NPS SECTION

Name of NPS Respondent: Scott Henrickson, P.E., PMP Date of Response: 8/14/25

Below is additional information or clarifications in response to the Contractor RFI:

Q1a: Helicopter transport of materials to the site is allowable as long as the Contractor follows park and industry safety standards, park aviation requirements, employs resource protection measures (Refer to Specification Section 01 11 40), and requires minimal to no vegetation clearing (if required, veg clearing to be completed by the park). Heliops shall require a detailed aviation plan; coordination with park dispatch and aviation managers; and adherence to Best Management Practices (BMP). Refer to GFD #1 – Heliops BMP. The park believes a long line in the range of 100-150 feet would likely be required, but it will be the contractor’s responsibility to ensure the materials can be safely mobilized without damaging infrastructure, vegetation, or park resources. Potential staging areas include a forested but relatively open site approximately 0.5 miles away, and a more open area roughly 3.5 miles away. Refer to revised Specification Section 01 11 00, PART 1.8.K.

Q1b: The Contractor is responsible for hiring vendors / subcontractors that are qualified, accredited, and can meet the requirements.

Q2: It typically takes 3-4 weeks after contract award to review bonds, insurance, and Division 01 Informational Submittals. The preconstruction meeting is scheduled after all Informational Submittals have been accepted.

Notice to Proceed (NTP) is typically issued after the precon meeting. The contract period of performance will extend from the Notice to Proceed (NTP) to substantial completion. Due to these administrative steps, and the long lead procurement and shipping of materials, the NPS does not anticipate a construction start until 2-3 months after award. A December 1, 2025 mobilization would be acceptable. Reference Section 01 11 40 (Work Restrictions) for the seasonal requirements during the proposed construction period.

CONTRACTOR SECTION

Q3: Yes, a glulam beam can be one continuous member as long as the structural requirements are met. Any major changes to the current construction drawings will require submittal of shop drawings and calculations.

Note that the designer proposed shorter structural members in consideration of site constraints and cost.

Q4: Yes, the Contractor may provide porta potties close to the project site. Exact location to be determined after contract award. See also Specification Section 01 11 00, PART 1.5.D.1 and Section 01 50 00, PART 2.3.B.

Clarification: Government-Furnished Housing is NOT AVAILABLE on this project. Refer to revised Specification Section 01 11 00, PART 1.5.F.

Clarification: Specification Section 01 11 00, PART 1.14 (Professional Services) somehow got dropped from the final construction specifications. It has been added back to the specifications.

All changes / updates to the specifications are highlighted in red text.
