panel C and the ATS, and the generator and the ATS to accommodate the larger diameter of the bigger conductors.

Q11. Please verify line set is allowed as there is ambiguity between product information and specifications with seamless copper tubing hard drawn type “k”.

Q12. Does the NPS require personnel to have more than first aid, CPR, AED, and stop the bleed training?

Q13. Does the NPS require contractor to have more than basic first aid kit, such as AED, hemostatic agent, Asherman chest seals, tourniquet as apart of the first aid kit?

Q14. Per 23 81 00 Unitary AC Equipment paragraph 2.3 call out for the refrigerant piping – seamless copper tubing, hard drawn, type

K, confirming to ASTM B88 with wrought copper fittings and solder joint. Will continuous copper line set be acceptable?

Q15. Per 23 81 00 Unitary AC Equipment paragraph 2.1.D System Controls calls out for “Provide a centralized controller for the system. The centralized controller shall be Mitsubishi model or approved substitute”. Please confirm if the intent is to tie all FCUs and ACCUs with the centralized controller? If so, please advise preferred location.

Request for Information (RFI) Form page 2 of 3

Q16. Per 23 07 00 – Thermal Insulation for Mech System, if continuous copper line set is acceptable for copper piping, it comes as pre-insulated as well at ½” thick only in lieu of 1” thick. Please confirm if ½” thick pre-insulated continuous line set is acceptable.

Q17. Per 23 81 00 Unitary AC Equipment paragraph 2.1 A.6 Provide coating of condenser coil and cabinet as indicated. Mitsubishi product data states seacoast protection on heat exchanger (blue fin heat exchanger coating) and base panel only (rated for 2,000hrs in accordance with ASTM B117 testing).

a. Please confirm type of corrosion coating required

b. Or if the intent is to have the units coated by a third-party coater for the corrosion coating required?

c. Or Is Mitsubishi standard/ option that they provided acceptable?

Q18. In lieu of aluminum jacket required for the exterior pipe, will exterior/ interior mount slim lineset duct cover be acceptable for use on this project?

Q19. Per 26 05 33.13 – Conduits for Electrical System, will painted PVC conduit be allowed for exterior in lieu of ERMC-S-G?

Q20. Per Amd#1, it states that the standby generator is wired to the panels which runs the entire bldg. via automatic transfer switch.

The As-Built (North Side) Single Line diagram shows that only Panel C is connected to the standby generator. Panel C is limited to 225 Amp capacity and connecting all new HVAC units is not possible while maintaining other existing loads to remain such as battery charger, 2 freezers, moisture sensor, compressor and receptacles at mech room south. Per the Mitsubishi product data, ACCU 1 & 2 will need 90 Amps each, ACCU- 3 & 5 will need 15 Amps each and ACCU-4 will need 70 Amps. ACCU 1, 2, 3&5 and corresponding FCUs serves North & South Wing.

Please advise what HVAC units needs to be in Panel C that will be within the 225 Amps so it can be powered by the standby generator and what HVAC units can be in (Panel B & Panel A) normal power?

Q21. Please confirm any work related to the standby generator is not in scope.

Q22. Please confirm surface mount conduit/ backboxes/ piping inside the Facility is acceptable.

Date of NPS Response: April 30, 2026

NPS Response:

R1. PVC, Schedule 80 pipe is allowable for exterior conduit if it complies with appliable codes.

R2. Paint exterior conduit to match exterior wall color – Benjamin Moore Golden Straw 2152-50 or equivalent.

R3. Is the Contractor asking if electrical metallic tubing (EMT) can be used for interior conduit?

R4. Liquid-tight, non-metallic, flex conduit and fittings is allowable if it complies with applicable codes.

R5. NEMA 4X, SS-316 is preferred.

R6. After further evaluation, the park has determined the following: The backup generator is wired to Panel C. Since Storage-North and Storage-South house the park’s museum collections, these rooms are the most critical to condition in the event of a power outage. Therefore, ACCU-1 (FCU-1-1 and FCU-1-2) and ACCU-2 (FCU 2-1 and FCU 2-2) shall be connected to Panel C.

ACCU-3, ACCU-4, and ACCU-5 (and their corresponding FCU) shall be connected to Panel B (since the panel is mostly empty).

No units will be connected to Panel A (as the panel is mostly full).

R7. Question is not clear.

R8. See response to Q4. in RFI No. 01 (Pre-Bid).

R9. See response to Q6 (this RFI).

R10. See response to Q6 (this RFI).

R11. Line sets are permitted.

R12. The Contractor is responsible for their own safety, safety equipment, and training. However, the training listed is typical on NPS construction contracts.

R13. The Contractor is responsible for their own safety and safety equipment. Note that there are no medical facilities of any kind in the Kalaupapa settlement and the only access to a hospital is via helicopter or airplane.

R14. Continuous copper line set is acceptable.
