About this file

This document contains meeting minutes from a site visit for a federal contract opportunity to replace seating and flooring at the Pearl Harbor National Memorial Theater. The National Park Service is seeking proposals to apply a seamless, non-slip polyurea flooring coating to the entire theater floor, including carpeted areas behind the stage and screen. The flooring must be able to be applied vertically to steps and row seating surfaces. An attached product specification and additional flooring options similar to Everlast may be acceptable if they meet the slip resistance and easy cleanup criteria. Questions were asked about using a different flooring if polyurea application fails during the contract period. Bidders should assume polyurea will be used but the contract may be modified if it does not work. The performance period can be extended to account for the four to six month lead time for seating materials. Local polyurea application contractor references are also provided.

Questions Please confirm carpet should be removed and a rubber base can be installed. Or how should we finish the base?

Leave the carpet that is already on the wall and then polyurea up to the wall.

The polyurea flooring is very liquid and will not form a base and cannot be placed vertically. Each step and row of seats has a vertical surface that will not work. Will another flooring like a troweled on non-slip flooring work? Attached Everlast flooring is 1 type but others exist. Can another type of flooring be used as long as it’s a seamless non-slip and allows for easy cleanup.

NPS has researched polyurea application to vertical surfaces and found that it can be done. Submit proposals with the assumption that polyurea will be applied to the steps. If the application fails during the contract, NPS will modify the performance work statement with a application process and product that does work.

Please confirm the performance period can be extended. Seating will take roughly 4-6 months to get on-island.

Yes, the period of performance will be adjusted accordingly with the lead time for materials.

Please confirm if we are to remove the carpet behind the stage/screen area as well so the complete theater has the same flooring.

Yes, all carpet on the floor including behind the stage/screen area will be completed with the polyurea.

Local polyurea on island contact is Josh Kennedy, Hawaii Spray Lining, 808-979-1197
