About this file

This document is a Statement of Work (SOW) for the National Park Service's Lake Mead National Recreation Area, detailing a project to fabricate and install four metal gates at the Government Wash area. The project aims to restrict unauthorized vehicle access and mitigate resource damage caused by dispersed camping. The gates will be constructed from carbon steel with specific dimensional requirements: 6-inch diameter post sleeves, 3-inch diameter arms, and 5-inch diameter posts. They will be painted brown, feature reflective tape, and include locking mechanisms.

The solicitation (140P8125Q0065) is a small business set-aside with an estimated contract value between $25,000 and $100,000 under NAICS code 238290. The project requires installation at four specific GPS-located sites along Northshore Road and utility access roads, with gate posts to be set in 3-foot concrete footings. The performance period is from September 17, 2025, to November 3, 2025, with contractors required to begin work within 10 calendar days of award. A mandatory site visit is scheduled for September 3, 2025, at 10:00 AM in Boulder City, Nevada, with proposal responses due September 12, 2025. The project is overseen by the Department of the Interior's National Park Service Pacific West Region.

Lake Mead National Recreation Area A04 statement of work: Fabricate and Install Gates at Government wash area

1. Background Lake Mead National Recreation Area (LAKE) is a U.S. national recreation area in Southeastern Nevada and Northwestern Arizona. Operated by the National Park Service, Lake Mead NRA follows the Colorado River corridor from the westernmost boundary of Grand Canyon National Park to just north of the cities of Laughlin, Nevada and Bullhead City, Arizona. LAKE offers many recreational opportunities including boating, hiking, fishing, and both tent and RV camping. Because of these attractions, dispersed camping of RV’s and campers in unauthorized areas has become a growing concern. Specifically, the Government Wash area of LAKE has become inundated with disperse camping that has resulted in resource damage, littering of trash, and lead to major health and safety concerns.

This project will fabricate and install four metal gates at the area of Government Wash. The gates will be of metal pipe construction and will need to span the entire road to restrict access of vehicles during closures. All gates are of the same construction except for the gate at the “Authorized Vehicles Only” access road nearest to the wash. That gate will only have one swing arm and span roughly 18 feet across the road. NPS staff will be responsible for removing any of the old gates and preparing the road and shoulder surface before installation.
