About this file

This document is a Justification & Approval for Other Than Full and Open Competition for a Simplified Acquisition, specifically for the HETAP (Highway Engineering Trail Assessment Process) system to be purchased by Joshua Tree National Park. The anticipated cost is $25,928.00, and the procurement is with Beneficial Designs, which is being identified as the sole source supplier due to its proprietary technology. The HETAP system is a three-wheeled cart designed to collect objective trail measurements more efficiently, allowing park staff to rapidly assess trail characteristics such as running grade, cross slope, tread soil type, and trail width with a single operator.

The justification emphasizes that Beneficial Designs is a veteran-owned business already contracted by Fish and Wildlife, NPS Pacific West Region, and the Office of the Secretary of Transportation. During market research, no alternative vendors were found that could provide a comparable level of streamlined data collection. The system will enable Joshua Tree National Park, which manages over 300 miles of trails, to collect comprehensive trail information quickly and accurately, supporting their new trailhead redesign plan and improving visitor understanding of trail accessibility and conditions.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION

for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR

Part 2) UP TO SAT (See FAR 13.106-1)

Date: _____4/24/2025___________________

PR Number: _44016840_________________

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Anticipated cost of the HETAP system: $25,928.00

HETAP follows the same general principles as its predecessor, UTAP (the Universal Trail Assessment Process). Both collect objective trail measurements, produce detailed trail data for land managers, and provide summary trail reports for trail users. The main advantage to using HETAP is the ability to collect data and produce trail reports more quickly and accurately with only one person. This creates more opportunity to assess multiple trails while saving time and reducing personnel costs.

Beneficial Designs has created a HETAP three wheeled cart system that is perfect for assessing wider trails and urban routes, The cart is allows for operators the ability to carry everything necessary for any assessment, the HETAP system is designed to enable one person to collect trail information. With the improved data accuracy data can be recorded at a push of a keystroke as often as desired along the trail.

With no limit on the amount of information collected the HETAP data collection cart is only required to advance a distance of 0.1 foot to record new data. This ability to record anywhere along the trail allow for a more accurate trail assessment making the entire process lightweight and fast.

The HETAP system is a modular system, this allows for operators to connect the all the sensors and laptop to a single wheeled device allowing for easier mobility collecting data in more rural rocky trails.

The HETAP system designed by Beneficial Designs, will be utilized by Joshua Tree National Park trail staff and JOTR media staff to collect trail data for accurate information collecting for the parks new trailhead redesign plan. The park is now required to display trail information at all trailheads for better visitors understanding of the Max running grade, Max cross slope, Min running grade, Min cross slope, tread soil type, Max width and Min width of whole trail accessibility.

The HETAP system fabricated by Beneficial Designs will allow for NPS staff to go out and collect all the required information quickly without stopping every 4-5 feet to reshoot the grade for a running slope and or cross slope, this older method is time consuming and lengthy for a trail that is less than a mile, Joshua Tree National Park has over 300 miles of trails that are managed.

2. Sole Source Justification rationale (Check one and explain below):

____X__ Only one responsible source.

______ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.

______ Other

Explain:

The HETAP system is designed and fabricated by Beneficial Designs, they are the only source supplier for this equipment as the design is proprietary. They are a veteran owned business and contracted by Fish and Wildlife, NPS PWR, Office of the Secretary of Transportation for improved trail assessments.

Beneficial Designs has proprietary technology that allows for a streamlined approach to provide park visitors with an understanding of the type of trail they wish to explore on.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:

During the market research, I was unable to locate another vendor that supplied this product with the level of streamlined data collecting that the HETAP provides, due to the proprietary technology.

4. If this is a determination for sole source, the contracting officer certifies:

a. Only one source is available, or urgent and compelling circumstances exist.

b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
