About this file
This document is a Questions and Answers (Q&A) file for Solicitation No. 140P8125Q0059 for Loader Mounted Snow Blowers at Crater Lake National Park, dated August 28, 2025. The solicitation seeks two snow blowers with specific technical requirements, including a minimum 300 HP engine, 37-inch diameter impeller, 3-year warranty, and JRB418 couplers compatible with 2024 John Deere 644x series loaders. Key clarifications include flexible delivery terms (potentially beyond the initial 90-day requirement), acceptance of various drive systems and controller configurations, and a revised service dealership requirement that allows either a 150-mile radius service location or in-house mobile servicing.
The Q&A document addresses multiple vendor inquiries about technical specifications, warranty, delivery timeline, and installation details. Notable points include optional trade-in of a 2009 Oshkosh truck mount rotary, contractor responsibility for installing joystick controllers, and Crater Lake National Park's capability to unload the snow blowers. The solicitation allows flexibility in some technical specifications, such as accepting drive systems and controller configurations beyond the original requirements, with the goal of enabling broader manufacturer participation while maintaining core performance standards.

Questions and Answers Solicitation No. 140P8125Q0059
CRLA – Loader Mounted Snow Blowers August 28, 2025
1. For the extended warranty do you want an additional 1-year warranty?
Minimum of 3 years that unit will be under warranty. This may be combined as the manufacturer warranty and extended warranty.
2. Is it required to give you a trade price for the 2009 Oshkosh truck mount rotary?
It is optional to provide a trade price.
3. Is Crater Lake National Park going to install the joystick controller in each wheel loader?
Contractor is required to install. Per the Specifications, Full Unit Set-up, Training, Delivery and Freight to: Crater Lake National Park Maintenance Yard GPS Coordinates: 42°53'45.9"N 122°08'10.4"W Crater Lake, Oregon 97604 included in price.
4. Crater Lake must have the capability to unload each snowblower – Please verify.
Yes, Crater Lake National Park will have the capability to off load unit from the delivery vehicle.
5. Is 110” fixed steering vanes acceptable of is 116” fixed steering vanes needed?
116” is the minimum height required.
6. Deadline: The specifications require a delivery deadline of 90 days after the receipt of order.
Most manufacturers wouldn’t be able to meet this because most snow blowers are made to order. There are Canadian manufacturers that can meet this deadline, but not American manufacturers. Typical lead times for snow blowers are around 9 months due to engine delivery time frames. Would you please accept a 9 month delivery for these two units? This would allow all snow blower manufacturers within the United States to participate in this bid.
Quotes are asked to list the unit’s proposed delivery lead time. A delivery beyond 90 days ARO may be considered.
7. Is the Horse Power requirement a minimum of 300 hp? Will you allow 326 HP in lieu of 300 hp? This will give the blowers more power and therefore more snow removal capability.
Yes, minimum of 300 HP. The Specifications state that more is acceptable, as every manufacturer has different size engines in their units.
8. The spec requires a 37” fan. Is this a minimum? Will you allow a 40” Fan? This increases the snow removal capability.
37” is minimum. The Specifications state “37-inch diameter impeller w/ bolted concave blades or larger.”
9. The spec says “Hi-Vis couplers” but also says “JRB418 Couplers”. Which one do they require or does one snow blower require one coupler and the other snow blower require the other?
This was an error. The JRB418 coupler is required for their 2024 John Deere 644x series loaders. See Specifications Revised 08-28-2025 for correction.

10. The spec requires a belt-driven system. Will you accept a transfer case drive in lieu of the belt drive?
Yes, all drives will be considered. The Specifications states ‘Belt driven unit w/ shear bolt protection on transmission and gearbox driveshafts or similar.’
11. The specification requires a joystick. Our electronic system utilizes a 7” LCD touch screen that is mounted in the cab with all functions and readouts, and it also has a handheld remote.
Will this be acceptable?
All blower controller boxes/joysticks in cab will be considered.
12. The specification requires a twin disk clutch. We utilize a self-adjusting automotive type clutch. Will this be acceptable?
All blower clutches for these units will be considered.
13. The specification requires a service dealership within a 150-mile radius. This requirement is restrictive to almost all manufacturers. Would you accept in-house servicing for this solicitation and remove the 150-mile radius requirement?
This requirement has been revised to state ‘Service dealerships must be within 150-mile radius of Crater Lake National Park or must offer in-house mobile services that will travel to the park to service the unit(s).’ See Specifications Revised 08-28-2025 for revision. Off the shelf parts are the most important here with direct ship to the park.
14. Do you have some pictures of the Trade-in of the 2009 Oshkosh truck mount rotary?
Photos of the trade-in unit have been made available with the solicitation amendment.
