About this file

This is an Amendment to Solicitation (Amendment 0001) for solicitation number 140P8126Q0039, issued by the National Park Service (NPS) at Lake Mabo in Boulder City, Nevada. The amendment is effective August 11, 2026, and must be acknowledged by offerors prior to the offer submission deadline or their offers may be rejected.

The amendment addresses six contractor questions regarding project scope clarifications. Key clarifications include: (1) roof repairs are limited to minor work only, with the specification section included to address potential differing site conditions; (2) a site map is now included with the amendment; (3) no hazardous material survey has been completed, and the NPS will conduct testing if suspect materials are encountered, with work halted pending results; (4) epoxy flooring applies only to public bathroom areas (418 square feet), with the utility room receiving concrete etching only; (5) door replacements include complete door-and-frame assemblies with hardware and weatherproofing but exclude thresholds, while window replacements include complete assemblies with frames, operable panels, screens, and perimeter sealing; and (6) existing piping in the utility room is to remain, but wall carriers, flush valves, supply stops, and fixture supports from the dividing wall into the bathroom are to be removed and replaced. The amendment also updates the wage determination to NV20260071 dated July 30, 2026, and includes a site visit sign-in sheet documenting two participants from Mullen Construction and Michael Portala LLC who attended the July 28, 2026 site visit at Echo Bay Picnic Area.

Amendment 0001

The purpose of this amendment is to answer contractor questions, update the wage determination and publish the site visit attendance:

1. Answer Contractor Question:

Q1: Roof Repairs – Contract Price Item No. 0150 - During the site visit, the host indicated that only minor roof work was anticipated in connection with the two skylight replacements.

However, the specifications also require repairs to existing damaged tiles, underlayment, flashing, ridge components, and roof leaks.

Please provide any available roof inspection reports, leak history, or information identifying known roof deficiencies. If no records are available, please clarify the bid basis for pre-existing roof repairs, including any anticipated tile quantity or repair area.

A1: Little to no roof damage or leaks have been observed. Section was included in specs in the event a differing site condition exists, the contractor is aware of government expectations on any modifications.

Q2: Attachment 8, “Site Map,” is listed in the specifications and referenced for the project limits and site access, but it does not appear to be included in the posted package. Could the Government please provide the referenced Site Map?

A2: The site map has been included in this amendment.

Q3: Hazardous-Material Surveys - The work includes demolition, sanding and preparation of existing painted surfaces, removal of windows and skylights, roof work, and mechanical preparation of the concrete floors. Please provide any available asbestos-containing-material, lead-based-paint, or other hazardous-material surveys applicable to the building. If no surveys are available, please confirm the procedure for testing, removal, and associated cost or schedule impacts if suspect materials are encountered.

A3: No Hazardous material survey has been completed on this building. If any material is suspect to containing hazardous material, the NPS will have testing performed to determine the hazard.

Once testing occurs, no work is to be performed on tested materials until results are confirmed.

Q4: Epoxy-Flooring Area – Contract Price Item No. 0080 - The Schedule of Values lists 418 square feet of epoxy flooring, while Specification Section 01 11 00 separately requires cleaning and concrete etching of the utility room. Please confirm whether the 418-square-foot epoxy scope includes the utility-room floor, or whether cleaning and concrete etching are the final treatment for that room.

Amendment 0001

A4: The epoxy flooring in specification does not include the utility room. Please only coat the public bathroom areas in the epoxy and concrete etch the utility room.

Q5: Door and Window Assemblies – Contract Price Items Nos. 0050 and 0060 – We interpret the three exterior-door replacements as complete door-and-frame assemblies, including new frames, thresholds, hardware, weatherproofing, and incidental masonry patching required for installation. We also interpret the seven window replacements as complete window assemblies, including new frames, operable panels, screens, perimeter sealing, and incidental masonry patching. Please confirm these interpretations.

A5: Door replacement includes complete door-and-frame assemblies, including new frames, hardware, weatherproofing, and incidental masonry patching required for installation. There are no existing thresholds, please do not install them. Window replacements are to be complete window assemblies, including new frames, operable panels, screens, perimeter sealing, and incidental masonry patching.

Q6: Existing Plumbing Components – Contract Price Items Nos. 0020 through 0040 - During the site visit, the host indicated that the existing piping is intended to remain. Please confirm whether the existing wall carriers, flush valves, supply stops, and fixture supports are also intended to remain and be reused with the new stainless-steel fixtures. If any existing components are found to be incompatible or non-operational, please clarify how the additional work will be handled.

A6: Existing piping in utility room is to remain. Any existing wall carriers, flush valves, supply stops, and fixture supports from the dividing wall between the utility room out into the bathroom are not intended to remain or be reused.

2. The wage determination is updated to NV20260071 dated 07/30/2026

3. Attached is the site visit attendance sign in.
